Ministry of Gender’s Save the Future Project Empowers 54 Caregivers with Vocational Skills to Break Cycle of Child Street Selling and Begging

Monrovia, Liberia –
The Ministry of Gender’s Save the Future Project, in partnership with Christ Embassy Vocational School, celebrated the graduation of 54 caregivers of former street children after completing six months of intensive training.

The program equipped participants with livelihood skills in diverse fields including beauty care, catering, tailoring, soap making, construction, electricity, plumbing, satellite installation, and computer science, among others. The initiative forms part of the government’s broader effort to strengthen family resilience and reduce child vulnerability through sustainable income-generating opportunities.

Serving as guest speaker, Deputy Minister for Children and Social Protection, Hon. Garmai S. Tokpah, expressed gratitude to Christ Embassy Church for its collaboration and commended the graduates for their discipline and determination. She urged the caregivers to apply their newly acquired skills to improve household income rather than sending children to sell or beg in the streets.

Minister Tokpah emphasized that the Save the Future Project remains a flagship intervention of the Ministry of Gender, designed to empower families and protect children from exploitation while promoting long-term social and economic stability.

Government of Liberia Moves to End Child Street Selling and Begging: Ministries and Agencies Unite Under Save the Future Project

Monrovia, Liberia –

The Ministry of Gender, Children and Social Protection, through the Save the Future Project, convened an hour-long meeting on December 9, 2025, bringing together technicians from the Liberia National Police, Monrovia City Corporation, Paynesville City Corporation, and a UNICEF-hired Children and Social Protection consultant.

The session focused on reviewing and ratifying a joint inter-agency resolution aimed at curbing the persistent use of children to sell and beg in the streets, a practice that continues to expose minors to exploitation and child labor.

The meeting concluded with the drafting of a press statement, expected to be delivered by heads of the relevant ministries and agencies on December 16, 2025. Following the statement, authorities plan to roll out a series of coordinated actions designed to protect children engaged in street selling, begging, and other forms of child labor, reinforcing Liberia’s commitment to safeguarding vulnerable children and strengthening child protection systems nationwide.

Ministry of Gender Concludes Pilot Phase of Save the Future Project with Strong Monitoring & Evaluation Exercise

Monrovia, Liberia –

The Ministry of Gender, Children and Social Protection (MGCSP), in partnership with the Ministry of Finance and Development Planning (MFDP), is concluding the pilot phase of the Save the Future Project with a six-day Monitoring and Evaluation (M&E) exercise. Launched in 2024 to address the plight of street-connected children, the initiative is being rigorously assessed to measure its impact, document success stories, identify challenges, and analyze value for money.

According to project reports, with an investment of US$800,000 over one year, the project achieved significant progress in child protection and family resilience.

A total of 13,591 children were removed from street conditions and reunified into family-based care in Montserrado and Lower Margibi, while 3,405 were enrolled into 72 schools. Additionally, 128 children entered a five-year livelihood support program, more than 30 are being cared for at the Ministry’s transit facility, and thousands of caregivers and parents received targeted support ranging from small business grants and vocational training to psychosocial counseling.

The ongoing M&E will highlight the project’s cost-effectiveness, showing that each dollar invested directly contributed to removing children from the streets, reuniting families, reintegrating children into education, and empowering caregivers with financial and vocational tools. With 3,474 caregivers reached—including 1,249 supported through business grants, 41 through livelihood programs, and 300 enrolled in TVET—the exercise will verify these pieces of data. Preliminary updates from the ongoing exercise show that the pilot phase demonstrates strong potential for replication and scaling nationwide, positioning the Save the Future Project as a cornerstone of Liberia’s broader human capital development strategy under the AAID pillar six. The government, through the Ministry of Gender has reaffirmed its commitment to expanding the program across Montserrado and beyond, strengthening livelihood and psychosocial support systems, institutionalizing accountability frameworks, and mobilizing new partnerships to sustain progress.

Ministry of Gender: Save the Future Project Seals Pilot Phase — 3,405 Former Street Children Equipped for School

Monrovia, Liberia — November 17, 2025

The Ministry of Gender, Children and Social Protection, in partnership with the Ministry of Education, UNICEF, and other development partners, has commenced the distribution of educational materials to 3,405 former street children now reintegrated into formal schools under the Save the Future Project.

As part of Liberia’s whole-of-country approach, the initiative mobilized contributions from key partners: 3,000 school bags from UNICEF through MOE, 400 school bags and 132 dozens of copybooks from Orange Digital Center, 124 dozens of customized copybooks from the Liberia Petroleum Refining Company (LPRC), and 96 dozens of copybooks, pens, and pencils from SOS Children’s Villages. These supplies are designed to ensure that reintegrated children have access to quality education in a supportive learning environment.
The distribution event brought together the Minister of Gender, UNICEF Country Representative, senior officials, and journalists from across Liberia. On the first day, distribution reached 262 children across four schools—Peace Island Public School (540 community), Paynesville Community School, Mount Camel School (Rock Hill GSA Road), and Champion Academy (Lover Street Community, GSA Road)—signaling the beginning of a massive rollout.

Since its official launch in August 2024, the project has been supported by $800,000 from the national budget and has delivered these achievements:

13,591 children removed and reunified with families
3,405 former street children reintegrated into schools
1,249 caregivers empowered through business grants
300 caregivers enrolled in Technical and Vocational Education Training (TVET)

In the second half of the pilot phase alone, 8,112 children were reunified, 2,000 reintegrated into schools, with plans to empower 200 visually impaired caregivers through business grants and enroll 150 caregivers in TVET by December 2025.

This distribution exercise officially seals the pilot phase of the Save the Future Project, reaffirming Liberia’s commitment to building a sustainable, survivor-centered child protection system that transforms lives and secures futures.

The Ministry of Gender Hosts Strategic Stakeholders Meeting to Align Schools Ahead of Street-Connected Children’s Enrollment

Monrovia, September 3, 2025 — The Ministry of Gender, Children and Social Protection, through its flagship Save the Future Project, convened a pivotal Educational Stakeholders Engagement Meeting today September 3, 2025 in the Minister’s Conference Room at EJS Ministerial Complex, Congo Town. The hour-long session brought together sixty (60) school principals from across Montserrado County, senior officials from the Ministry, and representatives from leading media outlets including Front Page Africa.

Of the 60 schools represented, 18 were public institutions representing 30% and 42 were private representing 70%, reflecting a diverse coalition of educational partners committed to supporting the reintegration of children previously living in street situations. The meeting served as a strategic preparatory exercise ahead of formal enrollment into mainstream education programs. Amongst those representing the different schools were 17 females representing 27.33% and 43 males representing 73.7%.

In addition to reviewing the project’s code principles and eligibility criteria for school participation, principals were formally introduced to a synchronized school-level reporting format. This standardized framework is designed to ensure seamless, consistent, and evidence-based reporting across all participating institutions—strengthening accountability, comparability, and strategic oversight. The format will guide schools in documenting enrollment, retention, academic progress, psychosocial support, and reintegration outcomes under the Save the Future Project.

Key eligibility criteria for school partnership include:

3.Ministry of Education Operational Permit
4.Institutional Bank Account
5.Child-Friendly Learning Environment (preferably fenced)
6.Adequate Playground Facilities
7.Established Child Protection Policy

This dual emphasis on compliance and reporting readiness marks a significant step toward institutionalizing child protection-centered practices across Liberia’s education sector.

MGCSP Launches Pilot Vacation School Program to Protect Children in Street SituationsIn a tireless effort to ensure children are no longer seen selling or begging on the streets, the Ministry of Gender, Children and Social Protection (MGCSP), through the Save the Future Project, has adopted a new strategy specifically targeting child beggars often found at high-traffic intersections alongside their disabled caregivers.On August 19, 2025, MGCSP commenced a Two-week vacation and Preschool Preparation Program aimed at engaging these vulnerable children in safe, structured, and educational activities. The program is currently being hosted across two public school campuses: Tubman High School Campus (12th Street, Sinkor) and Special Project High School (Stephen Tolbert Estate).During the grand launch on August 22, 2025, program staff registered over 400 children actively participating in the initiative. The event brought together children, their disabled parents, social workers, educators, and development partners—including Save the Children Liberia and the Child Protection Network—in a powerful show of solidarity and commitment.These children, who would otherwise be seen weaving between cars and begging—exposed to abuse, humiliation, and rights violations—are now embraced in a safe, nurturing, and protective environment. Here, they are encouraged to dream, learn, and grow into responsible citizens and future leaders of Liberia and beyond.This pilot initiative is designed to keep children positively engaged ahead of their full reintegration into formal schooling during the 2025/2026 academic year. The program will conclude on Friday, August 29, 2025, after which the children will be enrolled in nearby public and private schools. MGCSP/ Save the Future Project Continuous Efforts in Addressing Key Factors leading both Persons living with disabilities and their children into street situations. Assorted food items distribution to persons living with disabilities is one of the many support efforts to sustainably keep children out of street situations. Other support efforts include free access to unhindered education for the children in both public and private schools, healthcare, social protection and reintegration of children, small business grants for parents, and vocational education for parents associated to children in street situations. The assorted food items distribution to our caregivers is particularly intended to ensure that our kids have breakfast every morning and after class meals during the One Month Vacation and Preschool Activities organized by MGCSP/ Save the Future Project.
