ALCC Leadership Engages National Port Authority to Strengthen Opportunities for Liberian Contractors

Today, the leadership of the Association of Liberian Construction Contractors (ALCC) held a productive and forward-looking meeting with the Deputy Managing Director of the National Port Authority of Liberia, Hon. James R. Bernard.

The purpose of the engagement was to discuss strategic collaboration and partnership aimed at enforcing the ALCC Act, which mandates that 25% of all foreign contracts be awarded to qualified Liberian contractors. This initiative is a critical step toward empowering local contractors, strengthening capacity, and promoting inclusive participation in national development.

Hon. Bernard warmly welcomed the proposal and expressed strong support for the enforcement of the Act. He assured the ALCC leadership of the National Port Authority’s willingness to work closely with the Association to ensure that Liberian contractors benefit meaningfully from ongoing and future projects. He further emphasized the importance of continued dialogue and confirmed that additional meetings will be held to outline clear implementation strategies.

The ALCC leadership was ably represented by:

• Vice President, Mr. James D. Smith

• Chairlady of Female Contractors, Madam Massa M. Kromah

• Public Relations Committee Chairman, Mr. Franklin Paye

Their presentation was both impactful and well-received, demonstrating the Association’s commitment to advocacy, unity, and progress for Liberian contractors.

This engagement marks another significant step forward in ALCC’s ongoing efforts to create sustainable opportunities for its members and to ensure that Liberian contractors take their rightful place in the nation’s development agenda.

In a time when many communities wait endlessly for government intervention, one Liberian contractor is boldly rewriting that narrative through action, sacrifice, and vision.

Meet Gardiyee David Jimmy, CEO of Jimkini Stone Innovative Inc. a construction company making a powerful and visible impact along Duport Road, specifically in the White House Junction community. Without a single dollar of government funding or external support, Mr. Jimmy has taken full responsibility to finance and execute a major road pavement project using his own personal resources.

This is more than construction it is commitment. It is leadership in its purest form.

What was once a difficult and often neglected stretch of road at White House Junction is now being transformed into a smooth, accessible route that will benefit drivers, pedestrians, businesses, and families alike. Residents who once struggled with dust in the dry season and mud during the rains are now witnessing real change happening right before their eyes.
But Mr. Jimmy’s vision does not stop at paving the road. Upon completion, he plans to install street lights throughout the area, improving safety, visibility, and night-time activity within the community. This forward-thinking approach reflects not just a builder, but a planner who understands long-term development.

Equally impactful is his commitment to empowering local residents. By employing community members to assist with cleaning and maintaining the road, he is not only preserving the infrastructure but also creating jobs and promoting a sense of ownership among the people. This is community development done right by the people, for the people.

Through Jimkini Stone Innovative Inc., Mr. Jimmy is also strengthening Liberia’s construction sector by making essential equipment available for rent. From heavy-duty machinery to specialized tools, contractors and individuals can access reliable equipment to support their own projects. For inquiries and rentals, he can be contacted at +231 77 736 0678.

What makes this story truly inspiring is the mindset behind it. At a time when many wait for change, Gardiyee David Jimmy has chosen to be the change. His actions reflect resilience, patriotism, and a deep commitment to national progress.

As proud members of the Association of Liberian Construction Contractors (ALCC), we recognize and celebrate this extraordinary initiative. It stands as a shining example of what is possible when private citizens step up with purpose and determination.

Gardiyee David Jimmy is not just building a road he is paving the way for a new model of community-driven development in Liberia.
