Statement Issued by the Alliance of Organizations of Persons with Disabilities in Lebanon
Organizations of persons with disabilities in Lebanon convened a strategic retreat at the Radisson Blu Hotel in Beirut, with the support of the Arab Organization of Persons with Disabilities, to discuss key developments and emerging challenges related to disability rights. The discussions lasted three days, from Friday, February 6, 2026, until Sunday, February 8, 2026.
Recognizing the critical phase currently facing the disability rights movement, and in light of the regression experienced in recent years, amid declining funding, the impact of the recent war, and the country’s ongoing economic and political challenges, the retreat concluded with the announcement of the establishment of the Alliance of Organizations of Persons with Disabilities in Lebanon.
The Alliance currently brings together nine organizations, most of which meet international standards as representative organizations of persons with disabilities (OPDs). Those that do not yet fully meet the required criteria have been granted a one-year period to regularize their status. The Alliance remains open to other disability organizations and associations that comply with the established standards. The retreat also identified a set of strategic priorities aligned with the principles, provisions, and aspirations of the UN Convention on the Rights of Persons with Disabilities (CRPD), aiming to strengthen inclusion, enhance engagement with persons with disabilities, and promote their empowerment and meaningful participation.
Strategic Priorities
● Legislative Pathway: Advancing national legislation and ensuring the effective implementation of the CRPD.
● National Policies: Monitoring the implementation of the National Disability Rights Strategy and the National Social Protection Strategy.
● Political Rights and Emergency Contexts: Advocating for inclusive electoral legislation, contributing to reconstruction planning, and promoting emergency preparedness plans that fully consider the rights and needs of persons with disabilities.
● Concepts and Services: Harmonizing the understanding of inclusion, strengthening support and care systems, and ensuring accessibility and reasonable accommodation across all sectors.
● Empowerment and Reform: Strengthening grassroots movements and youth organizations of persons with disabilities, supporting the initiative of the Arab Organization of Persons with Disabilities to establish a Youth Forum of Persons with Disabilities, advancing administrative and financial reform, and mainstreaming disability inclusion within the national budget.
● Capacity Building: Promoting the transition toward inclusive systems through training and capacity development, particularly within the public sector.

At the conclusion of the retreat, the General Secretariat of the Alliance was elected as follows:

We extend our sincere appreciation to all organizations that participated in this retreat, as well as to the Arab Organization of Persons with Disabilities and the International Disability Alliance (IDA). We hope that this Alliance will be able to achieve the aspirations of persons with disabilities in Lebanon.

بيان صادر عن تحالف منظمات الأشخاص ذوي الإعاقة في لبنان
عقدت منظمات الأشخاص ذوي الإعاقة في لبنان خلوة عمل في فندق "راديسون بلو" في بيروت، بدعم من المنظمة العربية للأشخاص ذوي الإعاقة، وذلك لبحث شؤون وشجون قضية الإعاقة لا سيما الأمور المستجدة منها. وقد استمرت المناقشات لثلاثة أيام، من يوم الجمعة الموافق للسادس من شهر شباط الجاري، لغاية الأحد الموافق للثامن منه.
وتحسساً بأهمية المرحلة التي تجتازها قضية الإعاقة والتراجع الذي شهدته هذه القضية خلال السنوات الأخيرة، وفي ظل تراجع التمويل وتأثيرات الحرب الأخيرة، والظروف الاقتصادية وسياسية التي تجتازها البلاد، خلصت الخلوة إلى إعلان ولادة تحالف منظمات الأشخاص ذوي الإعاقة في لبنان.
ويضم التحالف حاليًا تسعة منظمات تستوفي غالبيتها المعايير الدولية لكونها منظمات تمثل الأشخاص ذوي الإعاقة، أما تلك التي لا تستوفي المعايير المطلوبة، فقد أعطيت مهلة سنة لإصلاح وضعها، على أن يبقى الباب مفتوحًا أمام المنظمات والجمعيات الإعاقة الأخرى التي تستوفي المعايير المطلوبة. كما خلصت الخلوة إلى تحديد الأولويات التي سيسعى التحالف إلى تحقيقها، وهي تندرج جميعها ضمن مضامين اتفاقية حقوق الأشخاص ذوي الإعاقة وطروحاتها وتطلعاتها؛ كما تصب هذه الأولويات في تعزيز الإدماج وتقوية التواصل مع الأشخاص ذوي الإعاقة وتقويتهم وتمكينهم.
أما الأولويات التي سيعمل التحالف على تنفيذها خلال المرحلة المقبلة فتتلخص بما يلي:
● المسار التشريعي: التركيز على تطوير القوانين الوطنية وضمان تطبيق الاتفاقية الدولية لحقوق الأشخاص ذوي الإعاقة (CRPD).
● السياسات الوطنية: متابعة تنفيذ الاستراتيجية الوطنية لحقوق الأشخاص ذوي الإعاقة وإدماجهم، والاستراتيجية الوطنية للحماية الاجتماعية.
● الحقوق السياسية وحالات الطوارئ: العمل على قانون الانتخاب، والمشاركة في التخطيط لإعادة الإعمار، ووضع خطط الطوارئ التي تأخذ بعين الاعتبار احتياجات الأشخاص ذوي الإعاقة.
● المفاهيم والخدمات: توحيد مفهوم الإدماج، وتعزيز منظومة الرعاية والدعم، وضمان إمكانية الوصول والترتيبات التيسيرية المعقولة في جميع القطاعات.
● التمكين والإصلاح: تمكين القاعدة الشعبية ومنظمات الشباب ذوي الإعاقة، مع الإشارة إلى مبادرة المنظمة العربية للأشخاص ذوي الإعاقة لتأسيس ملتقى الشباب ذوي الإعاقة، والعمل على تحقيق الإصلاح الإداري والمالي، ودمج الإعاقة في الموازنة العامة.
● بناء القدرات: التركيز على التحول نحو الإدماج من خلال تدريب الكوادر، وتحديدًا في القطاع العام.
وفي نهاية الخلوة انتُخبت الأمانة العامة للتحالف، وتضم كلًا من السيدة سيلفانا اللقيس عن الاتحاد اللبناني للأشخاص المعوقين حركيا أمينة عامة، والأستاذ إبراهيم عبدالله عن رابطة الجامعيين اللبنانيين للمكفوفين كنائب أول للأمينة العامة، والدكتور موسى شرف الدين عن جمعية أصدقاء المعوقين كنائب ثاني للأمينة العامة، والسيدة جهدا أبو خليل عن الجمعية الوطنية لحقوق الأشخاص ذوي الاعاقة كأمينة سر للتحالف.
أما المنظمات المؤسسة للتحالف فهي:
الاتحاد اللبناني للأشخاص المعوقين حركيا، والشبكة الجامعة لمناصرة الأشخاص المعوقين، ورابطة الجامعيين اللبنانيين للمكفوفين، جمعية أصدقاء المعوقين، والجمعية الوطنية لحقوق الأشخاص ذوي الاعاقة، مركز التعلّم للصمّ و الإتحاد اللبنانيّ للصمّ والجمعیة اللبنانیة للمناصرة الذاتیة، ومنتدى حقوق الأشخاص ذوي الإعاقة،
وإننا إذ نتوجه بالشكر الجزيل لكل المنظمات التي شاركت في هذه الخلوة، وإلى المنظمة العربية للأشخاص ذوي الإعاقة والتحالف الدولي للإعاقة (IDA)، نأمل أن يتمكن هذا التحالف من تحقيق ما يصبو إليه الأشخاص ذوي الإعاقة في لبنان.
