📢 Am transmis întrebări către Comisia parlamentară privind selectarea Directorului ANRE
În contextul concursului pentru selectarea Directorului Consiliului de administrație al ANRE, Asociația Furnizorilor de Gaze Naturale din Republica Moldova a transmis oficial către Comisia parlamentară economie, buget și finanțe un set de întrebări adresate candidaților.
Deși nu a fost posibilă participarea noastră în calitate de observator, considerăm esențial ca vocea participanților pieței să fie reflectată în acest proces.
📌 Întrebările transmise vizează aspecte-cheie pentru dezvoltarea pieței gazelor naturale:
1️. Gradul real de liberalizare a pieței și evaluarea calendarului propus de ANRE și Guvern
2. Posibile limitări ale prețului de achiziție a gazelor și compatibilitatea acestora cu legislația UE
3. Impactul metodologiei tarifare actuale asupra concurenței și funcționării pieței libere

Considerăm că răspunsurile la aceste întrebări sunt esențiale pentru evaluarea viziunii candidaților și pentru viitorul pieței gazelor naturale din Republica Moldova.
Vom urmări cu atenție desfășurarea procesului.

📢 We have submitted questions to the Parliamentary Committee regarding the selection of the ANRE Director
In the context of the competition for the selection of the Director of the ANRE Board of Administration, the Association of Natural Gas Suppliers of the Republic of Moldova has officially submitted a set of questions addressed to the candidates to the Parliamentary Committee on Economy, Budget and Finance.
Although it was not possible for us to participate as observers, we consider it essential that the voice of market participants be reflected in this process.
📌 The submitted questions address key aspects for the development of the natural gas market:
1. The real level of market liberalization and the assessment of the timetable proposed by ANRE and the Government
2. Possible limitations on the purchase price of gas and their compatibility with EU legislation
3. The impact of the current tariff methodology on competition and the functioning of the free market
We consider that the answers to these questions are essential for evaluating the candidates’ vision and for the future of the natural gas market in the Republic of Moldova.
We will closely follow the progress of this process.

📢 Transparența procesului de selectare a Directorului ANRE: clarificări necesare

La data de 24 martie 2026, Asociația Furnizorilor de Gaze Naturale din Republica Moldova a solicitat oficial includerea unui reprezentant în calitate de observator la concursul pentru selectarea Directorului Consiliului de administrație al ANRE.

Astăzi, 30 martie 2026, am primit un răspuns oficial din partea Comisiei parlamentare economie, buget și finanțe, prin care ni se comunică refuzul participării, invocând, în esență:

limitarea timpului alocat interviurilor (20 minute);
numărul deja existent de observatori;
posibilitatea de a urmări ședința online;
opțiunea de a transmite întrebări prin e-mail.

❗️Respectăm aceste argumente, însă considerăm necesare câteva clarificări de principiu:

În spațiul public a fost comunicat că expertul în domeniul energetic Sergiu Tofilat a beneficiat de acceptarea unei solicitări similare.
În acest context, apare întrebarea legitimă privind egalitatea de tratament și criteriile aplicate.

📌 Asociația Furnizorilor de Gaze Naturale:

este organizație a societății civile înregistrată în Parlament;
reprezintă direct participanții pieței gazelor naturale;
este implicată activ în procesele de dezvoltare și liberalizare a pieței.

Prin urmare, considerăm că participarea noastră ar fi adus un plus de valoare profesională și practică în evaluarea candidaților.

➡️ Subliniem că:
procesul de selectare a conducerii ANRE trebuie să fie nu doar formal public, ci efectiv deschis, incluziv și echilibrat, în special pentru actorii direcți ai pieței.

Avem întrebări concrete privind:

funcționarea pieței liberalizate;
mecanismele de concurență;
relația dintre reglementare și furnizori;
alinierea la acquis-ul european.

Le vom transmite oficial Comisiei, așa cm ni s-a sugerat.

📍 Totodată, reiterăm că:
transparența reală presupune acces echitabil al tuturor actorilor relevanți, nu doar posibilitatea de a urmări procesul online.

Vom continua să contribuim activ la dezvoltarea pieței gazelor naturale din Republica Moldova.

📢 Transparency of the ANRE Director Selection Process: Clarifications Needed

On March 24, 2026, the Association of Natural Gas Suppliers of the Republic of Moldova officially requested the inclusion of its representative as an observer in the competition for the selection of the Director of the ANRE Board of Administration.

Today, we received an official response from the Parliamentary Committee on Economy, Budget and Finance, informing us of the refusal, based essentially on the following reasons:

limited time allocated for interviews (20 minutes);
the already significant number of observers;
the possibility to follow the session online;
the option to submit questions via email.

❗️We respect these arguments; however, we believe that several fundamental clarifications are necessary:

It has been publicly communicated that energy expert Sergiu Tofilat was granted approval for a similar request.
In this context, a legitimate question arises regarding equal treatment and the criteria applied.

📌 The Association of Natural Gas Suppliers:

is a civil society organization officially registered with the Parliament;
directly represents participants in the natural gas market;
is actively involved in the development and liberalization of the market.

Therefore, we consider that our participation would have brought added professional and practical value to the evaluation of the candidates.

➡️ We emphasize that:
the process of selecting the ANRE leadership should not only be formally public, but effectively open, inclusive, and balanced, especially with regard to direct market participants.

We have concrete questions regarding:

the functioning of the liberalized market;
competition mechanisms;
the relationship between regulation and suppliers;
alignment with the EU acquis.

These questions will be formally submitted to the Committee, as suggested.

📍 At the same time, we reiterate that:
genuine transparency requires fair access for all relevant stakeholders, not merely the possibility to observe the process online.

We will continue to actively contribute to the development of the natural gas market in the Republic of Moldova.
