The Minister of Trade, Industry, and Competition of South Africa, Parks Tau, concluded a significant visit to the US, where he led a high-level delegation at the 21st AGOA Forum. With AGOA set to expire in 14 months, African trade ministers urged the Biden Administration and Congress to swiftly renew the act with non-controversial enhancements for at least 16 years, ensuring stability for buyers, exporters, and investors. Tau emphasized the importance of strengthening investment relations to shift Africa's trade towards value-added exports. The forum highlighted the critical role of South Africa in developing regional value chains, especially in the automotive sector. US Trade Representative Katherine Tai acknowledged AGOA's success and potential improvements, focusing on making supply chains more resilient. The South African delegation engaged with US lawmakers and officials to advocate for early reauthorization of AGOA and the revival of the Trade and Investment Framework Agreement (TIFA), underscoring the strategic trade partnership between the US and South Africa. The next AGOA Forum will be held in the Democratic Republic of Congo in 2025.

The new AGOA rules will make eligibility requirements clearer, referring to specific U.S. laws and reports on human rights. Countries flagged in these reports might lose AGOA benefits if they don't meet human rights and other standards. Countries will only lose AGOA benefits after maintaining high-income status for five years, and this can be delayed if the U.S. is negotiating a trade deal with them. Reviews of eligibility will happen every two years instead of annually, but Congress can still request extra reviews. If a country gets a bad review, it won't necessarily lose benefits right away if the President believes keeping them is in the national interest, but this must be explained to Congress.

The United States will continue investing in Africa because, as President Biden said when he hosted the Africa Leaders’ Summit: “When Africa succeeds, the United States succeeds…[and] the whole world succeeds as well.” Secretary Blinken stated at the July 24 AGOA Private Sector Forum. "As we approach the renewal deadline next year, President Biden and our entire government fully support reauthorizing AGOA, and we’ll continue working with our colleagues in Congress to make that happen."

USAID, through East Africa Trade and Investment Hub (“EATIH” or “Hub”), has been funding the American Chamber of Commerce in Madagascar (“AmCham”) to launch and manage the AGOA access training and knowledge management center or AGOA Resources Center in Madagascar (“ARC-M”). The objective is to build export capacity of local businesses towards the American market, and increase export efficiency of the administration. The project started from April 1st, 2016 to June 30th, 2018.
The AGOA Resources Center in Madagascar for market access training and knowledge management aims to provide leadership, support and training for companies to attend trade shows and events that are designed to maximize the opportunity for those companies to receive orders from US and international buyers.
It is now self funded and open for information and business counselling.
