On 28 July 2026, 🇺🇳🇰🇭 OHCHR Cambodia, in partnership with the Cambodia Indigenous Youth Association (CIYA) and Indigenous partners, concluded a four-part Capacity Building Training Series for Indigenous Youth on Rights and Legal Frameworks.

📔Throughout the four sessions, Indigenous youth explored Indigenous identity, rights, customary law and traditional governance systems, national and international legal frameworks, and the United Nations human rights system and mechanisms.

✍️Through interactive discussions, group exercises, and experience-sharing, participants strengthened their knowledge of Indigenous Peoples' rights, built practical skills for engagement and advocacy, and expanded networks with peers from diverse Indigenous communities across Cambodia.

“Through the training, I learned about the legal frameworks in Cambodia and at the United Nations that support the rights of Indigenous Peoples. I also learned about youth leadership and the role young people can play in building and supporting their communities for the next generation.” Khen Vathana, Indigenous youth participant from Kampong Thom Province.

👥Participants also exchanged with Indigenous elders, fellow Indigenous youth, human rights practitioners and Indigenous experts, including Mr. Gam A. Shimray, a member of the United Nations Expert Mechanism on the Rights of Indigenous Peoples (EMRIP)

As the programme concluded, participants developed their personal action plans to guide how they will apply their learning, strengthen their engagements and contribute to protecting and promoting the rights of Indigenous Peoples and addressing issues affecting their communities.

សិក្ខាសាលានេះមានអ្នកចូលរួមចំនួន ១៧ រូប រួមមាន (ស្ត្រី ៧ នាក់ និងបុរស ១០ នាក់) មកពីភ្នំពេញ និងតាមបណ្តាខេត្ត។ តាមរយៈការណែនាំបច្ចេកទេស ការផ្លាស់ប្តូរមតិរវាងអ្នកចូលរួម និងការងារជាក្រុម អ្នកចូលរួមបានកំណត់នូវអនុសាសន៍ពាក់ព័ន្ធ ដែលទទួលបានពីការពិនិត្យឡើងវិញជាសកលតាមកំណត់ជុំទី៤របស់កម្ពុជា និងកំណត់ភស្តុតាង ចាត់អាទិភាពដើម្បីពង្រឹងការអនុវត្តសិទ្ធិជនមានពិការភាព។

On 22 July 2026, 🇺🇳🇰🇭 OHCHR Cambodia brought together organizations of persons with disabilities and civil society to discuss progress on implementing recommendations from Cambodia’s Universal Periodic Review (UPR), an intergovernmental UN process in which Cambodia makes commitments on human rights.

The workshop brought together 17 participants including (seven women and ten men) from Phnom Penh and provinces. Through technical guidance, peer exchange, and group work, participants mapped relevant recommendations from Cambodia’s fourth UPR cycle, and identified evidence, priorities for strengthening the implementation of the rights of persons with disabilities.

Participants shared their experiences of living persons with disabilities and their views on how implementation of the UPR recommendations can be effectively implemented. This will feed into the UPR mid-term reporting process.

By supporting inclusive, coordinated and evidence-based civil society engagement, OHCHR Cambodia contributes to more effective follow-up to human rights recommendations, in line with the 2030 Agenda for Sustainable Development, SDG 16 and the principle of “Leaving No One Behind.”

"As deaf people, it is often difficult for us to access information and participate in events. This workshop is a good opportunity for us to learn about human rights and share our experiences. I would like to thank OHCHR for creating this space for dialogue and participation." said one participant.

GENEVA – The UN Special Rapporteur on the situation of human rights in Cambodia, Tom Andrews, will conduct an official visit to from 20 to 31 July 2026.

During the visit, Andrews will assess the state of human rights in Cambodia, including in relation to human trafficking, border conflict, freedoms of expression, association and assembly, and the rights of groups in vulnerable situations.

The Special Rapporteur will meet with Government officials, local authorities, civil society representatives, victims, survivors, among others. He will visit Phnom Pen, Banteay Meanchey and Siem Reap Provinces.

The expert will hold a news conference on Friday, 31 July 2026 at 14:30 local time at Himawari Hotel Apartment, 313 Sisowath Quay Phnom Penh 120207 Cambodia. Access will be strictly limited to accredited journalists. To register, contact Hammad Ahmad: [email protected].

Local budgets play a key role in ensuring that economic, social, and cultural rights become a reality in people’s lives, especially for communities in marginalized situations. When public resources are planned and used based on evidence and human rights principles, local services can support sustainable development for all.

On 16 July 2026, United Nations Human Rights in Cambodia (OHCHR) met with the Coalition for Partnership in Democratic Development (CPDD Cambodia) to discuss preliminary findings and recommendations from a joint study on human rights-based analysis of subnational budgets.

“Evidence-based analysis and strong partnerships are essential to advancing human rights and ensuring that public policies and budgets respond to the needs of all people,” said Matilda Bogner, Representative of 🇺🇳 United Nations Human Rights in Cambodia.

On 10 July 2026, the Country Representative of OHCHR, Matilda Bogner, met with His Excellency Deputy Prime Minister PRAK Sokhonn, Minister of Foreign Affairs and International Cooperation for a courtesy call.

She welcomed the constructive exchange and long-standing cooperation with the Ministry and looked forward to continuing to work with relevant ministries and institutions through dialogue, capacity-building and technical assistance.

🇰🇭🇺🇳 On 9 July 2026, OHCHR Cambodia and the Cambodian Human Rights Committee (CHRC), met with the Government’s Technical Working Group on the Universal Periodic Review (UPR) to identify priorities to strengthen implementation of the UPR human rights recommendations and prepare for reporting on progress, as part of a mid-term review.

The event brought together 23 UPR focal points from 14 government ministries and institutions (3 women and 20 men).

The meeting focused on progress in implementing Cambodia's fourth-cycle UPR recommendations and participants exchanged practical insights on coordination, data collection, and evidence-based reporting

The UPR is a peer-review mechanism where UN Member States make recommendations to support countries in strengthening human rights for everyone. During Cambodia's Fourth UPR Review in May 2024, 100 UN Member States made 275 recommendations to Cambodia. The Royal Government of Cambodia accepted 232 of the recommendations and is now making efforts to implement them.

By supporting technical dialogue, cooperation and inclusive coordination, OHCHR contributes to stronger human rights implementation and reporting systems that help advance accountability, participation and access to rights for all, in line with SDG 16 and the principle of Leaving No One Behind.

🇺🇳OHCHR is committed to working in close coordination with Cambodia’s state institutions, civil society, and other stakeholders to support Cambodia’s efforts to implement UPR recommendations and promote meaningful, rights-based progress for people and communities across the country.
