كتبت الأستاذة منى الشماخ عضوة مؤسسة لجمعية أنوار للمساواة والمواطنة :
من حلم المناصفة إلى نقاش « الكوطا والريع »… مرة أخرى هل سنُخلف موعداً مع المساواة و الديمقراطية؟

أتابع، مثل كثيرات وكثيرين، النقاش الدائر هذه الأيام حول التزكيات وترشيح النساء والكوطا، وما يرافقه على شبكات التواصل الاجتماعي من نقاش حول الكوطا والريع والاستحقاق.
وبصراحة، أعتقد أننا بحاجة إلى التوقف قليلاً لطرح سؤال مهم:

"كيف انتقلنا من المطالبة بالمناصفة إلى النقاش حول ما إذا كانت الكوطا أصبحت ريعاً؟ وهل نحن، بدل أن نتقدم خطوة أخرى نحو المناصفة، نعود إلى الوراء؟"

دعونا نتذكر كيف بدأ هذا المسار : حصلت النساء على تمثيلية سياسية نتيجة عقود من نضال الحركة النسائية والحقوقية، ونضال نساء ورجال داخل الأحزاب والنقابات والجمعيات. بدأ المطلب بـ رفع تمثيلية النساء. ثم انتقل إلى المطالبة بـ الثلث. ثم ارتفع الطموح إلى المناصفة.
أي أننا انتقلنا، تدريجياً، من سؤال: كم امرأة سنسمح لها بالدخول؟. إلى سؤال أكثر عدلاً: كيف نجعل النساء والرجال شركاء في صناعة القرار؟.
وكانت الكوطا آلية لتصحيح اختلال تاريخي في تمثيلية النساء.لم تكن الكوطا هدفا، بل كانت وسيلة في طريق المناصفة.
لكن اليوم، ونحن نقترب من استحقاقات شتتبر 2026، نجد أنفسنا أمام نقاش مختلف، هل نتحدث فعلاً عن الكوطا كآلية للتمييز الإيجابي؟. أم أصبحنا نتحدث عن الريع، والامتيازات، والتزكيات، والمال، والنفوذ والعلاقات، ومن يملك القدرة على الوصول إلى هذه المواقع ومن يُقصى منها؟
و إذا كانت هناك ممارسات ريعية أو محاباة أو غياب للشفافية فدعونا نشمر على سواعدنا و لنحاربها. لكن أرجوكم لا تحاربوا النساء.
ولا تحاربوا مبدأ التمييز الإيجابي الذي جاء أصلاً لمعالجة هذا الاختلال التاريخي.
لأن السؤال الحقيقي ليس فقط: هل المرأة تستفيد من الكوطا؟. بل:
لماذا، بعد كل هذه السنوات، ما زلنا نحتاج إلى الكوطا حتى تحصل النساء على فرص حقيقية للوصول إلى مواقع القرار؟.
وهنا تظهر مسؤولية النظام السياسي والحزبي الذي لم ينجح بعد في جعل المنافسة متكافئة.
ثم هناك ما هو أخطر فالنساء اللواتي يخضن هذه المعركة لا يواجهن فقط المال والنفوذ والإقصاء.إنهن يواجهن أيضاً أشكالاً مختلفة من العنف السياسي : التشكيك في الكفاءة، والتحقير، والتشهير، والمضايقات، والضغط، والتحرش، والتهديد، والعنف الرقمي.
وعندما يصبح ثمن المشاركة السياسية هو الصمت، أو تحمل الإهانة، أو الانسحاب، فهذه ليست مشكلة نسائية فقط إنها مشكلة ديمقراطية.
لأن الديمقراطية لا تبدأ يوم الانتخابات الديمقراطية تبدأ داخل الحزب :
تبدأ من طريقة اتخاذ القرار.
ومن شفافية و وضوح المعايير.
ومن تكافؤ الفرص.
ومن احترام الكفاءة والنضال.
ومن قدرة النساء على المشاركة والمنافسة والوصول إلى القرار دون أن يدفعن ثمناً إضافياً فقط لأنهن نساء.

ولهذا، فإن السؤال الذي يجب أن يوجه اليوم إلى الأحزاب هو :
ماذا ستفعلون حتى لا نحتاج إلى الكوطا إلى الأبد؟
أم ستظل المساواة شعاراً يصعب ممارستها؟
لقد ناضلت النساء في بلدي من أجل المناصفة، و من أجل أن يكنّ شريكات كاملات في صناعة القرار، لا مجرد أرقام تستكمل بها اللوائح.
وإذا كنا اليوم ننتقل من الحديث عن المناصفة إلى الحديث عن الكوطا والريع، فمن حقنا أن نسأل:

هل نحن نتقدم فعلاً؟
أم أننا نعيد إنتاج الإقصاء نفسه بطرق جديدة؟
مرة أخرى، أنتم مدينون لي نساء هدا الوطن بإجابة.

اعتراف دولي بعمل جمعية أنوار وتحالف حقوق و مواطنة

يسر جمعية أنوار للمساواة والمواطنة بشراكة مع تحالف حقوق ومواطنة، أن تعلن أن **آلية التبليغ عن العنف الذي يستهدف مشاركة النساء في الحياة العامة والديمقراطية بالمغرب** قد صُنِّفت ضمن فضل 75 مبادرة وأكثرها صلة بالموضوع من أصل أكثر من 480 مبادرة تقدمت إلى **المنتدى العالمي للديمقراطية** التابع لمجلس أوروبا. ويجسد هذا التصنيف اعترافًا بأهمية العمل الجماعي الذي تقوده أنوار والتحالف من أجل حماية مشاركة النساء في الحياة العامة والديمقراطية.
وستسهم الخبرة الميدانية والمعطيات التي ينتجها هذا الميكانيزم في مشاورات **الميثاق الديمقراطي الجديد لأوروبا**، كما ستُدمج في التحليل والتقرير العلني اللذين سيصدرهما مجلس أوروبا.
ويعد هذا الإنجاز ثمرة لجهود فريق أنوار والمنظمات الأعضاء في التحالف، وجميع شركائنا الذين يعملون من أجل فضاء ديمقراطي أكثر أمانًا ومساواة للنساء.

International recognition for the work of ANWAR and the Rights & Citizenship Coalition**

We are proud to announce that the **Reporting Mechanism on Violence Targeting Women's Participation in Public and Democratic Life in Morocco**, developed by ANWAR for Equality and Citizenship in collaboration with the Rights & Citizenship Coalition, has been shortlisted among the 75 most relevant initiatives out of more than 480 applications submitted to the Council of Europe's World Forum for Democracy.
This recognition acknowledges the relevance and innovation of our collective work to protect women's participation in public and democratic life. As part of this recognition, the experience and evidence generated through the mechanism will contribute to the consultation process for the **New Democratic Pact for Europe** and will be incorporated into the Council of Europe's public analysis and final report.
This achievement reflects the dedication of the ANWAR team, the member organizations of the Rights & Citizenship Coalition, and all our partners working together to advance democracy and women's rights.

إطلاق الآلية الرقمية الآمنة للتبليغ عن العنف ضد النساء المرتبط بمشاركتهن في الحياة العامة والديمقراطية

نظمت جمعية الاستقبال والاستماع والتوجيه بالحسيمة، بتنسيق مع جمعية أنوار للمساواة والمواطنة بالمحمدية وجمعية بسمة الخير بالمضيق وتحالف حقوق ومواطنة، يوم السبت 18 يوليوز 2026، الندوة الوطنية الخاصة بإطلاق الآلية الرقمية الآمنة للتبليغ عن العنف الممارس ضد النساء في الفضاء العام والديمقراطي.
استُهلت الندوة بتقديم ورقة تعريفية حول تحالف حقوق ومواطنة، الذي يضم أكثر من 30 جمعية حقوقية من مختلف جهات المغرب، قدمتها الأستاذة وفاء البوفراحي باسم تنسيقية التحالف.
كما شهدت الندوة عرضًا رئيسيًا قدمته السيدة منى الشماخ، المديرة التنفيذية لجمعية أنوار للمساواة والمواطنة، استعرضت فيه الآلية الرقمية الآمنة، وأهدافها، ومسار التبليغ والرصد والتوجيه والمواكبة، وكيفية استعمالها. وتُعد هذه الآلية الأولى من نوعها في المغرب المتخصصة في التبليغ عن العنف المرتبط بمشاركة النساء في الحياة العامة والديمقراطية، كما تشكل آلية متكاملة للتبليغ والرصد وتوثيق هذه الانتهاكات، بما يسهم في إنتاج المعطيات وتعزيز جهود المناصرة والترافع، إلى جانب ضمان مواكبة النساء المتضررات وتوجيههن نحو خدمات الدعم والحماية.
وأغنت الندوة مداخلات قيمة لكل من:
- الأستاذ سعيد الغلاي، رئيس اللجنة الجهوية للتكفل بالنساء والأطفال ضحايا العنف.
- الأستاذ عبد الفهيم الوكيلي، رئيس خلية التكفل بالنساء ضحايا العنف بالمصلحة الجهوية للشرطة القضائية.
- الدكتورة أسماء أبحكان، أستاذة القانون بكلية عبد المالك السعدي.
- الأستاذة حنان رحاب، صحافية وبرلمانية سابقة.
- الدكتورة جيهان الخطابي، مفتشة الشؤون المالية بوزارة التربية الوطنية والتعليم الأولي والرياضة.
- الأستاذة سعاد الشيخي، برلمانية سابقة وفاعلة جمعوية.
تولت تسيير أشغال الندوة الأستاذة سعاد بن قشوح، رئيسة جمعية الاستقبال والاستماع والتوجيه بالحسيمة.
نتوجه بخالص الشكر والتقدير إلى السيدات والسادة المتدخلين والمتدخلات، كما نعبر عن امتناننا لتنسيقية تحالف حقوق ومواطنة، ولكافة أعضاء فريق عمل جمعية الاستقبال والاستماع والتوجيه بالحسيمة على جهودهم في الإعداد والتنظيم، والتي ساهمت في إنجاح هذه الندوة الوطنية.
كما نتوجه بشكر خاص لفريق عمل جمعية أنوار للمساواة والمواطنة، الذي عمل بكل تفانٍ ومهنية على تطوير هذه الآلية الرقمية وإخراجها إلى حيز الوجود، إيمانًا بأهمية توفير أداة آمنة ومتخصصة لرصد وتوثيق والتبليغ عن العنف المرتبط بمشاركة النساء في الحياة العامة والديمقراطية، بما يعزز حماية حقوق النساء ودعم مشاركتهن الكاملة والآمنة.
ولا يفوتنا أن نشكر جميع المؤسسات والجمعيات التي شرفتنا بحضورها، كما نتقدم بجزيل الشكر لوسائل الإعلام التي واكبت هذا الحدث وساهمت في تغطيته، وعلى رأسها وكالة المغرب العربي للأنباء (MAP) والقناة الثانية 2M.

Launch of the Secure Digital Reporting Platform for Violence Against Women Related to Their Participation in Public and Democratic Life
On Saturday, 18 July 2026, the Reception, Listening and Guidance Association of Al Hoceima, in coordination with the ANWAR Association for Equality and Citizenship (Mohammedia), the Basma Al Khair Association (M'diq), and the Rights and Citizenship Coalition, organized a national conference to officially launch the Secure Digital Reporting Platform for Violence Against Women in Public and Democratic Spaces.
The conference opened with an overview of the Rights and Citizenship Coalition, a network bringing together more than 30 human rights organizations from across Morocco. The presentation was delivered by Ms. Wafaa El Boufrahi on behalf of the Coalition's Coordination Committee.
The event also featured a keynote presentation by Ms. Mouna Echemmakh, Executive Director of the ANWAR Association for Equality and Citizenship, who introduced the secure digital platform, its objectives, reporting process, monitoring and documentation functions, referral and support mechanisms, and practical guidance on its use.
This platform is the first of its kind in Morocco dedicated exclusively to reporting violence related to women's participation in public and democratic life. It also serves as a comprehensive mechanism for reporting, monitoring, and documenting such violations, generating evidence to strengthen advocacy efforts while ensuring that affected women are referred to appropriate support and protection services.
The conference was enriched by valuable contributions from:
Mr. Said El Ghalay, President of the Regional Committee for the Care of Women and Children Survivors of Violence.
Mr. Abdelfahim El Wakili, Head of the Regional Judicial Police Unit for the Care of Women Survivors of Violence.
Dr. Asmaa Ahbikan, Professor of Law at Abdelmalek Essaâdi University.
Ms. Hanan Rahab, journalist and former Member of Parliament.
Dr. Jihane El Khattabi, Financial Affairs Inspector at the Ministry of National Education, Preschool and Sports.
Ms. Souad Chikhi, former Member of Parliament and civil society activist.
The conference was moderated by Ms. Souad Ben Kachouh, President of the Reception, Listening and Guidance Association of Al Hoceima.
We extend our sincere appreciation to all the speakers for their valuable contributions. We also express our gratitude to the Rights and Citizenship Coalition Coordination Committee and to the entire team of the Reception, Listening and Guidance Association of Al Hoceima for their outstanding efforts in organizing this successful national conference.

L'Association Anwar participe au Hackathon Innovation RH de l'ESCA
L'Association Anwar a eu le plaisir de prendre part au Hackathon Innovation RH, organisé par le HR Lab de l'ESCA, autour du thème :
« Innover pour des pratiques RH plus humaines, inclusives et performantes. »
Cet événement a rassemblé des étudiants, des professionnels et des acteurs engagés pour imaginer des solutions innovantes répondant aux défis actuels des ressources humaines.
À cette occasion, Dr Hajiba Ayoubi, membre du Conseil d'Administration de l'Association Anwar, a représenté notre association et participé aux échanges, témoignant de notre volonté de soutenir les initiatives qui favorisent l'innovation, l'inclusion et le développement du capital humain.

Participation de l’Association ANWAR pour l’Égalité et la Citoyenneté à l’atelier de dialogue inter-acteurs sur la migration de retour
Le 10 juin 2026, l’Association ANWAR pour l’Égalité et la Citoyenneté a pris part à l’atelier de dialogue inter-acteurs consacré à la migration de retour, organisé au Centre HADAF – Rabat, dans le cadre du Programme Régional des Politiques Migratoires (CRPM), avec la participation de Migrations & Développement, CEFA – La graine de la solidarité, FORIM, l’Agence Française de Développement (AFD) et Expertise France.
L’association était représentée par Dr Hajiba Ayoubi, membre du Conseil Administratif de l’Association ANWAR pour l’Égalité et la Citoyenneté.
Cette rencontre a réuni différents acteurs institutionnels, associatifs et universitaires afin d’échanger autour des enjeux liés au retour et à la réintégration durable des migrant·e·s, en mettant l’accent sur l’importance d’un accompagnement global et coordonné.
Les échanges ont permis d’identifier les défis rencontrés par les personnes en situation de retour, de partager les pratiques et de réfléchir à des solutions innovantes favorisant l’orientation, le référencement et le suivi des parcours d’accompagnement.
À cette occasion, Dr Hajiba Ayoubi a présenté l’expérience de l’Association ANWAR à travers le projet Tech4Women’s Rights, une initiative numérique visant à renforcer l’accès à l’information, la coordination entre acteurs et l’accompagnement des personnes vulnérables.
ANWAR réaffirme son engagement en faveur de solutions innovantes, inclusives et fondées sur les droits humains.
