On the validation of Liberia’s inaugural Family Court Bill, the Association of Female Lawyers of Liberia (AFELL) was elated to participate in the event hosted by the Law Reform Commission at the Temple of Justice in Monrovia. This significant gathering convened distinguished representatives from government, civil society, and academia, marking an historic milestone in the nation’s legal reform.
As a contributing institution to the drafting of the bill, AFELL expresses profound satisfaction at the substantive progress being made towards the realization of this essential document. Speaking on behalf of AFELL, the institution’s secretary, Cllr. Sundaiway Amegashie speaking on behalf of the leadership extended appreciation to all stakeholders and recognized the initiative as a pivotal advancement in enhancing access to justice throughout Liberia.
Cllr. Amegashie underscored that, for an extended period, family-related matters such as those concerning children, maintenance, domestic violence, custody, and inheritance have been adjudicated within a judicial framework not expressly designed to address their distinctive sensitivities. She emphasized that establishing a specialized Family Court is not merely a structural adjustment, but a reform centered on human needs, ensuring that justice in family law is accessible, prompt, child-sensitive, and protective of the vulnerable particularly women and children.
AFELL articulated several principal recommendations for the effective operation of the new court:
• The best interest of the child must serve as the paramount guiding principle throughout all proceedings relating to minors.
• The court ought to be staffed with qualified personnel, including social workers and counsellors, to guarantee that decisions extend beyond mere legal technicalities and respond to the real social circumstances of families.
• Procedures for accessing the court should be transparent and simplified, thereby affording individuals without legal representation the opportunity to seek justice without undue obstacles.
• Enforcement mechanisms must be robust, as justice is not achieved unless judgments are actionable and enforced.
• Public awareness must be designated a priority, recognizing that the success of the Family Court will depend not only on the law itself, but also on the comprehension and confidence of the populace.
The Association of Female Lawyers of Liberia reaffirms its commitment to championing reforms that guarantee equitable justice for all families, with special consideration for the most vulnerable.
The validation of this bill represents a substantive progression toward a more just and compassionate legal system in Liberia.

At the formal opening ceremony marking the orientation of new students at the esteemed Louis Arthur Grimes School of Law, University of Liberia, the Vice President of the Association of Female Lawyers of Liberia (AFELL) Cllr. AFELL joined other Civil Society Organizations at the Netherlands Institute for Multiparty Democracy (NIMD) in an engaging dialogue with a delegation from Ethiopia comprising Civil Society Organizations, survivor groups, and government representatives.

The exchange created an important platform for experience-sharing on Liberia’s transitional justice journey, particularly around strategies for meaningful collaboration between government, civil society, and grassroots actors.

During the discussion, AFELL highlighted its ongoing advocacy for critical legal and institutional reforms, including support for the establishment of a hybrid war and economic crimes court in Liberia. AFELL also emphasized the importance of a holistic transitional justice approach that goes beyond accountability to include victim-centered processes, community engagement, reconciliation, and institutional reforms.

The conversation further underscored the need for strong partnerships and sustained collaboration among government, civil society organizations, survivor groups, and international partners to advance transitional justice efforts.

AFELL remains committed to contributing to Liberia’s transitional justice process through advocacy, collaboration, and community-driven initiatives that promote accountability, healing, and sustainable peace.

AFELL Demands Justice in Madam Ntombi Toni Khumalo Jackson's Death, Condemns Domestic Violence

Monrovia, Liberia: March 15, 2026 – The Association of Female Lawyers of Liberia (AFELL) condemns the alleged domestic violence that led to the death of Madam Ntombi Toni Khumalo Jackson, a South African national. We extend our deepest condolences to her family, the people of South Africa, and all those mourning this devastating loss.

AFELL acknowledges that Mr. Samuel P. Jackson, a Liberian politician and the spouse of the deceased, was named a prime suspect by the Liberia National Police (LNP) on Saturday, March 14, 2026. As the LNP investigation continues, AFELL urges all relevant authorities to handle this matter with the utmost professionalism, impartiality, and transparency to ensure justice prevails.

According to reports, Madam Jackson died at the John F. Kennedy Memorial Hospital after being transferred from Catholic Hospital, where she was initially rushed for emergency brain surgery. While Mr. Jackson has stated that he found his wife unconscious and promptly sought medical care, the circumstances surrounding the injuries that necessitated such critical treatment remain unclear. The circulation of graphic images depicting lacerations on her body has further heightened public concern.

Howbeit, AFELL believes the tragic circumstances surrounding the death of Madam Jackson serve as a painful reminder that violence against women remains a critical national concern that demands decisive and sustained action. We call on the Liberian National Police and all relevant justice sector institutions to conduct a thorough, independent, and transparent investigation into the circumstances surrounding Madam Jackson’s death.

The investigative process must be free from delay, interference, or undue influence. Justice must not only be done, but must be seen to be done. In this regard, the protection and security of witnesses and individuals with relevant information must be fully guaranteed. AFELL further reminds the Government of Liberia of its legal obligations under national laws, including the Domestic Violence Act, as well as its commitments under international and regional human rights instruments.

These include but are not limited to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the African Charter on Human and Peoples’ Rights, and the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa (Maputo Protocol). The different instruments obligate the Government to take concrete steps to prevent violence against women, ensure accountability for perpetrators, and provide access to justice for victims and their families.

AFELL also calls on the government and other stakeholders to ensure strict respect for the dignity and privacy of the deceased. We urge all media institutions, social media users, and members of the public to refrain from circulating graphic images, private photographs, or sensitive personal information relating to Madam Jackson. Responsible reporting and respectful public discourse are essential in preserving the dignity of the deceased and supporting the grieving family.

At this difficult time, AFELL stands in solidarity with the Government and people of South Africa, particularly the Khumalo family, and with all women and families affected by domestic violence. This tragic incident should also make us pause and reflect as a nation. Violence against women is still a serious problem in our society, and silence or indifference only allows it to continue. Liberia must continue to strengthen its institutions, enforce its laws, and promote a culture that respects the dignity, safety, and rights of every woman.

AFELL therefore emphasizes that justice for Madam Jackson is not only about one case, but it is also about reaffirming our collective commitment to ending violence against women and ensuring that every woman in Liberia can live free from fear.
We remain steadfast in our commitment to justice, accountability, and the protection of the rights and dignity of women and girls in Liberia, and we will continue to closely monitor the progress of this investigation.

Registered as a non-profit, non-governmental, and non-political organization under Liberian law, AFELL operates through its two foundational pillars: the Legal Aid Clinic which provides crucial pro bono representation to indigent clients who cannot afford legal services, and the specialized Sexual Gender-Based Violence (SGBV) unit that leads the fight against gender-based violence through litigation, policy reform and survivor support programs. Our membership consists exclusively of Liberia’s female lawyers, judges, and legal practitioners who volunteer their expertise to advance AFELL’s mission of protecting women’s rights, children’s welfare, and equitable access to justice.

Today, as we commemorate International Women’s Day, we join the global movement calling for renewed commitment to the advancement of women and girls everywhere. This year’s theme , both nationally and globally, “Give to Gain,” reminds us of a powerful truth that when societies invest in women by giving them equal rights, opportunities, resources, and a voice, everyone benefits. Empowering women is not a loss to anyone; it is a gain for families, communities, and nations.

In Liberia, this message resonates deeply. Too many women and girls continue to face barriers to justice, economic opportunity, and full participation in decision-making. As members of the Association of Female Lawyers of Liberia (AFELL), we carry a special responsibility to ensure that the law becomes a tool for empowerment, protection, and equality.

To “give” means to lend our voices in advocacy, to offer our expertise in defending the vulnerable, to dedicate our time to mentorship, and to bring our collective strength to the fight against injustice. When we give in these ways, we help “gain” a more just society where women and girls can live with dignity, safety, and equal opportunity.

International Women’s Day must therefore be more than a celebration. It must be a call to action, a call for solidarity, leadership, and an unwavering commitment to gender justice.

Let us continue to give our knowledge, our courage, and our leadership so that Liberia, and the world, can gain the full promise of equality.
