តំណាងឱ្យអង្គការសង្គមស៊ីវិលក្នុងមហាអនុតំបន់ទន្លេមេគង្គ (GMS) នាយកប្រតិបត្តិ អេច.អេ.ស៊ី.ស៊ី លោក ទឹម វរ៉ា បានចូលរួមកិច្ចប្រជុំពិគ្រោះយោបល់ថ្នាក់តំបន់ នៅទីក្រុងបាងកក ប្រទេសថៃ (ថ្ងៃទី ២៣–២៤ ខែមេសា ឆ្នាំ ២០២៦) ដើម្បីគាំទ្រការរៀបចំសំណើថវិកាជុំទី៨ របស់មូលនិធិសកល ផ្តោតសំខាន់លើការជំរុញ ការបញ្ចប់ជំងឺគ្រុណចាញ់នៅក្នុងតំបន់។

- ពិភាក្សាអំពីរចនាសម្ព័ន្ធគ្រប់គ្រង ការត្រួតពិនិត្យដឹកនាំដោយសហគមន៍ ( ) និងចីរភាពហិរញ្ញវត្ថុផងដែរ។

Representing the CSO platform for the Greater Mekong Subregion, HACC’s Executive Director joined a regional consultation in Bangkok (23–24 April 2026) to support preparation for GC8 of the Global Fund, focusing on advancing malaria elimination in the region.

The meeting brought together CSOs and partners to align priorities for elimination under RAI5, identify key activities across countries, and strengthen strategies for 2027–2029. Discussions also covered governance, community-led monitoring (CLM), GEDSI, and sustainable financing.

ចាប់ពីថ្ងៃទី២១ ដល់២៣ ខែមេសា ឆ្នាំ២០២៦ អេច.អេ.ស៊ី.ស៊ី និងវេទិកាហ្វុនប៉ាម បានសហការជាមួយឃុំ/សង្កាត់ចំនួន ៤នៅខេត្តផ្សេងៗគ្នា រួមមាន សង្កាត់គោកចក (សៀមរាប), សង្កាត់អូរអំបិល (បន្ទាយមានជ័យ), សង្កាត់ខ្សាម (កំពង់ឆ្នាំង) និងសង្កាត់ព្រែកព្រះស្តេច (បាត់ដំបង) ដើម្បីរៀបចំកិច្ចប្រជុំសហគមន៍ និងពិភាក្សាជាមួយភាគីពាក់ព័ន្ធសំខាន់ៗ អំពីការតាមដានដឹកនាំដោយសហគមន៍ (CLM)។

✅ អ្វីដែលបានសម្រេច
• ក្នុងប្រជុំសហគមន៍ (ការប្រមូលទិន្នន័យ ): តំណាងសហគមន៍របស់វេទិកាឌីហ្វុនប៉ាម ដែលជាតំណាងអ្នករស់នៅជាមួយអេដស៍ និងក្រុមប្រជាជនគន្លឺះបានណែនាំអ្នកចូលរួមឲ្យយល់អំពីយន្តការរបស់ CLM និងចែករំលែកមតិត្រឡប់តាមរយៈឧបករណ៍ CLM (QR code) លើប្រធានបទទាំង៦ រួម សេវាបង្ការ, សេវាថែទាំ និងព្យាបាល, កិច្ចគាំពារសង្គម, ការរើសអើង និងមាក់ងាយ, អំពើហិង្សាផ្អែកលើយេនឌ័រ និងសេវាសុខភាពផ្លូវចិត្ត។
• វេទិកាពិភាក្សា (ទិន្នន័យ និងការប្រើប្រាស់ CLM): ភាគីពាក់ព័ន្ធប្រហែល 35 នាក់ (រួមមាន មន្ទីរសុខាភិបាលខេត្ត អ្នកផ្តល់សេវាសុខាភិបាល ក្រុមប្រឹក្សាឃុំ/សង្កាត់ ប៉ូលិស មេភូមិ ក្រុមទ្រទ្រង់សុខភាពភូមិ និងតំណាងសហគមន៍) បានទទួល និងពិនិត្យមើលទិន្នន័យ CLM តាមប្រព័ន្ធ CLM។

👏 ជាមួយនឹងការចូលរួមពីតំណាង អាជ្ញាធរជាតិប្រយុទ្ធនឹងជំងឺអេដស៍ និង National Center for HIV/AIDS,Dermatology and STD, Cambodia (NCHADS) នៅថ្នាក់ជាតិ យើងបានពិភាក្សាអំពីវិធីប្រើប្រាស់ទិន្នន័យ CLM ដើម្បីកែលម្អសេវា និងកម្មវិធី អោយសមស្របតាមមតិត្រឡប់ និងតម្រូវការរបស់សហគមន៍។

📣 HACC & FoNPAM strengthened Community-Led Monitoring (CLM) Implementation

From 21 to 23 April 2026, and collaborated with 4 communes in 4 different provinces—Sangkat Kork Chok (Siem Reap), Sangkat O’ Ambil (Banteay Meanchey), Sangkat Khsam (Kampong Chhnang), and Sangkat Prek Preah Sdach (Battambang)—to organize community sessions and forum discussions with key stakeholders on CLM.

✅ What we achieved
• Community Sessions (CLM Data Generation): community representatives of PLHIV & key populations (MSM, TG, EW, PWID/PWUD) guided participants to learn CLM mechanisms and share feedback using CLM tools (QR code) across 6 thematic areas: HIV prevention, Care & Treatment, Social Protection, Stigma & Discrimination, Gender-Based Violence, and Mental Health services.
• Forum Discussions (CLM Data & Usage): Around 35 invited stakeholders (provincial health departments, health service providers, commune councils, police, village chiefs, community health workers/VHSG, and community representatives) received and reviewed CLM data through the CLM system.

👏 With the participation of representatives from the National AIDS Authority (NAA) and NCHADS (From the National Level), we discussed how to use CLM data to improve HIV services and programming based on community feedback and needs.

ដោយមានការគាំទ្រពី តាមរយៈ UNAIDS Cambodia អេច.អេ.ស៊ី.ស៊ី បានសហការជាមួយ គណៈកម្មាធិការសម្របសម្រួលមូនិធិសកលសម្រាប់ប្រទេសកម្ពុជា និង KHANA Cambodia រៀបចំកិច្ចប្រជុំប្រឹក្សាយោបល់ចំនួន ២ នៅខេត្តសៀមរាប និងខេត្តកំពត ដើម្បីប្រមូលមតិយោបល់ពីអ្នករស់នៅជាមួយមេរោគអេដស៍ និងក្រុមប្រជាជនគន្លឹះ ដើម្បីកំណត់សកម្មភាពអាទិភាព សម្រាប់អនុវត្តក្នុង ជំនួយថវិកាមូនិធិសកលជុំទី៨ (GC8 ២០២៧–២០២៩)។

មានអ្នកចូលរួមសរុបចំនួន ៦៥ នាក់ រួមមាន , TG, MSM, PWUD និង EW ក្នុងនោះប្រមាណ ៨០% ជាក្រុមប្រជាជនគន្លឺះវ័យក្មេង បានចូលរួមចែករំលែកមតិយោបល់។ កិច្ចប្រជុំបានបង្ហាញអំពីដំណើរការ GC8 ការពង្រឹងប្រព័ន្ធសហគមន៍ (CSS) និងសកម្មភាពអាទិភាពដែលបានកំណត់ពីមុន។

សរុបសេចក្តី កិច្ចប្រជុំទាំងនេះធានាថា សម្លេងសហគមន៍ត្រូវបានយកទៅប្រើប្រាស់ក្នុងការកំណត់អាទិភាព និងរៀបចំកម្មវិធីសម្រាប់ថវិកាជុំថ្មី GC8។

With support from DFAT through UNAIDS Cambodia, HACC, in collaboration with CCC and KHANA Cambodia, organized two consultative meetings in Siem Reap and Kampot to gather input from people living with HIV and key populations for the upcoming GFATM Grant Cycle 8 (2027–2029).

A total of 65 participants (80% is young key population), including PLHIV, TG, MSM, PWUD, and EW, contributed to discussions. Presentations covered the GC8 process, community systems strengthening (CSS), and previously identified priority activities.

Key outcomes focused on:
• Prevention: expanding programs for young MSM, PrEP, outreach (including digital and mobile), peer support, legal services, and awareness campaigns
• Care & Treatment: improving service quality, integrating mental health and other health services, strengthening follow-up, and increasing social and economic support
• Community Systems Strengthening (CSS): enhancing coordination, regular stakeholder meetings, community forums, integration of services (HIV/TB/others), and strengthening community-led monitoring ( )
Overall, the meetings ensured that community voices directly inform the priorities and design of the next HIV grant cycle.

លោក សឿម សុផល មន្ត្រី Fonpam និងជាតំណាងអ្នករស់នៅជាមួយមេរោគអេដស៍ និងប្រជាជនគន្លឹះ បានអញ្ជើញចូលរួម និងថ្លែងចំណាប់អារម្មណ៍ក្នុងពិធីបើកសិក្ខាសាលាពិគ្រោះយោបល់ស្តីពី «គោលការណ៍ណែនាំសម្រាប់អនុវត្តការផ្តល់អន្តរាគមន៍បញ្ចូលគ្នា មេរោគអេដស៍/ជំងឺអេដស៍ ជាមួយសុខភាពផ្លូវចិត្ត និងការប្រើប្រាស់សារធាតុញៀន នៅក្នុងប្រទេសកម្ពុជា»។

Mr. Seum Sophal, Fonpam officer and a representative of people living with HIV and key populations, participated and delivered remarks at the opening of the consultative workshop on the “Guidelines for Implementing Integrated HIV/AIDS Interventions with Mental Health and Substance Use in Cambodia.”

He expressed his sincere appreciation to the Royal Government of Cambodia and the Ministry of Health, as well as relevant partners, for their continued support to people living with HIV and key populations. He emphasized the importance of integrating mental health and substance use services into HIV programs to address challenges such as stigma, anxiety, and depression, which affect access to services and treatment adherence.

Mr. Sophal also highlighted the challenges faced by the LGBT+ community, particularly young people, who experience stigma, discrimination, and violence. He further presented the projects and activities of HACC and its partners in supporting mental health and protecting the rights of these communities. Community participation and the Community-led Monitoring (CLM) mechanism were underscored as essential for strengthening the health system.

Finally, he pointed out the impact of decreasing external funding and rising living costs, which place greater pressure on people living with HIV. He called for stronger collaboration to improve mental health, enhance health outcomes, and ensure that no one is left behind.

កិច្ចប្រជុំពិគ្រោះយល់របស់សមាជិកគណៈកម្មាធិការសម្របសម្រួលជំនួយមូលនិធិសកលនៅកម្ពុជា (CCC)

ក្នុងនាមជាអនុប្រធានគណៈកម្មាធិការសម្របសម្រួលជំនួយមូលនិធិសកល (GFATM) នៅកម្ពុជា លោក ទឹម វរ៉ា បានសហការជាមួយលេខាធិការដ្ឋាន CCC រៀបចំកិច្ចប្រជុំពិគ្រោះយោបល់ប្រចាំឆ្នាំជាមួយសមាជិក និងសមាជិកបម្រុងបច្ចុប្បន្ន (CSO/KP CCC Members) ។ កិច្ចប្រជុំនេះត្រូវបានរៀបចំឡើងនៅថ្ងៃទី 2 ខែមេសា ឆ្នាំ 2026 នៅសាលប្រជុំសណ្ឋាគារ KHEMARA ខេត្តកំពត។

គោលបំណងនៃកិច្ចប្រជុំគឺ ដើម្បីធ្វើបច្ចុប្បន្នភាពអំពីវឌ្ឍនភាពនៃការងាររបស់តំណាង NGO/CBO ដែលជាសមាជិក CCC ដើម្បីបង្កើនការយល់ដឹងអំពីរចនាសម្ព័ន្ធនៃ CCC ត្រៀមសម្រាប់វដ្តជំនួយថ្មី GC8 នៃ GFATM និងពិភាក្សាអំពីបញ្ហាប្រឈមក្នុងការអនុវត្តគម្រោង។ មានអ្នកចូលរួមសរុបចំនួន 18 នាក់ តំណាងពីអង្គការដូចជា SSI និង NGO/KP ដែលជាសមាជិក និងសមាជិកបម្រុងនៃ CCC។

បន្ថែមពីនេះ កិច្ចប្រជុំក៏បានផ្តល់ឱកាសឱ្យអ្នករស់នៅជាមួយមេរោគអេដស៍ (PLHIV)/KP ដែលជាសមាជិក និងសមាជិកបម្រុង CCC ទទួលបានការយល់ដឹងបន្ថែមអំពី HIV និង AIDS ជំងឺរបេង (TB) និងជំងឺមេរោគគ្រុនចាញ់ផងដែរ។ តំណាងពីអង្គការ KHANA បានបង្ហាញអំពីអន្តរាគមន៍ពាក់ព័ន្ធនឹង HIV និង AIDS អង្គការ CRS បានបង្ហាញអំពីការថែទាំ និងការព្យាបាល ព្រមទាំងការគាំទ្រទាក់ទងនឹង HIV និង AIDS និងអង្គការ CHC បានបង្ហាញអំពីជំងឺរបេង និងអន្តរាគមន៍ពាក់ព័ន្ធ។
បន្ថែមទៀត អ្នកចូលរួមត្រូវបានបែងចែកជាក្រុមចំនួន 3 ដើម្បីពិភាក្សា និងកំណត់អាទិភាពបទអន្តរាគមន៍សំខាន់ៗ ដើម្បីបញ្ចូលទៅក្នុងកម្មវិធីជាតិពាក់ព័ន្ធនឹង HIV និង AIDS ជំងឺរបេង និងជំងឺគ្រុនចាញ់ សម្រាប់វដ្តជំនួយ GC8 នៃ GFATM។

Annual NGO/KP Member CCC/CCM Meeting

As the Vice-Chair of the Country Coordinating Committee (CCC) of the GFATM in Cambodia, Mr. Tim Vora, in collaboration with the CCC Secretariat, organized the Annual Consultative Meeting with CSO/KP members and alternative members of the current CCC. The meeting was held on April 2, 2026, in the meeting room of KHEMARA Hotel, Kampot Province.

The aim of the meeting was to update progress made by representatives of NGO/CBO as members of the CCC, to increase understanding of the CCC structure, to prepare for the upcoming grant cycle (GC8) of the GFATM, and to discuss any barriers to the implementation of the grant. There were 18 participants representing NGOs, including SSI and NGO/KP members and alternative members of the CCC, who attended the meeting.
In addition, the meeting provided an opportunity for PLHIV/KP members and alternative members of the CCC to gain a better understanding of HIV and AIDS, TB, and malaria. Representatives from KHANA presented HIV and AIDS and related interventions. CRS presented on care, treatment, and support for HIV and AIDS, while CHC presented on TB and its interventions.

Furthermore, participants were divided into three groups to discuss and prioritize key interventions to be incorporated into national programs on HIV and AIDS, TB, and malaria for the GC8 of the GFATM.

Mr. Tim Vora, Executive Director of , participated was invited to present on the engagement of CSOs in strengthening the health care system in Cambodia in the forum between MoH and Health Partners, with support from the Fred Hollows Foundation, at the Courtyard by Marriott in Siem Reap province.

His presentation highlighted HACC’s background, core work, and organizational structure, as well as key contributions to four main pillars: NMCHC, sexual and reproductive health, communicable diseases, non-communicable diseases, and health system strengthening ( ).

ដល់ពេលត្រូវចាប់ផ្តើមអនុវត្តហើយ ដើម្បីបង្កើនថវិកាក្នុងស្រុកសម្រាប់គាំទ្រដល់អង្គការមិនមែនរដ្ឋាភិបាល ក្នុងការឆ្លើយតបនឹងមេរោគអេដស៍ និងជំងឺអេដស៍

អេច.អេ.ស៊ី.ស៊ី សូមថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះ ឯកឧត្តម អៀង មូលី អាជ្ញាធរជាតិប្រយុទ្ធនឹងជំងឺអេដស៍ ដែលបានអនុញ្ញាតឱ្យ​តំណាងអង្គការសង្គមស៊ីវិល ដែលធ្វើការលើ​វិស័យ​សុខាភិបាល និងជំងឺ​អេដស៍ ចូលជួបពិភាក្សាអំពីការឆ្លើយតបនឹងមេរោគអេដស៍ និងជំងឺអេដស៍ ខណៈដែលថវិកាជំនួយពីក្រៅប្រទេស កំពុងថយចុះជាបន្តបន្ទាប់។

បើយោងតាមការបែងចែកថវិកាសម្រាប់កម្មវិធីអេដស៍របស់មូលនិធិសកល (GFATM) សម្រាប់រយៈពេល ៣ ឆ្នាំខាងមុខ (២០២៧–២០២៩) គេរំពឹងថានឹងមានប្រមាណ​ ២៧.៤១ លានដុល្លារ អាមេរិក ដែលបានថយចុះពី ៤១.៥ លានដុល្លារ សម្រាប់ឆ្នាំ​ ២០២៤–២០២៦។

ការពិភាក្សាជាច្រើនផ្តោតយ៉ាងខ្លាំងលើការរួមបញ្ចូល (integration) ការផ្លាស់ប្តូរទិសដៅ (transition) និងការគាំទ្រដល់តួអង្គមិនមែនរដ្ឋាភិបាល ក្នុងការបង្ការ និងឆ្លើយតបនឹងមេរោគអេដស៍ ព្រមទាំងការពង្រឹងប្រព័ន្ធសហគមន៍សម្រាប់ការឆ្លើយតបនឹងមេរោគអេដស៍ និងជំងឺអេដស៍។

កិច្ចប្រជុំបានប្រព្រឹត្តទៅនៅបន្ទប់ប្រជុំរបស់អាជ្ញាធរជាតិប្រយុទ្ធនឹងមេរោគអេដស៍ (NAA) នៅថ្ងៃទី ១ ខែមេសា ឆ្នាំ ២០២៦។

It is time to act now to increase domestic funds for supporting to NGO sector in HIV and AIDS response

HACC extends special thanks to H.E. Ieng Mouly, Chair of the National AIDS Authority (NAA), for allowing representatives of civil society organizations (CSOs) working on health and HIV and AIDS to discuss on the HIV and AIDS response as external funding in Cambodia is gradually declining.

Looking at HIV and AIDS funding from the Global Fund (GFATM) for the next three years (2027–2029), approximately USD 27.41 million is projected, a decrease from USD 41.5 million for 2024–2026.

Extensive discussions focused on integration, transition, and support for non-state actors in HIV and AIDS prevention, as well as strengthening community systems for the HIV and AIDS response.

The meeting took place in the meeting room of the National AIDS Authority (NAA) on April 1, 2026.
