We held a community consultation in Dodha bringing together local leaders, residents, and project teams to discuss the proposed extension of the KM14 borrow pit. The meeting created an open, respectful space to share information, listen to concerns, and ensure community voices guide decisions. Covering 15.78 acres, the project and compensation plans were clearly explained to promote transparency and trust.

The community warmly welcomed the proposal and demonstrated strong cooperation, suggesting a school fence as an in-kind project to protect children and learning spaces. While expressing support, residents also raised concerns about fair access to jobs and benefits. The project team encouraged continued engagement through local leadership structures to address these needs.

With shared commitment, the process highlighted the importance of inclusive dialogue, mutual respect, and prioritising community well-being to build a partnership that delivers lasting, positive impact for all.

Wajir HOAGDP Consortium held a community consultative meeting to discuss request to open two borrow pits at Km 8 and Km 12 for road construction. We took the opportunity to inform the community about procedures, legal requirements, and ensure participation in decision-making.

Community and NGAO leaders present clarified administrative boundaries and acknowledged drought challenges affecting attendance. While the community supports the road project, they raised concerns about challenges faced in the past around open borrow pits including environmental risks due to poor rehabilitation and lack of fencing.

The community recommended safer, alternative sites further from settlements. The contractor committed to fencing, providing security, and restoration measures, and proposed an in-kind community development project.

HOAGDP Wajir Consortium conducted GBV/SEA toolbox sessions at Lafaley and Wargadud Camps in the month of February, strengthening worker awareness on prevention, reporting mechanisms, and survivor-centred response. Through discussions and practical exercises, participants gained skills to identify risks and respond appropriately. At Lafaley, 90 workers, security staff, and the Labour Committee met following an incident where 30 workers were assaulted.

The session reinforced a strict zero-tolerance policy on violence, while affected workers received psychosocial support. Child protection and legal frameworks on child labour were also highlighted to promote safer work environments. At Wargadud, 53 participants reaffirmed their commitment to ethical conduct and signed the Code of Conduct. Workers also raised concerns about the absence of first aid and nearby medical services. Overall, the sessions strengthened safeguarding awareness, accountability, and collective responsibility for protecting workers and vulnerable community members.

The Sub-County Grievance Redress Committee (GRC) met on 25 February 2026 at the Tarbaj DCC Office to review project progress, community concerns, and grievance management. Key discussions focused on delays in bush clearing due to a land dispute, accountability in water distribution, and gaps in communication regarding employment opportunities and a promised borehole.

The committee agreed to strengthen coordination through regular quarterly meetings, develop an action matrix to track resolutions, and address grievances through the established GRM. Measures were also proposed to improve transparency, including standardised water delivery documentation, fair water distribution among local bullas, and increased community engagement forums to enhance communication, resolve disputes amicably, and minimise potential political interference.

On 25 February 2026, consortium representatives, the contractor, and the area Chief conducted a pre-site visit to inspect the existing borrow pit at Km 14 and a proposed 15-acre extension for sourcing road construction materials.

The team engaged the community members, assured them of project transparency, and advised them to present their grievances at the upcoming community engagement forum.

A follow-up discussion with the Lafaley GRC chairman acknowledged the concerns and committed to addressing them through the project grievance mechanism, verifying land ownership, clarifying employment commitments, strengthening community engagement, and securing formal agreements for continued access.

In January, we conducted safe space efficiency and safety survey in the eight in-school Safe Space Clubs to support vulnerable learners affected by the project environment. These clubs provide safe, non-judgmental spaces where students can share concerns, access guidance, and receive peer support.

Members were sensitized on Gender-Based Violence (GBV), including Sexual Harassment (SH), Sexual Exploitation and Abuse (SEA), child labour, and other forms of abuse. Learners were also guided on self-protection, reporting channels, and available referral services.

This efficiency and safety perception survey was conducted across all eight schools to assess effectiveness, safety, and sustainability. Findings will help strengthen the clubs and ensure continued protection and meaningful support for learners.

To better represent and address community needs, the Consortium, Contractor, Consultant, and local administrators convened our monthly Grievance Redress Committee (GRC) meetings for the month of January across Kotulo, Wargadud, Hungai, and Tarbaj. These meetings sort to address community concerns and strengthen safeguards under the HoAGDP Wajir Consortium.

Key discussions focused on progress of in-kind compensation projects, water access challenges, road safety concerns, and governance integrity. Commitments were made to construct road ramps in Kotulo, fast-track delayed projects in Wargadud, and strengthen child protection and access controls in Hungai.

Across all locations, emphasis was placed on transparency, timely grievance resolution, quality assurance, and maintaining community trust through accountable project implementation.

Last month, we held Social Safeguards Coordination Meeting to strengthen collaboration and ensure smooth project implementation.
Chaired by the Lot 2 Resident Engineer, the meeting brought together representatives from the Consortium, Contractor team, and Consultants to review key issues including project workers’ and community grievance closure, environmental and social safeguards, stakeholder engagement updates, and materials site agreements and compensation.

The team emphasized timely grievance resolution, proper documentation, and accelerated implementation of community in-kind projects to prevent social risks and project delays. Clear action points were assigned to partners to enhance accountability, coordination, and service delivery to host communities.

Over four days, the Hoagdp Consortium Wajir team conducted targeted workers’ sensitization sessions on Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), Sexual Harassment (SH), and Child Protection across Kotulo, Wargadud, Hungai, and Lafaley camps. The sessions aimed to strengthen awareness, prevention, and accountability among project workers.

We guided the participants through key concepts, risk factors, and consequences of violations, with strong emphasis on acceptable conduct, protection of vulnerable groups, and individual responsibility. We also oriented project workers on the GBV/SEA Code of Conduct, its mandatory nature, and consequences of non-compliance, reinforcing ethical standards through signed commitments.

The sessions reached a significant number of staff, improved understanding of reporting pathways, and created space for open dialogue on real-life scenarios. This exercise strengthened a shared commitment to safe, respectful, and survivor-centered project environments.

To strengthen accountability, visibility, and safety at the community level, branded reflector jackets have been provided to members of the Grievance Redress Committee (GRC). This initiative supports more effective field engagement by ensuring community members can easily identify authorized GRC representatives, reinforcing trust, accessibility, and transparency in the grievance redress process.

The reflective design enhances personal safety during site visits, inspections, and community interactions; especially in low-visibility conditions - while the branding promotes professionalism and a clear sense of responsibility among committee members. By formalizing the presence of the GRC on the ground, the initiative reinforces their mandate as trusted custodians of community concerns.

Expected outcomes include increased community confidence in the GRC, faster grievance reporting and resolution, improved safety for committee members, and a more credible and efficient grievance redress system overall. This is a practical step toward responsive, people-centered project implementation.

We recently conducted a targeted verification survey across 24 approved in-kind community projects along the Wajir–Tarbaj–Kotulo road corridor following delays in implementation. Through site visits and open consultations, the assessment covered schools, mosques, water systems, boreholes, staff quarters, and administrative facilities.

Findings showed that only 46% of projects had started, with just 21% completed, while several remaining projects are planned to start off in the course of this February. Communities highlighted prolonged delays and limited communication on challenges that have completion of these projects.

To restore confidence and protect the project’s social performance, we are prioritizing time-bound recovery plans, regular community progress updates, quality re-inspections, and closer tracking of in-kind projects through the GRM.
