RECONCILE in collaboration with ILRI FAO Kenya ICPAC is implementing the Regional Programme on Pastoralism and Livestock for Climate Change Adaptation in Eastern Africa (PLACE). The four years initiative funded by the European Union aim to build sustainable climate-resilient pastoral systems across Eastern Africa. Implemented in four cross-border clusters — Bahr el-Arab/Kiir, Karamoja, Mandera, and Mara-Serengeti — the programme spans seven countries: Ethiopia, Kenya, Somalia, South Sudan, Sudan, Tanzania, and Uganda.

RECONCILE leads the environmental pillar through the Participatory Rangeland Management (PRM) process and the social pillar by supporting national pastoral associations and advocacy efforts. At the Kabele level, RECONCILE convenes Rangeland Management committees (RMCs) of government and community to jointly plan and oversee implementation. These RMCs ensure the community level plans are adopted and implemented by the whole community to improve project quality.

RECONCILE met with RMCs established in Nakonyen Karamoja cluster, Torosoi in Mara Serwngeti cluster and Boryale Mandera cluster to:

Support the community in developing their implementation plan and identify gaps that need to be bridged. The community prioritized water, invasive species management, pasture production, livestock management and community engagements. The RMC further presented the action plan to the larger community during the project awareness session in Boryale. The awareness session reinforced collective understanding of PRM, enhanced visibility, and raised awareness on rangeland governance — underscoring the programme’s role in shaping sustainable pastoral futures.

At the District /County level, RECONCILE convenes Technical Working Groups (TWGs) of government, community, and partners to jointly plan, approve budgets, and oversee implementation. These TWGs ensure legitimacy, strengthen collaboration, and harness government expertise to improve project quality.

RECONCILE joins other stakeholders in commemorating the African Pastoralists Women Gathering (APWG) in Uganda in support of International Year of Rangelands and Pastoralism (IYRP) 2026. The gathering was convened under the rallying theme “Voices from the Rangelands: African Pastoralist Women Rising for Land Rights, Climate Justice, Equity, and Peace”. This woman gathering aims to strengthen the voices of African pastoralist women and girls to advance policy influence, and continental solidarity for pastoralist women. It is envisaged that the gathering will
1. Influence regional and national policy frameworks on land governance, pastoralism, and women’s rights by amplifying grassroots perspectives.
2. Facilitate cross-regional learning and storytelling across the Horn of Africa, Sahel, Southern Africa, and beyond, addressing shared challenges such as climate stress, gender inequality, and resource-based conflicts.
3. Co-develop a Pan-African Women’s Charter for Rangelands and Resilience, setting out shared values, demands, and a unified agenda for IYRP 2026 and beyond.
4. Strengthen transboundary networks of pastoralist women leaders, civil society actors, and policymakers to catalyze collective advocacy and peacebuilding.
5. Position pastoralist women as central actors in climate justice, land restoration, and community resilience, redefining their roles not only as caretakers but also as strategists and change agents.
