J.F. Doe Hospital Unveils Bold Five-Year Plan To Transform Healthcare Delivery

Tappita, Nimba County, Liberia — The Jackson F. Doe Memorial Regional Referral Hospital has launched an ambitious Five-Year Strategic Plan aimed at transforming healthcare delivery and strengthening its position as a leading referral medical center in Liberia and the sub-region.

The official launch, held in Tappita, brought together a cross-section of stakeholders, including government officials, health professionals, development partners, local authorities, and community members, all rallying around a shared goal of improving access to quality healthcare.

The strategic plan outlines a comprehensive roadmap focused on modernizing infrastructure, expanding specialized medical services, building the capacity of healthcare workers, and introducing innovative approaches to service delivery.

Speaking at the ceremony, the hospital’s Chief Administrator, Dr. Victor Kai, described the launch as a major step forward in the institution’s mission to provide efficient, accessible, and high-quality medical care.

“This is more than just a document,” Dr. Kai said. “It is a clear commitment to strengthening our healthcare system and delivering improved services to the people of Liberia and beyond.”

He commended the collective efforts of stakeholders whose contributions made the development of the plan possible, emphasizing that its successful implementation will significantly enhance patient care and service delivery.

Also speaking at the event, Tappita City Mayor Karlewoe Dahn lauded the hospital’s leadership for what he termed a “forward-looking initiative,” noting that the plan will positively impact not only Nimba County but neighboring regions that rely on the facility for advanced medical services.

Community members and citizens who attended the program expressed optimism about the hospital’s future, calling for full implementation of the plan to address longstanding healthcare challenges in the area.

Hospital staff also welcomed the initiative, describing it as a timely intervention that will improve working conditions, boost morale, and enhance the overall quality of care provided to patients.

The hospital used the occasion to recognize the continued support of the Government of Liberia and its international partners, stressing that collaboration and sustained investment will be critical to achieving the goals set out in the strategic plan.

As one of Liberia’s premier referral institutions, the Jackson F. Doe Memorial Regional Referral Hospital reaffirmed its commitment to advancing healthcare delivery through strategic planning, innovation, and strong partnerships aimed at improving health outcomes nationwide.

President Boakai Makes Additional Appointments to Government

January 4, 2026

Executive Mansion, Monrovia-President Joseph Nyuma Boakai, Sr., has made several strategic appointments affecting technical and vocational education, institutional governance, and regional aviation management.

The move is consistent with his Administration’s agenda to strengthen human capacity development, institutional effectiveness, and national infrastructure.

The institutions and those appointed are:

I. Tappita Technical Vocational Training Institute (TVTI)

• Dr. Yar D. Gonway-Gono – President, TVTI
• Mr. Menleby Towah – Vice President for Academic Affairs
• Mr. Ebenezer Strother – Vice President for Administration

Ia. The Board of Tappita Technical Vocational Training Institute (TVTI) is constituted as follows:
• Mr. Cyril Lurlay – Chairman
• Mr. Takpor Nuahn – Co-Chair
• Dr. Yah Gono – Secretary
• Senator Nyan Twayan– Liberian Senate
• Honorable Dorwohn Twain Gleekia – District Representative
• Pastor Ruth Strother Morris – Religious Community
• Madam Margret Karmaw Gonkewon – Representative, District Education Board
• Mr. Keiba Tuazama – Faculty Association
• Mr. Rufus Yarmie – Representative, Civil Society
• Mr. Karlewoe Dahn – Local Government Structure

II: Booker Washington Institute (BWI)

President Boakai has reappointed all other members of the Booker Washington Institute (BWI) Board to enable them to complete their unexpired terms.

Earlier in late October this year, the President dissolved the Boards of Directors of three key institutions, including BWI, pending their restructuring.

Further, the President has appointed Mr. Emmanuel Lawrence as Representative of the Visitor on the Board. This appointment is intended to reinforce governance and oversight at one of Liberia’s premier technical institution.

III: Port Manager for Regional Airports (James Spriggs Payne Airport)

In further strengthening Liberia’s aviation sector, the President has appointed Mr. Abner Wanah Yorly, Sr. as Port Manager for Regional Airports (James Spriggs Payne Airport)

Mr. Yorly comes was highly recommended by the Managing Director of the Liberia Airports Authority (LAA). He brings extensive experience in aviation, including air safety investigation, cyber-security and aviation-related systems, service as a retired U.S. Army Sergeant with aviation program support, and possession of top-secret security clearance. He is also noted for his historic solo transatlantic flight.

President Boakai has urged all appointees to serve with diligence, integrity, and professionalism in support of national development and the collective aspirations of the Liberian people.
