🤝 RENALA engagée dans l'élaboration de la Stratégie Nationale de Gestion des Déchets à Madagascar (SNGDM)

Madagascar n'a jamais disposé d'un cadre stratégique national couvrant l'ensemble du secteur des déchets. Plusieurs textes existent, plusieurs ministères interviennent, mais aucun document unique n'a jusqu'ici rassemblé le tout. C'est précisément ce que la SNGDM vient combler.

✓ Depuis janvier 2026, RENALA, au sein du consortium formé avec l'ONG CliMates Madagascar, accompagne le Ministère de l'Environnement et du Développement Durable (MEDD), à travers la Direction de la Gestion des Pollutions, des Déchets et de l'Intégration de la Dimension Environnementale (DPDIDE), dans l'élaboration de cette SNGDM.

✓ Cette mission bénéficie de l'appui technique et financier du PNUD Madagascar, qui en assure l'accompagnement méthodologique aux côtés du MEDD. Elle s'inscrit dans le Plan d'Initiation de Projet ''Lutte contre la Pollution Urbaine'', relevant du Programme de Pays (CPD) du PNUD pour Madagascar 2024–2028.

✓ Le rapport de diagnostic du secteur vient d'être établi. Il s'appuie sur :

─ Des consultations menées dans 5 villes : Antananarivo, Mahajanga, Toamasina, Toliara et Antsirabe ;
─ Des entretiens avec les ministères et leurs services techniques déconcentrés, les communes, les opérateurs privés, les organisations de la société civile et les acteurs du secteur informel ;
─ Une revue des textes nationaux et des conventions internationales ratifiées par Madagascar.

🔎 Ce que révèle le diagnostic : un secteur privé et des initiatives locales dynamiques, mais une organisation encore fragile ; taux de collecte limités, infrastructures insuffisantes, gouvernance fragmentée et financement à consolider.

✓ Prochaine étape : la rédaction de la Stratégie, de son plan d'action budgétisé et du cadre de création du Comité National de Coordination de la Gestion des Déchets à Madagascar (CNCGDM).

🤝 RENALA is helping shape Madagascar's first National Waste Management Strategy (SNGDM)

In most Malagasy cities, somewhere between a quarter and two-thirds of household waste is actually collected. In rural areas it is less than a quarter. The rest accumulates in canals, waterways and open ground.

Madagascar has never had a single national framework to change that. It is building one now, and RENALA is part of the team writing it.

✓ Since January 2026, RENALA, in consortium with the NGO CliMates Madagascar, has been supporting the Ministry of Environment and Sustainable Development (MEDD ─ Ministère de l'Environnement et du Développement Durable), through its Directorate for Pollution and Waste Management and Environmental Mainstreaming (DPDIDE), in developing Madagascar's first National Waste Management Strategy (SNGDM).

✓ The assignment is funded and technically supported by UNDP Madagascar, which works alongside MEDD throughout the process. It falls under the "Fighting Urban Pollution" project, part of UNDP's Country Programme (CPD) for Madagascar 2024–2028.

✓ The sector diagnostic report has now been completed. It draws on:

─ Consultations held in five cities: Antananarivo, Mahajanga, Toamasina, Toliara and Antsirabe ;
─ Interviews with ministries and their deconcentrated technical services at regional level, municipalities, private operators, civil society organisations and informal sector workers ;
─ A review of national legislation and the international conventions Madagascar has ratified.

🔎 What the diagnostic shows: a dynamic private sector and promising local initiatives, set against a system that remains fragile ; limited collection coverage, inadequate infrastructure, fragmented governance and financing that has yet to be secured.

✓ What comes next: drafting the Strategy itself, its costed action plan, and the framework establishing a National Waste Management Coordination Committee (CNCGDM).

RENALA's team is now on the ground as part of the "Sustainable Conservation Area Management and Livelihood Improvement to Combat Wildlife Trafficking in Madagascar" project (PA-CIWT). The project is led by Madagascar's Ministry of Environment and Sustainable Development (MEDD), together with several other ministries (Justice, Economy, and Armed Forces) and international partners including UNEP (United Nations Environment Programme), with funding support from the Global Environment Facility (GEF).

RENALA was mandated by Turtle Survival Alliance (TSA), which manages the Angavo Protected Area (PA), to develop key management tools for the site, located in the Androy region.

— Three framework documents are currently in development:

✓ A Management and Development Plan (MDP) ;
✓ An Environmental and Social Impact Assessment (ESIA), including an Environmental and Social Safeguard Management Plan (ESSMP) ;
✓ A Business Plan to secure the Protected Area's long-term financial sustainability.

— Together, these tools will guide the long-term management of the Protected Area.

🤝 Inclusive and participatory by design

On the ground, the team works closely with local communities, traditional authorities, and relevant institutions. Their input and local knowledge shape every stage of the process, because effective conservation depends on the people who live alongside this land and protect it daily.

🌿 A unique natural and cultural site

Angavo PA covers 42,760 hectares of spiny forest, with a plant endemism rate above 95%. The site also holds deep cultural significance as home to the sacred royal tombs (Kibory) of the Andriamagnare clan.

Chaque étape de ce travail s'appuie sur leur savoir, leur expérience et leur pleine implication, car une aire protégée durable se construit avec celles et ceux qui la connaissent et la préservent au quotidien.

Un dispositif qui a fait ses preuves : REPAIR, au service des familles touchées

─ Suite au passage des cyclones FYTIA et GEZANI, le programme REPAIR (Regional Emergency Preparedness and Access to Inclusive Recovery) a permis de déployer rapidement des financements d'urgence au profit des ménages les plus vulnérables.

─ RENALA, mandatée par le FID (Fonds d'Intervention pour le Développement), a eu l'honneur de contribuer à cette réponse à Mahajanga II, à travers la mise en œuvre des Transferts Monétaires Non Conditionnels Post-Catastrophes (TMNC PC) : ciblage des ménages bénéficiaires, enregistrement dans le système, formations MACC, organisation et supervision des transferts sur le terrain.

─ Nous saluons l'initiative du BNGRC, du Ministère de l'Économie et des Finances, du FID, de SOLIDIS et de l'ensemble des partenaires, qui ont permis, à travers l'atelier After Action Review des 12 et 13 mai 2026, de capitaliser sur les leçons apprises et de renforcer collectivement notre capacité de réponse face aux catastrophes.

A proven mechanism : REPAIR, standing with affected families

─ Following cyclones FYTIA and GEZANI, the REPAIR programme (Regional Emergency Preparedness and Access to Inclusive Recovery) enabled the rapid deployment of emergency funding for the most vulnerable households.

─ Mandated by FID (Fonds d'Intervention pour le Développement), RENALA was proud to contribute to this response in Mahajanga II, implementing the Unconditional Post-Disaster Cash Transfers (TMNC PC) : household targeting, registration in the system, MACC training, and on-the-ground supervision of transfers.

─ We commend the BNGRC, the Ministry of Economy and Finance, FID, SOLIDIS and all partners for the After Action Review workshop (12–13 May 2026), which allowed us to learn from this experience and collectively strengthen our disaster response capacity.

RENALA has signed a collaboration contract with Turtle Survival Alliance (TSA) Madagasikara, appointed as the mandated organization to develop the management tools for the Angavo Protected area (PA) (Androy Region). The contract was signed by the Country Director of TSA Madagascar and the President of RENALA.

The mission will deliver three core management documents:
