Possible levels of Participation:
1-Co-decision or Co-management involving a clear sharing of the powers of local authorities with civil society
2-Participation- with a concept of joint construction , mutual listening , with the public interested taking precedence over the interest of parties or individual.
3-Consultation of communities on local priorities
4-Information from local authorizes on the local policies planed and implemented
