DCFENETWORK Strengthens Partnership with the Office for the Establishment of War and Economic Crimes Court (OWECC) for Liberia.
On December 1, 2025, at the Office of the Establishment of the War and Economic Crimes Court (OWECC) in Liberia, the Disabled Children and Female Empowerment Network (DCFENETWORK) held a productive meeting aimed at strengthening partnerships to support war-affected women and promote women’s participation. This initiative aligns with DCFENETWORK’s Strategic Pillar 3, which focuses on enhancing women’s leadership, participation in democratic governance, peacebuilding, decision-making, and political structures.
During the meeting, Cllr. Dr. Jallah A. Barbu, Executive Director of OWECC-Liberia, commended DCFENETWORK and its donor partner, UN Women Liberia, for their impactful work. He emphasized the importance of collaboration with OWECC-L in advancing projects that align with the Court’s mission and expressed full support for the initiative.
Mr. Thomas Kenagea Brown, Executive Director of DCFENETWORK, highlighted that 12% of Liberia’s population became persons with disabilities as a result of the 14-year civil war, with 70% of war victims being women (TRC Consolidated Report, 2009). He further noted that between 2023 and 2025, over five persons with disabilities have died from complications related to war injuries, yet they remain largely excluded from critical decision-making processes.
To address this, DCFENETWORK has designed an inclusive project in partnership with three organizations, including Action for Girls and Women Survival, which was represented at the meeting. The primary goal of the meeting was to strengthen collaboration between OWECC-L and DCFENETWORK and to explore shared priorities in promoting an inclusive transitional justice system in Liberia.
This partnership will leverage combined expertise to implement inclusive, rights-based, and feminist approaches that position war-affected women and women with disabilities as agents of change. It also ensures synergy, avoids duplication, and aligns with national priorities, guided by principles of gender balance and inclusive participation, in line with CEDAW General Recommendation No. 40 and OWECC’s Inclusive Program.
Cllr. Jallah Barbu reiterated OWECC-Liberia’s appreciation for the work of DCFENETWORK and assured continued support for initiatives that promote an inclusive transitional justice process. The meeting was attended by Tarnue Johnson, Project Officer of the POWER Project, and Roseline Dweh, Executive Director of Action for Girls and Women Survival.
DCFENETWORK looks forward to a stronger, collaborative, and successful working relationship with OWECC-Liberia.
