IRES Sri Lanka Prior to its inception, Sri Lanka hosted four active election monitoring organizations, but lacked an institution dedicated specifically to electoral studies.

Vision Of IRES Established on March 22, 2022, the institute for Democratic Reforms & Electoral Studies (IRES) is a newly established institution in Sri Lanka’s

electoral landscape. Therefore, IRES was founded not primarily as an election observation body, but as a dedicated institution prioritizing comprehensive electoral study, research and advocacy for electoral reforms. This distinctive and dual focus position of the IRES, as the sole entity in the region to equally prioritize election research alongside monitoring activities, make its unique and essential presence in the civil society sector. IRES operates nationwide, deploying 25 district – level coordinators across Sri Lanka’s administrative districts. The coordinators have undergone systematic training, including the initial residential capacity- building session supported by IFES, with technical facilitation provided by the Election Commission.

සේවක අර්ථසාධක අරමුදල (EPF) යනු ශ්‍රී ලංකාවේ ලක්ෂ සංඛ්‍යාත සේවකයන්ගේ විශ්‍රාම ජීවිතයට අදාළ වන විශාලතම ඉතුරුම් අරමුදලයි. එය වැඩ කරන ජනතාවගේ ශ්‍රමයෙන් ගොඩනැඟුණු අරමුදලක් වන අතර, එහි ආරක්ෂාව, කළමනාකරණය සහ ප්‍රතිලාභ පිළිබඳ සෑම සේවකයෙකුම අවධානයෙන් සිටීම අත්‍යවශ්‍ය වේ.

පසුගිය වසර කිහිපය තුළ EPF අරමුදලේ ආයෝජන කළමනාකරණය, පොලී අනුපාත, රජයේ ණය ප්‍රතිව්‍යුහගත කිරීමේ බලපෑම්, පාරදෘශ්‍යභාවය සහ වගවීම සම්බන්ධයෙන් විවිධ ප්‍රශ්න සහ මහජන සංවාද ඇති විය. එහෙත්, මෙම ගැටලු වැඩ කරන ජනතාවගේ ඉතුරුම්වලට කෙසේ බලපාන්නේද යන්න පිළිබඳ ප්‍රමාණවත් සමාජ කතිකාවක් සහ මහජන දැනුවත් කිරීමක් තවමත් දක්නට නොලැබේ.

තමන්ගේම ඉතුරුම් අරමුදල ක්‍රියාත්මක වන ආකාරය, එය ආයෝජනය කරන ආකාරය, ලැබෙන ප්‍රතිලාභ සහ එහි පාලනය පිළිබඳ දැනුවත් වීම සෑම සේවකයෙකුගේම අයිතියක් මෙන්ම වගකීමක් ද වේ.

මෙම වැදගත් කරුණු පිළිබඳ විග්‍රහ කිරීම සඳහා 'පුරවැසි හඬ' නාලිකාව ඔස්සේ විශේෂ සංවාදයක් සංවිධානය කළෙමු. එහිදී සේවක අර්ථසාධක අරමුදලේ වත්මන් තත්ත්වය, මෑතකාලීන මතභේද සහ ප්‍රශ්න, ඒවායේ ආර්ථික හා නීතිමය බලපෑම්, මෙන්ම පුරවැසියන් මේ පිළිබඳ දැනුවත් විය යුතු කරුණු පිළිබඳ ගැඹුරු සාකච්ඡාවක් පැවැත්විණි.

At the invitation of the Government of the People's Republic of China, Executive Director of the Institute for Democratic Reforms and Electoral Studies (IRES), Mr. Manjula Gajanayake, delivered a lecture titled "South Asian Cooperation & the Case for Regional Agency" at a distinguished academic forum held in Kunming, China.

The lecture was presented under the central theme, "Implement the Four Global Initiatives and Work Together to Deepen the Building of a Community with a Shared Future," bringing together scholars and experts to discuss regional cooperation, shared development, and collaborative approaches to global challenges.

IRES, in partnership with LIRNEasia, successfully conducted a Digital Voting Awareness Session featuring the "Play Learn Vote" interactive awareness game developed by LIRNEasia .

📍 On 30 June 2026, the Monaragala District programme was held at Little Rose Inn - Wellawaya, in collaboration with the Uva Wellassa Women Development Center.

The programme brought together a diverse group of youth participants, including school students, university students, undergraduates, and civil society actors. This diverse participation enriched the discussions by bringing together different perspectives and experiences on democracy, digital citizenship, and electoral participation.

The programme also featured a session by Manjula Gajanayaka, Executive Director of , who shared valuable electoral insights and facilitated engaging discussions throughout the programme, helping participants better understand democratic participation, informed decision-making, and the importance of active citizenship.

It was inspiring to witness the enthusiasm, energy, and active participation of the youth throughout the session. Participants engaged in meaningful discussions, collaborated with their peers, and explored democratic values, responsible digital citizenship, and informed voting through an interactive, game-based learning experience.

Together, we continue empowering young citizens with the knowledge and skills needed to strengthen democracy and promote informed electoral participation.

IRES, in partnership with LIRNEasia , successfully conducted a Digital Voting Awareness Session featuring the "Play Learn Vote" interactive awareness game developed by LIRNEasia.

📍 On 27 June 2026, the Kalutara District programme was held at Garden Beach Hotel, Kalutara, in collaboration with Asia Lanka Social Development Co-operation - ALSDC.

The session was enriched by the participation of Isuru Samaratunga, Research Manager at , who presented the research and evidence that informed the development of the Play Learn Vote game. His presentation provided participants with valuable insights into the research process and the importance of evidence-based voter education.

The programme also featured a session by Manjula Gajanayaka, Executive Director of , who shared valuable electoral insights and facilitated engaging discussions throughout the programme, helping participants better understand democratic participation, informed decision making, and the importance of active citizenship.
