Contributing to Liberiaโ€™s health care delivery and strengthening Laboratory System as a critical partner of the Ministry of Health, Plan International Liberia participated in a two-day Laboratory system strengthening conference hosted by CelebrateLab, a registered non-profit entity. CelebrateLab focused on strengthening health systems and developing organizations and leaders in the West African health and research spaces at the same time promoting knowledge and best practice sharing in Laboratory science.

The Conference was organized under the theme โ€œOne Voice: Advancing Inclusive and Collaborative Laboratory Systems and held in Monrovia, 26th to 27th May 2026 through sponsorship from other health intervention organizations and stakeholders including Plan International Liberia.

Plan International Liberia secured a fully branded visibility booth at the conference venue which was manned by the organizationโ€™s media and communication team with support from Liberia Women Empowerment Project (LWEP) staff to showcase the organizationโ€™s health care and health system strengthening interventions including Laboratory system strengthening through the Global Fund GC7 / C-19RM RSSH project Interventions among other Plan International Liberia interventions.

The event held at the EJS Ministerial Complex in Congo town, Monrovia, attracted Laboratory technicians and experts, and other Laboratory stakeholders from across Africa. The conference seeks to address key challenges in Laboratory system and promote continuous learning for Lab technicians and clinicians in West Africa and beyond.

The objectives include:
โ€ข Promoting networking among health and research professionals and stakeholders to share expertise and resources

โ€ข Providing continued Education credit for participants

โ€ข Improving Lab quality, bio safety, surveillance and diagnosis through shared best practice.

โ€ข Promoting standardization and regional alignment in Laboratory and public health system among others.

๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ขa continues to play a key role in Liberiaโ€™s health system strengthening as Principal Recipient of the Global Fund GC7 TB/HIV/RSSH and C19RM grants, working closely with the Ministry of Health and partners. These interventions representing major investments in health system strengthening have resulted in significant gains, including the installation of GeneXpert diagnostic machines and PSA oxygen plants in selected hospitals nationwide and upgrading of Laboratory systems.

Strengthening capacities to support young people amplify their Voices, a group of young people under the banner Global Youth Reporter Liberia, ended series of youth led capacity building and community engagements initiatives aimed at empowering young people to drive change in their communities.

Supported by ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š, the initiatives include capacity building training to build young people skills in Mobile Journalism, Digital Story Telling, Content Creation, Online Safety and Responsibility, Advocacy and Community Engagements. The initiative tagged โ€œStories for Changeโ€ included a field trip to a community in Bushrod Island, near Monrovia where the youth carried out awareness raising and interpersonal engagements with residents of Sarnor Yard Community in New Kru.

According to Samsee Barry, Global Youth Reporters Team Lead, 25 youth benefited the training held at the conference room of Plan International Liberia in Sinkor, Monrovia, 8 May 2026. Barry said the training targets confidence building for young people to be able to tell powerful digital stories responsibly and effectively, at the same time remaining engaged with their communities as change agents.

โ€œThe field engagement was structured around four thematic areas, each directly aligned with the "Stories for changeโ€ focus on Waste Management, public health and climate actionโ€.

Barry averred.

The Global Youth Reporter (GYR) Liberia is an initiative that focused on media and advocacy, led by youth and supported by Plan International Liberia. Its mission is to empower young individuals, particularly girls and young women, by utilizing digital storytelling, mobile journalism, and civic engagement as mechanisms for social transformation.

The initiative is in alignment with the ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š Youth Engagement Strategy, which seeks to engage young individuals as co-creators of the program and as influential agents of change and storytelling. As a critical step in enhancing Plan International Liberia staff awareness of the new Risk and Opportunity Management System, staff across the Country Office (CO) of ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š concluded refresher training in Risk and Opportunity Management.

The training, which spans the organizationโ€™s field offices in Bomi, Nimba, and Lofa, as well as ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š main office in Fish Market, Sinkor, Monrovia, aims to generate a new Risk and Opportunity Register for Liberia.

Plan International Liberia Risk Management and Compliance team, led by George Max Jarboe, II, Risk Management and Compliance Manager, with support from Martial Kounou, Deputy Country Director for Operations (DCD-O) Guinea Bissau and Liberia, commenced these trainings in segments since 21 April 2026, and concluded with sessions for ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š Country Leadership Team (CLT) in Monrovia on 13 May, 2026.

During the CO Staff training opening at the Corina Hotel on 11 May, Mr. George Max Jarboe, II, highlighted the essence of the training, which he said, put ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š staff in preparedness to define the context, assess, manage, monitor, review, and report risk. Presenting an overview of the training, Mr. Jarboe outlined key points to cover, including:

Speaking to participants during a brief remark, the Officer-In-Charge (OIC) Felix Ncube, welcomed the staff to the training and stressed the importance of Risk and Opportunity Management in Plan International operations. The OIC of ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š urged staff to pay attention to the learning and get the best out of it so as to be able to apply the knowledge gained in their daily work.

The Risk and Opportunity Management training, which lasted for almost a month, came to a close on Wednesday, 13 May 2026, following a special session with Plan International Country Leadership Team (CLT) at the Royal Hotel in Monrovia.

As the Global Fund GC7 HIV/TB and C19RM grants enter their final phase of implementation, they reflect a period of significant achievements, most notably the scale-up of HIV and TB interventions, alongside strengthened health systems, including the construction and installation of critical healthcare infrastructure across Liberia.

The meeting provides a vital platform to take stock of progress, address implementation challenges, and align on concrete, time-bound actions to accelerate delivery and ensure the full impact of the grants within the remaining implementation period.

At the formal opening on Monday, 27 April 2026 in Monrovia, the Assistant Minister of Health for Preventive Services, Dr. Caullau Jebber-Howe, welcomed participants on behalf of the Minister of Health.

In her remarks, she acknowledged the strong progress achieved to date particularly in advancing HIV and TB interventions and strengthening Liberiaโ€™s health system while emphasizing the importance of sustained collaboration, accountability, and focus to translate these gains into lasting and equitable health outcomes.

Dr. Howe stated that the turnout by participants is demonstration of ownership and called on the partners to remain focused and committed to the charge placed on them and make a difference.

Mondayโ€™s session focused on the overall programmatic overview including grants objectives and implementation modalities, key achievements, challenges and recommendations through a presentation by Plan International Liberia Chief of Party Mr. Tauqueer Ahmad followed by separate presentations from National Aids Control Program and the National Leprosy and TB Control Program (NLTCP) and their respective implementing partners.

The review meeting aimed at identifying areas of progress, shortfalls and challenges in the rollout of the GC7 HIV/TB and C19RM grants, document lessons learnt and craft an acceleration plan. The meeting continues on Tuesday, 28 April, with deliberation expected to highlight other implementation components of the grants.

As part of its continued commitment to upholding the highest standards of protection and dignity, ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š (PIL) ended one-day Safeguarding and Protection from Sexual Harassment, Exploitation and Abuse (PSHEA) refresher training for newly recruited staff and partner organizations.

The training was led by PILโ€™s Safeguarding Team with technical support from Ngende Nathalia, reinforcing the organizationโ€™s proactive approach to embedding safeguarding principles across all levels of its operations.

This initiative reflects PILโ€™s strong institutional commitment to protecting the rights, safety, and well-being of all program participants, staff, and associates. It also underscores the organizationโ€™s zero-tolerance stance on any form of abuse, exploitation, or harm.

Throughout the session, participants engaged in interactive discussions and practical learning exercises designed to deepen their understanding of safeguarding PPresponsibilities in both professional and community contexts. A key highlight of the training was the exploration of the โ€œ5 Psโ€ of Safeguarding, which serve as a guiding framework for fostering safe, respectful, and accountable environments.

Participants reflected on how these principles translate into their day-to-day work, particularly when engaging with children, young people, and vulnerable communities.

Safeguarding remains central to ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š program delivery. By investing in continuous learning and capacity strengthening, PIL ensures that all staff and partners are equipped to apply a โ€œdo no harmโ€ approach in every aspect of its programming and influencing work.

This refresher training marks another important milestone in PILโ€™s journey toward building a stronger safeguarding culture, one where accountability, respect, and protection are not just policies, but lived values guiding every interaction.

Tracking initial Project impact during the last four months of community engagements, Liberia Women Empowerment Project (LWEP) beneficiaries in Goba town, Todee District, Montserrado County, shared testimonies showcasing boost in in-come generation activities and improved livelihoods among women.

Goba Town is one of LWEP beneficiary communities found along the way to Nyen Town, the administrative seat of Todee District. Goba Town (Todee District) has a population of 788 (427 males, and 361 females), according to the 2022 LISGIS Census Data. Here women organized themselves into diverse savings groups, which allows them to pool meagre resources and give out loans to members with some interest.

In the absence of viable financial and lending institutions in most rural areas, Villages Savings and Loan Association (VSLA) is common practices among women, allowing them to pool resources. This not only enhance unity among women but provides small business development opportunities through individual savings and lending initiatives.

A total of six village saving and loan association from Goba Town (Todee), with a total of 150 members (of which 127 are females), are among the initial 159 VSLAs that received first tranche payment (50%) under LWEP totalling US$1.246 million. Collectively, these six VSLA groups in Goba Town will receive US$46,000 as direct cash injection. The grant fund is being provided to augment their individual business enterprises to boost incomes and enhance livelihoods among women.

During the technical working visit to Goba Town by the Plan UK officeโ€™s Technical Advisor for Youth Employment and Entrepreneurship (Abdi Yusuf), implemented on Wednesday, March 25, 2026, the women shared individual impact stories highlighting changes brought about in their lives through the small grant fund provided under LWEP aimed at expanding business development opportunities.

There were smiles on the faces of Goba Town women as they tell their change stories. This represents a significant progress in initial efforts to achieve tangible livelihood outcomes for the LWEP project locations. LWEP brings relief to many rural women, including those in Goba Town, who risks abuse and violation of their basic human rights due to their vulnerability posed by economic challenges and other social factors.

LWEP is a five-year project (2022โ€“2027) executed by the Government of Liberia through the Ministry of Gender, Children, and Social Protection, with funding from the World Bankโ€™s International Development Association (IDA). To ensure effective delivery, the Government contracted ๐๐ฅ๐š๐ง ๐ˆ๐ง๐ญ๐ž๐ซ๐ง๐š๐ญ๐ข๐จ๐ง๐š๐ฅ ๐‹๐ข๐›๐ž๐ซ๐ข๐š as the lead service provider to implement the project, working alongside six consortium partners, Catholic Relief Services (CRS), ActionAid Liberia (AAL), Medica Liberia, Defence for Children International Liberia (DCI), Foundation for Community Initiatives (FCI), and Kids Engagement Education Project (KEEP), as well as two professional service providers, Raising Voices and VIAMO.

The project works across six counties, namely: Montserrado, Gbarpolu, Bomi, Grand Cape Mount, Grand Gedeh, and River Cess, and directly benefits an estimated 267,200 individuals across 498 communities. Subcomponent 3B of LWEP specifically targets women-led enterprises (WLEs) through the Economic Support and Livelihood Grants (ESLG), an $18 million grant fund, which aims to directly benefit 36,000 individuals through climate-resilient entrepreneurial activities and business expansion

This initiative forms a critical part of the Government of Liberiaโ€™s agenda to reduce poverty, empower women, and uplift rural communities. By supporting women-led enterprises, the project ensures that families and children in rural areas have greater access to income, food security, and educational opportunities.
