អេច.អេ.ស៊ី.សី និងវេទិកាហ្វុនប៉ាម បន្ត រៀបចំវេទិកាពិភាក្សារវាងសហគមន៍ និងអាជ្ញាធរជាតិ និង ក្រោមជាតិ តាមរយៈយន្តការតាមដានដែលដឹកនាំដោយសហគមន៍ ដើម្បីបង្កើតកិច្ចពិភាក្សាដែលផ្អែកលើភស្តុតាង និងរួមចំណែកលើកកម្ពស់គុណភាពសេវាពាក់ព័ន្ធនឹងមេរោគអេដស៍/ជំងឺអេដស៍សម្រាប់អ្នកផ្ទុកមេរោគអេដស៍ (PLHIV) និងប្រជាជនគន្លឹះ (KPs)។
ចាប់ពីថ្ងៃទី ០៩ ដល់ ១១ ខែមិថុនា ឆ្នាំ ២០២៦ អេច.អេ.ស៊ី.សី និងវេទិកាហ្វុនប៉ាម បានបន្តសហការជាមួយអាជ្ញាធរថ្នាក់ជាតិ និងអាជ្ញាធរមូលដ្ឋាន និងភាគីពាក់ព័ន្ធ ដើម្បីរៀបចំវេទិកាសហគមន៍នៅឃុំ/សង្កាត់ចំនួន ៤ បន្ថែមទៀត រួមមាន រដ្ឋបាលសង្កាត់ ស្មាច់មានជ័យ (ខេត្តកោះកុង) សង្កាត់លេខ៣ (ខេត្តព្រះសីហនុ) សង្កាត់រកាក្នុង (ខេត្តតាកែវ) និងសង្កាត់ក្រាំងអំពិល (ខេត្តកំពត)។
សកម្មភាពនេះត្រូវបានបែងចែកជា ២ វគ្គសំខាន់ៗ រួមមាន វគ្គប្រមូលមតិយោបល់ពីសហគមន៍ និងវេទិកាពិភាក្សាជាមួយភាគីពាក់ព័ន្ធ។
វគ្គប្រមូលមតិយោបល់ពីសហគមន៍ (Feedback Collection)៖
តំណាងវេទិកាឌីហ្វុនប៉ាម តំណាងសហគមន៍អ្នករស់នៅជាមួយមេរោគអេដស៍ ( ) និងប្រជាជនគន្លឹះ រួមមាន បុរសរួមភេទជាមួយបុរស ( ) អ្នកប្ដូរយេនឌ័រ ( ) អ្នកបម្រើការងារកម្សាន្ត ( ) និងអ្នកប្រើប្រាស់/ចាក់គ្រឿងញៀន ( /PWUD) បានណែនាំ ពន្យល់ សមាជិកសហគមន៍ ឱ្យយល់ដឹងអំពីយន្តការរបស់ CLM និងឱ្យចែករំលែកមតិយោបល់តាមរយៈឧបករណ៍ CLM (QR Code) លើប្រធានបទសំខាន់ៗចំនួន ៦ រួមមាន៖
• ការបង្ការមេរោគអេដស៍ (HIV Prevention)
• ការថែទាំ និងព្យាបាល (Care and Treatment)
• កិច្ចគាំពារសង្គម (Social Protection)
• ការមាក់ងាយ និងការរើសអើង (Stigma and Discrimination)
• អំពើហិង្សាផ្អែកលើយេនឌ័រ (Gender-Based Violence)
• សុខភាពផ្លូវចិត្ត (Mental Health Services)
វេទិកាពិភាក្សាស្តីពីការប្រើប្រាស់ទិន្នន័យ CLM៖
ភាគីពាក់ព័ន្ធប្រមាណ ៤០ នាក់ រួមមានតំណាង អាជ្ញាធរជាតិប្រយុទ្ធនឹងជំងឺអេដស៍ National Center for HIV/AIDS,Dermatology and STD, Cambodia មន្ទីរសុខាភិបាលខេត្ត អ្នកផ្តល់សេវាសុខាភិបាល ក្រុមប្រឹក្សាឃុំ/សង្កាត់ នគរបាល មេភូមិ អ្នកស្ម័គ្រចិត្តទ្រទ្រង់សុខភាពភូមិ (VHSG) និងតំណាងសហគមន៍ បានរួមពិភាក្សាអំពីការប្រើប្រាស់ទិន្នន័យ CLM ដើម្បីកែលម្អសេវា និងកម្មវិធីពាក់ព័ន្ធនឹងមេរោគអេដស៍ ឱ្យឆ្លើយតបទៅនឹងតម្រូវការ និងមតិយោបល់របស់សហគមន៍។
សេវាកិច្ចគាំពារសង្គម ត្រូវបានលើកយកមកពិភាក្សានៅខេត្តកោះកុង និងព្រះសីហនុ ខណៈសេវាថែទាំ និងព្យាបាល ត្រូវបានពិភាក្សានៅខេត្តតាកែវ និងសេវាបង្ការ ត្រូវបានពិភាក្សានៅខេត្តកំពត។
សកម្មភាពនេះទទួលបានការគាំទ្រពី National Center for HIV/AIDS,Dermatology and STD, Cambodia ក្រោមគម្រោងពង្រឹងប្រព័ន្ធសហគមន៍ (Community System Strengthening - CSS) ដែលផ្តល់មូលនិធិដោយមូលនិធិសកល (Global Fund)។
HACC and FoNPAMs continue to bring communities and national and local authorities together through Community-Led Monitoring (CLM) forums, creating a space for evidence-based discussions that improve HIV services for PLHIV and Key Populations.
From 09–11 June 2026, HACC continued to collaborate with national and local authorities and stakeholders to organize community forums in four additional communes across different provinces: Sangkat Smach Meanchey (Koh Kong), Sangkat Lek 3 (Preah Sihanouk), Sangkat Roka Knong (Takeo), and Sangkat Kraing Ampil (Kampot).
The activity was divided into two separate sessions: Community Sessions and Forum Discussions with Key Stakeholders.
Community Sessions (Feedback Collection): DFoNPAMs and community representatives of PLHIV and Key Populations (MSM, TG, EW, and PWID/PWUD) introduced participants to CLM mechanisms and encouraged them to share feedback using CLM tools (QR codes) across six thematic areas: HIV Prevention, Care & Treatment, Social Protection, Stigma & Discrimination, Gender-Based Violence, and Mental Health Services.
Forum Discussions (CLM Data & Usage): Around 40 invited stakeholders, including representatives from អាជ្ញាធរជាតិប្រយុទ្ធនឹងជំងឺអេដស៍ , National Center for HIV/AIDS,Dermatology and STD, Cambodia , Provincial Health Departments, health service providers, commune councils, police, village chiefs, community health workers (VHSGs), and community representatives, discussed how CLM data can be used to improve HIV services and programming based on community feedback and needs. Social Protection programs were shared and discussed in Koh Kong and Preah Sihanouk; Care and Treatment interventions were shared and discussed in Takeo; and Prevention interventions were shared and discussed in Kampot.
