Ganta-Nimba-Liberia-July 11-2025

Senator Nya D Twayen Jr stepped on the neck of ArcelorMittal Liberia after their appearance yesterday before the Liberian Senate Joint committee; admitting to their gross violations of the Mineral Development Agreement(MDA).
While speaking with group of reporters at his office on Capitol Hill after the Senate hearing, senator Twayen acknowledged the long terms depression of Liberians by concessionaires in Liberia. "For too long we been seeing our people depressed of incentive , depressed of their livelihoods by concessionaires ra**ng this country off. We were born and raised to know that Liberia is a rich country. We were also born and raised to know that amidst those riches, we are a poor country"! Senator Twayen states.
The senator also highlighted that the Agreement(MDA) which were passed in 2005 when Liberia just emerged from war had many luck holes which were reviews in 2007 and an amended version were passed which portion and several articles of it were in the interest of improving the lives of the people of Nimba, B**g, Grand Bassa counties and contributes immensely to the development of Liberia as a country. Speaking with reporters, the senator highlights on his recent communication to the plenary of the Liberian Senate; triggered by AML announcement of US1.4billion concentration plants in Yekepa.

The senator asserted that they were alarmed because Yekepa after 22 years is still laying in ruin, the road leading to Yekepa is dilapidated, employment is still underwhelmed and there's lack of skills training to take over else factories who are working in Liberia for both skills and unskills jobs.
Senator Twayen says, despite AML prolonged appearance before the Senate, all the points that he listed over the past times against their operation and their gross-violation against the MDA were all truth; admitted by them during their appearance before the Senate. Some of which include, article 10 of the MDA which states that, as of 2008, a Librarian should be appointed by AML in one of the top three positions, CEO, COO and CFOO of the company, which they admitted that its has not been done for the past two decades.

The senator also disclosed that AML confirmed yesterday under oath that they have not constructed a single clinic nor hospital in the concession areas after 22 years of operation, even though article 20(b) of the concession agreement suggested that they much build hospital, health facilities and equips them with state-of-the-art modern equipments in the concession areas.

" They are in violation of article 22.3 of the MDA. They were suppose to gave US100, 000 to the ministry of land, mines and energy annually for research and development purposes for students and emerging geologists and mining engineers , up to today after 22 years, AML has not given a dime". The senator expressed!

Senator Twayen also insinuated that the Board of AML has not been annually Audited which it's by law; refusing to comply with the Bureau of concession which it's in violation of article 22(c) of the MDA; while the construction of the Iron Ore processing plants were not also approved by the ministry of public work.

Meanwhile, the senator disclosed that he exposed those facts because of AML delay in investment; doing it prior to its term expiration for the government to be convinced and obligated to renew their contract which will be exhausted by 2030.

In conclusion, senator Twayen reaffirmed his stances, holding AML accountable, stating that all those facts of AML violations that were exposed; to be looked at the Capitol Hill; much go back and implement all of the items that are itemized with in the concession agreement before new negotiation! The senator concluded that if AML failed to adhere to all the points outlined, he will push for their contract termination, as it's by law that if concessionaires doesn't adhere to the Mineral Development Agreements, their contract should be terminated!

The Plenary of the Liberian Senate passed an Act to amend and restate the River Gee County Vocational and Technical Training Institute, legitimately elevating it to a full-fledged institution now identified as the River Gee Technical College.

The Senate decision was triggered by a report submitted during a regular session on Tuesday, July 8, 2025 by the Joint Committee on Education, Public Administration, Judiciary, Human Rights, Claims and Petition recommending the proposed amendment.

The bill was introduced and sponsored by River Gee County Senator Francis Saidy Dopoh, II.

Speaking to Legislative reporters immediately following the passage of the bill, Senator Dopoh said the principal objective is to upgrade the current vocational institute to college status, enabling it to offer Bachelor Degrees and professional certifications in various technical disciplines.

He said this will enhance access to higher education in the southeastern county and reduce the need for students to travel to other counties like Maryland and Grand Gedeh for technical studies.

Senator Dopoh emphasized that the college would not only provide educational opportunities but also curb youth involvement in illicit mining and other illegal activities driven by unemployment and lack of access to skills training.

He disclosed that a fiscal impact study identified major gaps in technical training within River Gee, and the college will help fill those voids. He added that the upgraded institution would also offer training in business and other non-technical fields once the law is enacted by President Joseph Boakai.

The Act, when signed into law, will grant the college charter status, allowing it to award full Bachelor Degrees to residents across River Geeโ€™s 10 administrative districts.

Senator Dopoh referenced a 2022 student population study, which revealed that approximately 22,
