استمراراً لسلسلة المشاورات الوطنية التي تُجرى في جميع أنحاء ليبيا من أجل تقرير التنمية البشرية الوطني السابع حول التحول الرقمي، عقد برنامج الأمم المتحدة الإنمائي وشركاؤه جلسة حوارية يوم أمس في جامعة درنة.

وبناءً على الجلسات السابقة التي عُقدت في مدن أخرى، جمعت المناقشة نخبة من الطلاب والأكاديميين والممثلين المحليين للتفكير في النتائج الأولية للتقرير في مجالات الصحة، والتعليم، والتنمية الاقتصادية، والصمود البيئي.

واستكشف المشاركون كلاً من الفرص والتحديات المرتبطة بالتحول الرقمي في ليبيا، بدءاً من تحسين الخدمات العامة وتعزيز نظم الإنذار المبكر، وصولاً إلى معالجة المخاوف البيئية المتعلقة باستهلاك الطاقة والنفايات الإلكترونية.

كما سلطت المناقشة الضوء على أهمية جودة التعليم، وتوسيع خدمات الصحة الرقمية، وحماية الموارد الطبيعية في ليبيا، بما في ذلك منطقة الجبل الأخضر، من خلال تعزيز مراقبة المناخ ورفع مستوى الوعي المجتمعي.

Continuing a series of national consultations taking place across Libya for the 7th National Human Development Report (NHDR) on Digital Transformation, UNDP and partners convened a dialogue yesterday at the University of Derna

Building on previous sessions held in other cities, the discussion brought together students, academics, and local representatives to reflect on the report’s preliminary findings across health, education, economic development, and environmental resilience.

Participants explored both the opportunities and challenges linked to digital transformation in Libya, from improving public services and strengthening early warning systems to addressing environmental concerns related to energy use and electronic waste.

The discussion also highlighted the importance of education quality, expanding digital health services, and protecting Libya’s natural resources, including the Green Mountain region, through stronger climate monitoring and community awareness.

A special thank you to the University of Derna, our partners at the General Information Authority, and all participants whose contributions continue to shape this national dialogue on Libya’s future development priorities.

تعزيز التنسيق بشأن عدالة الأحداث

عقد برنامج الأمم المتحدة الإنمائي، بالتعاون مع الشركاء الوطنيين في وزارات العدل والداخلية والشؤون الاجتماعية والخارجية والتعاون الدولي ومنظمة اليونيسف ومكتب الأمم المتحدة المعني بالمخدرات والجريمة والاتحاد الأوروبي، اجتماع مجلس إدارة "البرنامج المشترك لتطوير عدالة الأحداث في ليبيا".

استعرض الاجتماع أبرز المحطات والإنجازات والدروس المستفادة، كما شهد الاتفاق على الأولويات الاستراتيجية للمرحلة القادمة من البرنامج.

وبناءً على التقدم المحرز، ستُركز المرحلة القادمة على تعزيز العمل المؤسسي، وتعميق الملكية الوطنية، وضمان استدامة الإصلاحات.

ويسعى البرنامج، من خلال الشراكة المستمرة والملكية الوطنية، إلى المساهمة في بناء نظام عدالة للأحداث أكثر استجابة ومرونة في ليبيا.

Strengthening coordination on juvenile justice

UNDP, together with national partners, UNICEF, UNODC, and the European Union, convened the Project Board Meeting for the Joint Programme on Developing Juvenile Justice in Libya.
The meeting reflected the milestones, achievements and lessons learned, while also agreeing on strategic priorities for the next stage of the programme.
Building on the progress made, the next stage will focus on stronger institutionalization, deepen national ownership, and promote sustainability of reforms.
Through continued partnership and national ownership, the programme aims to contribute to a more responsive and resilient juvenile justice system in Libya.

ملتزمون بتمكين المرأة في ليبيا

التقت الممثل المقيم لبرنامج الأمم المتحدة الإنمائي، الدكتورة صوفي كيمخذزه رفقة فريق البرنامج، بوزيرة الدولة لشؤون المرأة، المهندسة رندة غريب، لمناقشة الأولويات المشتركة وفرص التعاون.

وخلال اللقاء، أكدت الدكتورة كيمخادزي التزام برنامج الأمم المتحدة الإنمائي بدعم تمكين المرأة كجزء أساسي من التنمية المستدامة، والحوكمة الشاملة، وبناء مجتمعات مرنة في ليبيا.

سلطت المناقشات الضوء على التوافق القوي بين أولويات الوزارة وعمل برنامج الأمم المتحدة الإنمائي المستمر في مجالات تشمل القيادة، والفرص الاقتصادية، والصمود في مواجهة التغير المناخي، وتمكين المجتمع.

كما شدد الجانبان على أهمية تعزيز التنسيق بين المؤسسات الوطنية، وهيئات الأمم المتحدة، وشركاء التنمية لتعظيم الأثر وتحقيق أهداف التنمية المشتركة.

Committed to women’s empowerment in Libya

UNDP Resident Representative Dr. Sophie Kemkhadze along with UNDP Team, met with Minister of State for Women’s Affairs Eng. Randa Ghareib to discuss shared priorities and opportunities for collaboration.

During the meeting, Dr. Kemkhadze reaffirmed UNDP’s commitment to supporting women’s empowerment as an important part of sustainable development, inclusive governance, and resilient communities in Libya.

Discussions highlighted the strong alignment between the Ministry’s priorities and UNDP’s ongoing work across areas including leadership, economic opportunity, climate resilience, and community empowerment.

Both sides also emphasized the importance of strengthened coordination among national institutions, UN entities, and development partners to maximize impact and advance shared development goals.

بناءً على الزخم الذي حققته جلساتنا التشاورية السابقة، واصلنا مسار مشاورات التقرير الوطني السابع للتنمية البشرية في ليبيا بالأمس في بنغازي. بالشراكة مع الهيئة العامة للمعلومات، وبالتعاون مع مركز دراسات القانون والمجتمع بجامعة بنغازي، مكنت هذه الجلسة الموسعة الفرصة لطرح النتائج الأولية للتقرير على طاولة النقاش والمراجعة الأكاديمية والمجتمعية وإبداء الملاحظات حولها.

خلال الجلسة، تم عرض النتائج الأولية، وتم تقديم عرض متعمق حول نتائج التقرير فيما يتعلق بدور وتأثير الرقمنة (التحول الرقمي) في تعزيز التنمية الاقتصادية.

وتطرقت النقاشات اللاحقة إلى الجوانب المتعلقة بالمنهجية والبيانات. بالإضافة إلى ذلك، تم طرح ضرورة إدراج احتياجات الأشخاص ذوي الإعاقة. كما تناولت النقاشات الأرقام المشجعة حول المستويات العالية للاتصال بالإنترنت، مع التأكيد على أن ذلك لا يُترجم تلقائياً إلى مكاسب تنموية دون وجود سياسات مدروسة واستثمارات كافية في المهارات، والبنية التحتية، وتحديث الأطر التشريعية.

Building on the momentum from our previous consultation sessions, the path toward Libya’s 7th National Human Development Report continued yesterday in Benghazi. In partnership with the General Information Authority, and in collaboration with the University of Benghazi yesterday’s session marked the fourth expanded consultation session to bring the report’s preliminary findings to the table for academic and community review and feedback
During the session, the preliminary findings were presented, but an in-depth presentation was made on the report’s findings regarding the role and impact of digitalization in fostering economic development.
The subsequent discussion touched on aspects related to the methodology and data. Additionally, the needs of people with disabilities were raised as needing to be included. Discussions also touched on the encouraging numbers on high levels of connectivity, highlighting that does not automatically translate into development gains without deliberate policies and adequate investments in skills, infrastructure, and updating legislative frameworks.
A special thank you to the University of Benghazi and all the participants for their vital insights and commitment to this national mission.

تعزيز الشراكات من أجل التنمية المستدامة في ليبيا

التقت الممثلة المقيمة لبرنامج الأمم المتحدة الإنمائي في ليبيا، الدكتورة صوفي كيمخدزه، برفقة فريق البرنامج، يوم أمس بالسيد أحمد خليفة إبريدان، رئيس مجلس التخطيط الوطني، في نقاش حول الأولويات التنموية الوطنية في ليبيا وجهود التخطيط الجارية.

وأتاح اللقاء، الذي حضرته عضو مجلس النواب السيدة فاطمة الصويعي إلى جانب كبار مسؤولي مجلس التخطيط الوطني، فرصة للتعرف عن كثب على دور المجلس في رسم سياسات وأولويات التنمية الوطنية. كما تطرقت المباحثات إلى مجالات الاهتمام المشترك، بما في ذلك الطاقة المتجددة، والتحول الرقمي، وتحديث أطر التخطيط.

ومثل هذا اللقاء تبادلاً أولياً إيجابياً بين مجلس التخطيط الوطني وبرنامج الأمم المتحدة الإنمائي، حيث أكد الجانبان على أهمية مواصلة الحوار والتعاون لدعم تطلعات ليبيا نحو تحقيق تنمية مستدامة وشاملة.

Strengthening partnerships for sustainable development in Libya

UNDP Libya Resident Representative Dr. Sophie Kemkhadze, together with the UNDP Libya team, met yesterday with National Planning Council Chairman Mr. Ahmed Khalifa Bridan for an introductory discussion on Libya’s national development priorities and ongoing planning efforts.
The meeting, attended by Member of the House of Representatives Ms. Fatma Alsouei alongside senior NPC leadership, provided an opportunity to learn more about the Council’s role in shaping national development policies and priorities. Discussions also touched on areas of shared interest, including renewable energy, digital transformation, and modernization of planning frameworks.
The meeting marked a positive first exchange between the NPC and UNDP, with both sides emphasizing the value of continued dialogue and cooperation in support of Libya’s sustainable and inclusive development aspirations.
