Today, the Consortium supported KeNHA in organizing and convening a meeting that brought together representatives from KeNHA, the Consultant, the Consortium, the Wajir County Government and the National Government Administrative Officers (NGAO), including Deputy County Commissioners (DCCs), Assistant County Commissioners (ACCs), and Chiefs.

The purpose of the meeting was to sensitize the participants on the TVET scholarship programme and mobilize them to take the application forms and information to the grassroots, ensuring that eligible applicants are reached across the project area.

Throughout June 2026, the Consortium, together with the contractor, local administration, and community leaders, facilitated inclusive consultations on the proposed KM36 borrow pit to ensure transparent land verification, community consent, and proactive grievance prevention before construction activities commence.

The engagements strengthened dialogue on environmental safeguards, social risk management, fair recruitment processes, and community expectations. Local residents actively contributed recommendations, including transparent labour recruitment through the Labour Committee and prioritising community-driven in-kind investments such as Duksi and Madrasa facilities.

By creating space for open dialogue, collective decision-making, and community ownership, the project continues to demonstrate that sustainable infrastructure is achieved when local voices shape implementation. These consultations not only reduce the risk of future disputes and work disruptions but also reinforce accountability, social inclusion, and shared development outcomes that leave lasting benefits beyond the road itself.

Today, the HOAGDP Consortium successfully conducted a Community Security Working Group Training in Lafaley, bringing together security personnel and community representatives to strengthen collaboration, trust, and coordinated efforts in promoting peace and safety along the project corridor.

The training was organized to strengthen community-security relations as part of the recommendations from the findings of the Perception Survey findings on the use of the security forces in the project.

Participants enhanced their understanding of the Code of Conduct for security personnel, Gender-Based Violence (GBV), Sexual Harassment (SH), and Sexual Exploitation, Abuse, and Harassment (SEAH).

The training also focused on the project's Grievance Redress Mechanism (GRM), including grievance structures and referral pathways, to ensure concerns can be reported, managed, and resolved through accessible and appropriate channels.

By promoting professional conduct, accountability, effective grievance management, and community-centered security approaches, the initiative is helping build stronger partnerships between security actors and local communities while ensuring that infrastructure development is accompanied by the protection, dignity, and well-being of all.

As civil works continue along the HOAGDP corridor, the HOAGDP Consortium—through APID, the Kenya Red Cross, and Wajir Peace and Development Agency (WPDA)—conducted toolbox meetings at the Wargadud and Hungai camps.

The sessions reinforced the importance of workplace safety, adherence to the project's Code of Conduct, and preventing social risks, including GBV, SEA/SH, child protection concerns, conflict sensitivity, and respectful engagement with host communities. The Consortium successfully facilitated monthly Grievance Redress Committee (GRC) meetings across Kotulo-Wajir, Hungai, Kotulo-Mandera, Wargadud, Tarbaj, and Lafaley over the last month, bringing together community members, local administration, contractors, consultants, and project teams to strengthen dialogue, accountability, and collaboration.

These meetings provided a platform to review project progress, address grievances, and agree on practical actions around employment opportunities, water access, in-kind compensation projects, safety, and grievance resolution. Across the sites, communities raised concerns on delayed project commitments, water scarcity, road safety, dust, labour recruitment, and protection of project assets. In response, commitments were secured to accelerate pending in-kind projects, improve communication and transparency, strengthen labour committees, enhance grievance tracking, and support technical solutions for water access and infrastructure challenges.

A key highlight was the active participation of women, who contributed meaningfully to discussions on community welfare, employment, accessibility, and accountability, ensuring community feedback reflected diverse perspectives.

Creating safe, inclusive, and accountable workplaces remains central to sustainable infrastructure development. A recent GBV/SEA safeguarding and gender assessment mission at Wargadud Camp was undertaken to strengthen prevention measures, assess compliance, and reinforce a culture of respect and protection across project sites.

The assessment identified critical gaps in awareness of Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH), and reporting mechanisms, particularly among newly recruited workers. It also highlighted the need for more gender-responsive facilities and stronger supervisory oversight to reduce safeguarding risks and promote workplace inclusivity.

In response, targeted sensitization sessions were conducted for workers, supervisors, and HR personnel across Wargadud, Hungai, and Lafaley camps. Awareness materials, referral pathways, and GBV toll-free contacts were disseminated, while 15 newly recruited workers signed the GBV/SEA/SH Code of Conduct following training.

Although no cases were reported, the mission underscored the importance of proactive monitoring, continuous learning, and strengthened safeguarding systems to protect workers, uphold dignity, and foster a safe environment for all.

Over two impactful days, the Consortium and project stakeholders conducted community engagement sessions to address emerging social risks and strengthen support for the ongoing road construction project. Bringing together government officials, security agencies, community leaders, elders, youth representatives, contractors, consultants, and local residents, the discussions focused on promoting peaceful coexistence, resolving misunderstandings linked to inter-community border disputes, and enhancing understanding of project activities.

Stakeholders reaffirmed that the road project is a shared public investment that transcends territorial and clan boundaries, offering benefits such as improved connectivity, enhanced security, increased trade, better access to services, and economic growth. A joint site visit provided practical insights into material extraction, environmental restoration, safety measures, and equitable access to project opportunities, including local employment and supply contracts.

The engagements concluded with renewed commitments to dialogue, transparency, grievance resolution, and collective ownership of the project, fostering unity, trust, and sustainable development for all communities along the corridor.

A reconnaissance mission led by Newtech Africon successfully verified 38 proposed CSR project sites across Wajir County in a quest to transform connectivity and strengthening communities. Under the Horn of Africa Gateway Development Project (HoAGDP) in Wajir.

This initiative seeks to go beyond roads by supporting water access, health facilities, and education infrastructure that directly respond to community priorities. Through field assessments, stakeholder consultations, GPS verification, and social risk observations, the exercise reinforced the importance of inclusive planning and evidence-based implementation.

Key findings highlighted the need for stronger stakeholder engagement, resolution of land ownership concerns, and improved data consistency to mitigate potential conflicts. Encouragingly, communities expressed strong support for the project and its development potential.

Effective monitoring, transparent communication, and continuous community engagement remain central to ensuring sustainable and people-centered project delivery.

Across Kotulo, Tarbaj, Hungai, Lafaley, Halane, and Wagberi, GBV Watch Groups continue to demonstrate the transformative power of community-led safeguarding and grassroots protection systems. Through household outreach, sensitization forums, patrols in high-risk areas, and survivor-centered referrals, the groups are strengthening awareness on Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), child protection, and safeguarding practices within vulnerable communities.

From a Monitoring, Evaluation, Accountability, and Learning perspective, the initiative has generated measurable progress in community trust, early reporting, and access to referral pathways. Increased willingness among survivors and community members to disclose concerns reflects growing confidence in the Watch Groups as credible, accessible, and responsive protection actors. Their collaboration with local leadership and security stakeholders has further strengthened community-based accountability and prevention mechanisms.

The distribution of reflector jackets also enhanced visibility, legitimacy, and operational accessibility for Watch Group members, improving responsiveness and coordination within project communities.

These findings reaffirm that locally rooted protection structures remain essential in advancing safer, informed, and more resilient communities through continuous engagement, adaptive learning, and people-centered safeguarding approaches.
