تعزيز دور المرأة في العمل الشرطي

عقب إعادة تفعيل مؤسسات تدريب الشرطة النسائية في ليبيا عام 2025، اعتمدت وزارة الداخلية خطط عمل جديدة لبناء القدرات لكل من كلية ضباط الشرطة النسائية ومركز تدريب الشرطة النسائية.

وتضع هذه الخطط المهارات العملية في قلب العملية التدريبية، من خلال إدخال المزيد من التعلم القائم على المحاكاة، ودمج مبادئ حقوق الإنسان، والشرطة المجتمعية، ومنع الجريمة في المناهج الدراسية. سيساهم ذلك في إعداد الضابطات لمواجهة الواقع العملي والميداني للعمل الشرطي.

وقد وُضعت هذه الخطط من خلال التعاون المشترك بين مختلف إدارات الوزارة ومع الشركاء الدوليين، وهي توفر إطاراً وطنياً لتعزيز التدريب المهني وتوسيع الفرص المتاحة للمرأة في سلك الشرطة.

يدعم برنامج الأمم المتحدة الإنمائي وزارة الداخلية في هذا الجهد الرامي إلى تعزيز مؤسسات أمنية شاملة، مهنية، وفعالة في ليبيا.

Strengthening the role of women in Policing

Following the reactivation of Libya's policewomen training institutions in 2025, the Ministry of Interior has endorsed new Capacity-Building Action Plans for the Policewomen Officers' College and the Policewomen Training Centre.

The plans put practical skills at the centre of training, introducing more simulation-based learning and integrating human rights, community policing, and crime prevention into the curriculum. This will help prepare women officers for the operational realities of policing.

Developed through collaboration across Ministry departments and with international partners, the plans provide a nationally owned framework for strengthening professional training and expanding opportunities for women in policing.

UNDP is supporting the Ministry of Interior in this effort to strengthen inclusive, professional and effective security institutions in Libya.

في اليوم الدولي لضحايا الاختفاء القسري، يقف برنامج الأمم المتحدة الإنمائي في ليبيا إلى جانب العائلات التي تواصل البحث عن إجابات ومعرفة مصير أحبائها المفقودين.

وكجزء من برنامج أوسع لتعزيز القدرات الوطنية في مجال الطب الشرعي، قدّم برنامج الأمم المتحدة الإنمائي، بالشراكة مع بعثة الأمم المتحدة للدعم في ليبيا، وبشراكة تقنية مع المؤسسة الغواتيمالية للأنثروبولوجيا الجنائية، وبدعم سخي من مملكة هولندا، سلسلة من التدريبات المتخصصة في مجال الطب الشرعي.

حيث عمل خبراء من الهيئة العامة للبحث والتعرف على المفقودين، و جهاز المباحث الجنائية، ومركز الخبرة القضائية والبحوث على تعزيز مهاراتهم في تقنيات البحث الحديثة ومنهجيات الطب الشرعي المعترف بها دولياً.

ومن خلال تعزيز القدرات الوطنية في مجالات البحث، والاسترداد، وتحديد الهوية، يدعم هذا العمل الجهود الجارية للكشف عن مصير المفقودين وتزويد العائلات بإجابات حول أحبائها المفقودين.

On the International Day of the Victims of Enforced Disappearances, UNDP Libya stands with families who continue to search for answers about their missing loved ones.

As part of a broader programme to strengthen national forensic capacities, UNDP, in partnership with UNSMIL, in technical partnership with the Forensic Anthropology Foundation of Guatemala (FAFG), and with the generous support of the Kingdom of the Netherlands, delivered a series of specialized forensic trainings.

Experts from the General Authority for the Search and Identification of Missing Persons (GASIMP), the Criminal Investigation Department (CID), and the Judicial Expertise and Research Centre (JERC) strengthened their skills in modern search technologies and internationally recognized forensic methodologies.

By strengthening national capacity for search, recovery and identification, this work supports ongoing efforts to uncover the fate of missing persons and provide families with answers about their missing loved ones.

صياغة الاستراتيجية الوطنية للشباب في ليبيا… معًا

تتقدم ليبيا خطوة جديدة نحو إعداد الاستراتيجية الوطنية للشباب للأعوام 2026–2031، من خلال عملية وطنية تشاركية تهدف إلى بناء رؤية مشتركة لمستقبل الشباب في مختلف أنحاء البلاد.

وفي هذا الإطار، جمعت وزارة الشباب الشركاء الوطنيين وأصحاب المصلحة لمراجعة ومناقشة نتائج الدراسة التشخيصية، والمصادقة عليها، بما يسهم في تحديد الأولويات وفهم التحديات والفرص التي تواجه الشباب في مختلف مناطق ليبيا، ووضع أساس قائم على الأدلة لتطوير الاستراتيجية.

ويدعم برنامج الأمم المتحدة الإنمائي في ليبيا هذه العملية التي تقودها وزارة الشباب، بالشراكة مع الهيئة العامة للمعلومات، و المجلس الوطني للتطوير الاقتصادي والاجتماعي، وصندوق الأمم المتحدة للسكان في ليبيا، من خلال دعم وتعزيز التنسيق بين أصحاب المصلحة، وتيسير المشاركة الشاملة والهادفة في مختلف مراحل إعداد الاستراتيجية.

Shaping Libya’s National Youth Strategy together

Libya is taking a new step forward in drafting the National Youth Strategy (2026–2031) through a participatory, nation-wide process aimed at building a shared vision for the future of young people across the country.

the Ministry of Youth convened national partners and stakeholders to review, discuss, and validate the findings of the diagnostic study. This collaborative effort helps identify priorities, understand the challenges and opportunities facing young people in various regions of Libya, and establish an evidence-based foundation for the strategy's development.

The United Nations Development Programme in Libya supports this process led by the Ministry of Youth, in partnership with the General Information Authority, the National Economic and Social Development Board, and the United Nations Population Fund (UNFPA), by strengthening coordination among stakeholders and facilitating inclusive and meaningful participation throughout the different stages of the strategy's formulation.

300 قائد شاب. 58 بلدية. بناء المهارات من أجل الإدارة المحلية.

بالتعاون مع وزارة الشباب والشركاء الوطنيين، دعم برنامج الأمم المتحدة الإنمائي في ليبيا 300 عضو من أعضاء المجالس المحلية للشباب المنتخبة حديثاً والممثلين لـ 58 بلدية، لتعزيز المهارات العملية التي يحتاجونها لخدمة مجتمعاتهم المحلية.

ومع بدء هذه المجالس لعملها، سيواصل برنامج الأمم المتحدة الإنمائي العمل جنباً إلى جنب مع الوزارة لدعم القادة الشباب في ترجمة هذه المهارات إلى ممارسات عملية والمساهمة في التنمية المحلية.

إن الاستثمار في مشاركة الشباب يعزز الإدارة المحلية ويساعد المجتمعات على صياغة حلول تلبي أولوياتها الخاصة.

300 young leaders. 58 municipalities. Building skills for local governance.

Together with the Ministry of Youth and national partners, UNDP Libya supported 300 newly elected Youth Municipal Council members from 58 municipalities to strengthen the practical skills they need to serve their communities.

As the councils begin their work, UNDP will continue working alongside the Ministry to support young leaders as they put these skills into practice and contribute to local development.

Investing in young people’s participation strengthens local governance and helps communities shape solutions around their own priorities.

تمكين القيادات الشبابية من أجل تعزيز الإدارة المحلية في ليبيا

بالتعاون مع وزارة الشباب و مركز إعداد القيادات الشابة، اختتم برنامج الأمم المتحدة الإنمائي في ليبيا اليوم بنجاح الجولة الثانية من البرنامج التدريبي لبناء قدرات المجالس المحلية الشبابية المنتخبة والتي تمت في بيت شباب مصراتة البحري وفي بيت شباب صبراتة.

استهدفت هذه المرحلة 150 قائدًا شابًا إضافيًا من مختلف البلديات، حيث تم تزويدهم بالمعارف والمهارات العملية اللازمة للمساهمة الفعّالة في الإدارة المحلية، وتنمية المجتمع، وتعزيز الحوكمة الرشيدة والمشاركة المدنية من خلال تمارين تفاعلية مكثفة.

مع اختتام هذه المرحلة، نجح البرنامج التدريبي في تمكين 300 عضو من أعضاء المجالس المحلية للشباب يمثلون 58 بلدية في جميع أنحاء ليبيا.

إننا من خلال تعزيز قدرات هؤلاء الشباب، نساهم في إرساء أسس حوكمة محلية أكثر شمولاً واستجابة، تلعب فيها الكوادر الشابة دورًا محوريًا في صنع القرار والتنمية المحلية المستدامة.

Empowering youth leadership to strengthen local governance in Libya

In partnership with the Ministry of Youth and the Youth Leadership Preparation Center, UNDP Libya successfully concluded today the second round of the capacity-building training program for elected Youth Municipal Councils, which took place in Misrata and Sabratha.

This phase targeted an additional 150 young leaders from various municipalities, equipping them with the necessary knowledge and practical skills to effectively contribute to local administration, community development, and the promotion of good governance and civic engagement through intensive interactive exercises.

With the conclusion of this phase, the training program has successfully empowered 300 Youth Municipal Council members representing 58 municipalities across Libya.

By enhancing the capacities of these young people, we are contributing to the foundation of more inclusive and responsive local governance, where young cadres play a pivotal role in decision-making and sustainable local development.

تبدأ التحقيقات الجنائية القوية بالمهارات المناسبة

كجزء من برنامج أوسع لتعزيز قدرات الطب الشرعي والأدلة الجنائية في ليبيا، جمع برنامج الأمم المتحدة الإنمائي، بالتنسيق مع بعثة الأمم المتحدة للدعم في ليبيا وبشراكة فنية مع المؤسسة الغواتيمالية للأنثروبولوجيا الجنائية، متخصصين من جهاز المباحث الجنائية و مركز الخبرة القضائية والبحوث لتلقي تدريب متقدم في علم الآثار الجنائي.

ومن خلال التدريبات العملية، صقل المشاركون مهاراتهم في تحديد مواقع الرفات البشرية وتوثيقها واستخراجها وفحصها، باستخدام أساليب الطب الشرعي المعترف بها دولياً وتقنيات البحث الحديثة.

ومن خلال تعزيز قدرات مؤسسات الطب الشرعي في ليبيا بدعم من مملكة هولندا، يدعم هذا البرنامج إجراء تحقيقات أكثر فعالية، ويرسخ الجهود الوطنية الرامية إلى إظهار الحقيقة، وتحقيق المساءلة، وتقديم الإجابات لعائلات المفقودين.

Strong forensic investigations begin with the right skills

As part of a broader programme to strengthen forensic capacities in Libya, UNDP, in coordination with UNSMIL and in technical partnership with the Forensic Anthropology Foundation of Guatemala (FAFG), brought together specialists from the Criminal Investigation Department (CID) and the Judicial Expertise and Research Centre (JERC) for advanced training in forensic archaeology.

Through practical exercises, participants strengthened their skills in locating, documenting, recovering, and examining human remains using internationally recognized forensic methods and modern search technologies.

By strengthening the capacities of Libya's forensic institutions, the programme supports more effective investigations and reinforces national efforts to deliver truth, accountability, and answers for families of missing persons.

يسر برنامج الأمم المتحدة الإنمائي في ليبيا وإحتفالاً باليوم العالمي للشباب، بالتعاون مع وزارة الشباب، الإعلان عن إطلاق النسخة الثانية من برنامج "سفراء الطلاب" وفتح باب التقديم للدفعة الجديدة!
