Tracking initial Project impact during the last four months of community engagements, Liberia Women Empowerment Project (LWEP) beneficiaries in Goba town, Todee District, Montserrado County, shared testimonies showcasing boost in in-come generation activities and improved livelihoods among women.
Goba Town is one of LWEP beneficiary communities found along the way to Nyen Town, the administrative seat of Todee District. Goba Town (Todee District) has a population of 788 (427 males, and 361 females), according to the 2022 LISGIS Census Data. Here women organized themselves into diverse savings groups, which allows them to pool meagre resources and give out loans to members with some interest.
In the absence of viable financial and lending institutions in most rural areas, Villages Savings and Loan Association (VSLA) is common practices among women, allowing them to pool resources. This not only enhance unity among women but provides small business development opportunities through individual savings and lending initiatives.
A total of six village saving and loan association from Goba Town (Todee), with a total of 150 members (of which 127 are females), are among the initial 159 VSLAs that received first tranche payment (50%) under LWEP totalling US$1.246 million. Collectively, these six VSLA groups in Goba Town will receive US$46,000 as direct cash injection. The grant fund is being provided to augment their individual business enterprises to boost incomes and enhance livelihoods among women.
During the technical working visit to Goba Town by the Plan UK officeโs Technical Advisor for Youth Employment and Entrepreneurship (Abdi Yusuf), implemented on Wednesday, March 25, 2026, the women shared individual impact stories highlighting changes brought about in their lives through the small grant fund provided under LWEP aimed at expanding business development opportunities.
In her welcome remark, the Women Chairlady of Goba Town, Madam Janet Bondo welcome the guest and further thanked the Government of Liberia and partners for the support to rural women, particularly the women of Goba Town in Todee.

There were smiles on the faces of Goba Town women as they tell their change stories. This represents a significant progress in initial efforts to achieve tangible livelihood outcomes for the LWEP project locations. LWEP brings relief to many rural women, including those in Goba Town, who risks abuse and violation of their basic human rights due to their vulnerability posed by economic challenges and other social factors.
LWEP is a five-year project (2022โ2027) executed by the Government of Liberia through the Ministry of Gender, Children, and Social Protection, with funding from the World Bankโs International Development Association (IDA). To ensure effective delivery, the Government contracted ๐๐ฅ๐๐ง ๐๐ง๐ญ๐๐ซ๐ง๐๐ญ๐ข๐จ๐ง๐๐ฅ ๐๐ข๐๐๐ซ๐ข๐ as the lead service provider to implement the project, working alongside six consortium partners, Catholic Relief Services (CRS), ActionAid Liberia (AAL), Medica Liberia, Defence for Children International Liberia (DCI), Foundation for Community Initiatives (FCI), and Kids Engagement Education Project (KEEP), as well as two professional service providers, Raising Voices and VIAMO.
The project works across six counties, namely: Montserrado, Gbarpolu, Bomi, Grand Cape Mount, Grand Gedeh, and River Cess, and directly benefits an estimated 267,200 individuals across 498 communities. Subcomponent 3B of LWEP specifically targets women-led enterprises (WLEs) through the Economic Support and Livelihood Grants (ESLG), an $18 million grant fund, which aims to directly benefit 36,000 individuals through climate-resilient entrepreneurial activities and business expansion
This initiative forms a critical part of the Government of Liberiaโs agenda to reduce poverty, empower women, and uplift rural communities. By supporting women-led enterprises, the project ensures that families and children in rural areas have greater access to income, food security, and educational opportunities.
