in Articles 1 and 2 of the Constitution of Kenya, 2010, which
emphasizes that ‘sovereign power belongs to the people’ and
can be exercised directly or through representation. Article 10
the Constitution 174 (c) and (d) – the objects of devolution and
Fourth Schedule Part 2, Section 14 makes public participation
a function of county governments.
