Background of Liberia Coordinating Mechanism

The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) is a unique public-private partnership and international financing institution established to dramatically increase global resources to fight three of the world’s deadliest diseases – AIDS, Tuberculosis, and Malaria. In accessing such resources, Liberia commits to conforming to

the purpose and principles of the Global Fund as set out in its governing Framework Document. A fundamental requirement of the Global Fund is for the establishment of multi-stakeholder Country Coordinating Mechanisms (CCMs) as a measure of its commitment to local ownership and participatory decision-making. Liberia’s CCM is known as the Liberia Coordinating Mechanism (LCM). It exists to design and submit proposals to the Global Fund, to oversee all activities associated with grant implementation, and harmonize Global Fund projects with all other donor initiatives contributing to the fight against AIDS, Tuberculosis, and Malaria in Liberia.

Global Fund Country Team Undertakes High-Level Mission to Liberia, November 17–21, 2025

The Liberia Coordinating Mechanism (LCM) is pleased to announce that a high-level delegation from the Global Fund will conduct an official mission to Liberia from November 17 to 21, 2025. The visit underscores the Global Fund’s continued commitment to strengthening Liberia’s health systems and supporting the national response to HIV, Tuberculosis, and Malaria.

The mission will focus on grant performance review, field assessments, financial and programmatic appraisal, and strategic engagement with national institutions and community stakeholders.

The visiting delegation is led by Mr. Manassé Kassi, Fund Portfolio Manager (FPM), serving as Team Lead. He will be accompanied by a multidisciplinary technical team, including:
Mr. Sule Abah, Health Product Management Specialist; Ms. Afiefah Osman, Finance Specialist; Ms. Esther Otieno, Program Officer; and, Mr. Anthony Kinghorn, Health Finance Specialist.
Together, the team brings extensive expertise in program management, financial oversight, supply chain systems, health commodities, and health systems financing, all critical to ensuring impactful and efficient Global Fund investments in Liberia.

Over the five-day visit, the mission aims to:
Review progress and performance of current Global Fund grants; Strengthen coordination with the LCM, Ministry of Health, and implementing partners; Assess implementation realities through field visits to selected counties; Hold technical sessions on HIV, TB, Malaria, and Resilient & Sustainable Systems for Health (RSSH); Engage with civil society, community-based organizations, and other key stakeholders; Provide actionable recommendations to enhance effectiveness, accountability, and long-term sustainability of Global Fund–supported programs.

Mission Timeline (17–21 November 2025)

- Monday, November 17: Courtesy meetings; LCM–Global Fund introductory briefing; grant update session.
- Tuesday, November 18: Field assessments of health facilities, laboratories, supply chain hubs, and sub-recipient operations.
- Wednesday, November 19: Technical discussions on program performance, financial management, procurement, and supply chain systems.
- Thursday, November 20: High-level policy engagements with Government of Liberia ministries, national programs, and development partners.
- Friday, November 21: Closing debrief with the LCM and Government; presentation of mission findings and agreed follow-up actions.

Announcing the visit, Mr. William E. Walker, Jr., Head of Secretariat of the Liberia Coordinating Mechanism welcomed the mission, describing it as timely and strategic:

Global Fund Mission Concludes in Liberia with Renewed Commitment to Strengthen HIV, TB, and Malaria Response and Improve Budget Alignment

Monrovia, Liberia: The Government of Liberia, through the Ministry of Health (MOH) and the Liberia Coordinating Mechanism (LCM), in collaboration with the Global Fund Country Team (CT), successfully concluded a high-level oversight mission from July 13 to 18, 2025. The mission aimed to strengthen oversight of Global Fund-supported health programs, realign budget priorities, and address implementation bottlenecks affecting Liberia’s response to HIV, tuberculosis (TB), and malaria.

The Global Fund delegation was led by Mr. Manassé Kassi (Fund Portfolio Manager for Liberia), Mr. Sule Abah (PSM Lead), and Ms. Afiefa Barrow (Finance Lead), who held a series of strategic and technical sessions with national counterparts, including the MOH, Principal Recipients (PRs), the LCM Executive Committee, CRS, the Program Implementation Lead (PIL), and civil society stakeholders.

The mission featured extensive discussions on grant reprioritization, supply chain management, laboratory, community health and human resources for health (HRH), health product and waste management, and health financing. A key session held on July 14&15 in Monrovia focused on the review of the reprioritized budget for the CRS and PIL grants, with emphasis on key adjustments made in response to shifting health priorities, funding realities, and implementation risks.

During a wrap-up debriefing, Mr. Manasse Kassi, Fund Portfolio Manager of the Global Fund for Liberia commended Liberia for the quality of draft budgets submitted and acknowledged that only minor adjustments were required. He emphasized continued collaboration with the MoH, PRs, and the LCM to finalize budget realignment, particularly in areas such as supply chain systems, laboratory infrastructure, and HRH strategy.

Field visits to Margibi and other areas enriched the mission’s insights, revealing areas of strength and concern. These visits were noted to have significantly informed reporting and future planning. The Country Director of Plan International Liberia (PIL), Miriam Murray, thanked the CT for its hands-on engagement and called for the presentation slides to be shared with PRs to guide necessary updates to action plans.

CRS Country Representative Glynnis Cummings-John extended appreciation for the CT’s constructive feedback and reaffirmed CRS’s commitment to timely program delivery and stronger collaboration.

Speaking on behalf of the LCM, Mr. William E. Walker, Jr. welcomed the progress made and requested further clarity on the timeline for completing budget prioritization. While the nominal deadline remains September 2025, he advocated for an accelerated process, expressing optimism that Liberia could secure final approval before the end of August.

The Global Fund Country Team for Liberia also presented an update on the grant’s Performance Framework, noting positive trends in the first and second semesters. However, significant challenges remain, particularly around specimen transportation, pediatric TB testing, and quality of care for TB patients. Importantly, the CT clarified that approved indicators and targets in the PF are fixed and cannot be altered.

Mr. Rufus Saye, representing the National Leporsy and TB Program, acknowledged the CT’s support and highlighted persistent capacity gaps at the Central Medical Stores (CMS), calling for targeted investment to address these systemic weaknesses.

Dr. Catherine Cooper, Chief Medical Official Liberia who chaired the debriefing, reiterated the urgent need for improved coordination and communication to meet programmatic goals. She emphasized that Liberia must work collectively to overcome operational delays and deliver on key targets, including reduced malaria burden, expanded HIV testing and treatment, and improved TB case notification.

“What is concerning is not just the targets, but the systems we need in place to meet them,” Dr. Cooper stated. “Despite the delays and bottlenecks, we are committed to pushing forward. Liberia has the will and capacity—what we need is stronger teamwork and a sharper focus on the Performance Framework.”

Dr. Cooper extended appreciation to the Global Fund Country Team for their in-country engagement and expressed hope that all stakeholders, especially the PRs will remain aligned in efforts to solve implementation challenges.

As the mission concludes, all partners reaffirmed their dedication to ensuring that Global Fund investments continue to deliver impactful and equitable health outcomes for all Liberians.

Global Fund Mission Commences in Liberia to Strengthen HIV, TB and Malaria Response and Align Budget Priorities

Monrovia, Liberia – The Government of Liberia, through the Ministry of Health (MOH) and the Liberia Coordinating Mechanism (LCM), in collaboration with the Global Fund Country Team for Liberia, officially commenced a high-level oversight mission on Monday, July 14, 2025 in Monrovia. The mission, which runs from July 13 to 18, is focused on strengthening implementation oversight, program effectiveness, and budget realignment under Global Fund-supported health programs.

The Global Fund delegation includes Manassé Kassi (Fund Portfolio Manager for Liberia) Sule Abah (Global Fund Country Team Liberia PSM Lead) and Afiefa Barrow (Global Fund Country Team Liberia Finance Lead) who are leading engagements alongside national counterparts to review implementation progress and discuss funding priorities.

The ongoing mission features a series of technical and strategic sessions addressing the performance and funding landscape of Liberia’s HIV and TB programs, with active participation from the MOH’s National AIDS & STI Control Program (NACP) and the National Leprosy and Tuberculosis Control Program (NLTCP).

A key highlight of a Tuesday, July 15 session, held at the Corina Hotel, is the review of the reprioritized budget for the LBR-C-PLAN grant, showcasing adjustments made to align with evolving health priorities, funding realities, and programmatic risks. The presentation includes a breakdown of major budget shifts, underlying drivers, and mitigation plans for impacted activities, followed by minutes of Q&A.

Additionally, parallel deep-dive technical sessions are being held focusing on:

HIV programmatic activities, Human Rights, and Community Systems Strengthening (CSS)

HIV and TB quantification, Health Product Management Tools (HPMT), and health product budget allocations

Program management costs and efficiency measures

Similar discussion is expected to be held in response to addressing malaria related issues before the end of the mission visit.

The broader mission spans five thematic workstreams, including Grant Reprioritization, Community Health and HRH, Health Finance, and Health Product & Waste Management. It involves key engagements with the Ministry of Health, LCM Executive Committee, PIL, CRS, and a range of implementing partners and civil society actors.

This mission underscores Liberia’s ongoing commitment to evidence-based planning, accountability, and ensuring that Global Fund investments continue to deliver impact and equitable health outcomes across the country.
