Performance Management and Compliance System (PMCS)

Honorable Ministers and Heads of Agencies;
Esteemed Development Partners;
Members of the 4th Estate;
Distinguished Guests, Ladies and Gentlemen:

Today, we stand together at a pivotal moment in Liberia’s journey toward transparency, accountability, and efficient governance.

The launch of the Performance Management and Compliance System (PMCS), signifies not just the introduction of a new system but the strengthening of a major commitment: our dedication to delivering effective and accountable government for every Liberian citizen.

I want to extend my sincere gratitude to all those who have played separate but important roles in making today possible—from our government agencies and public servants to our international development partners, including the United Nations Development Programme. Your unwavering support has been instrumental in bringing this system to life.

Our Administration’s ARREST agenda emphasizes building a government that is responsible, transparent, and responsive to the needs of its people. The PMCS will be a cornerstone of this agenda, enabling us to establish clear performance targets, monitor achievements, and enhance the services we provide.

This is not only an internal tool, but a public commitment, a promise that we will govern with accountability, measure our success with transparency, and work continuously toward improvement.

This system is designed to benefit every Liberian. By setting high standards for our Ministries, Agencies, and Commissions, and holding ourselves accountable to those standards, we are fostering a public sector that values results and prioritizes service. We want our citizens to see a government that listens, responds, and delivers.

For too long the weight of unfulfilled promises, inefficiencies, and corruption have hindered our progress. But today, we are taking concrete action to break that cycle. With the PMCS, every public institution, every leader, and every entity will be required to demonstrate stewardship —not just for the work they do, but for the outcomes they deliver. This system ensures that no one is above scrutiny, and no performance will go unmeasured.

Our message to those who seek to wear their titles on their sleeves and abuse public office for personal gain is clear: there will be no room for corruption in this government. The PMCS is designed to prevent, detect, and address inefficiency and wrongdoing at every level. It is a tool to ensure that those entrusted with the nation’s resources are working for the people and not for themselves.

Ladies and Gentlemen,

I would like to pause for a moment to speak to waves of allegations, rumors and reports on corruption currently rife in the public space. As we launch the Performance Management Compliance System, I want to emphasize our unwavering commitment to integrity and transparency in government.

However, while we remain resolute in our fight against corruption, it is important that our actions are guided by facts, not rumors or personal vendettas. We will not allow social media to dictate our process or serve as a battleground for settling scores.

Our approach will be vigilant and thorough, but also fair, ensuring that due process is upheld as we address any allegations of corruption. I understand the public sentiment surrounding these allegations, but I also urge patience as we navigate this path. Rest assured, those who engage in corrupt practices will face the full weight of the law.

This system is part of our broader agenda to restore public trust, improve service delivery, and ensure that Liberia remains on the path of ethical governance.

Through the PMCS, we will monitor and evaluate the performance of public officials and institutions, ensuring that resources are used efficiently and that the government’s promises are met.

This effort, however, is not just about improving systems, it is about changing culture. As leaders, we must lead by example. We must embrace transparency, demand accountability, and ensure that our decisions and actions reflect the needs of the people we serve.

To those who still resist the winds of change, let me remind you: this government is unwavering in its commitment to accountability and justice.

Our message to you is clear: abuse of the public trust will not be tolerated. We will root it out, wherever it exists, and those who engage in such practices will be held accountable before the law.

As we launch the PMCS today, I call on each of you to work with renewed vigor and bring your expertise, skills and experience to bear on the public good and also your patriotic spirit.

Together, we must build a Liberia where every citizen can trust that their leaders are working in their best interests. Let this system be a reminder of our shared responsibility to deliver results that improve the lives of all Liberians.

I would like to again commend the efforts of our international development partners. We are grateful for your partnership and look forward to continuing this journey together as we strengthen Liberia’s public institutions for the future.

Ladies and gentlemen, this launch marks only the beginning. The true impact of the PMCS will come through its sustained implementation and the collective commitment of every public servant, every government office, and every one of us who believes in the promise of a better Liberia.

I urge each of you—our partners, public servants, and the people of Liberia—to support this initiative, to embrace the principles of accountability and performance, and to hold us to the high standards we have set for ourselves.

Let us move forward with determination, knowing that today marks a turning point in our journey toward good governance, integrity, and accountability.

Let us Think Liberia, Love Liberia and Build Liberia.

🌟We're thrilled to announce the second batch of Scholarship for Enrollment of Students with Disabilities in TVET Vocational Courses as part of the Coordinated Action on Disability in Liberia (CAD-L) project funded by The International Development Cooperation Agency (SIDA) Embassy of Sweden in Monrovia. This initiative aims to improve the quality of life for persons with disabilities by providing access to vocational skills and employment opportunities!
