The Former Nairobi Town Clerk Mr. Phillip Kisia and Mrs. Caroline Ndungu held a meeting with the WEA Poli-Economy Team led by the WEA Chairman Mr. Liyala Omulisya.They discussed about development of Nairobi County. Phillip Kisia is a Nairobi Gubernatorial Aspirant in the forthcoming by -election while Caroline Ndungu is his Deputy.

PRESS STATEMENT

WESTERN ELITES ASSOCIATION (WEA) VIEWS ON THE BBI REPORT

The BBI has set the country into a constitutional process that needs the attention of all Kenyans.
As WEA, we have read the BBI Report and have views.Western Elites Association (WEA) is a registered Association that promotes togetherness, empowerment and sustainable development among people in and from Western Kenya .
Below are our views:

1.Benefits to communities living in areas with natural resources and import-export corridors.

Communities living in areas with natural resources have continued to live in poverty while the government benefits and uses revenue from these natural sources to develop other regions.

The BBI steering committee should recommend a fair sharing formula whereby 10% of the revenue from natural resources should be allocated to communities in areas with natural resources, 20% to the County government and 70%to the National government.

The petroleum Act of 2019 has shown that it’s possible by allocating 5% of the oil revenues to the communities in Turkana, 20% to the County government of Turkana and 75% to the national government.

In this regard, we call for the formulation and implementation of the Gold Act that will ensure 10% from gold in western region is allocated to communities in the Lirhanda corridor areas, 20% to the County governments in the Lirhanda corridor and 70% to the national government.

The government should pursue and speed up the formulation and implementation of this Gold Act as the only way of seducing and convincing people in Western region that indeed BBI is beneficial to them.

Leaders from Western region are called upon to join this course. We also to call upon the government to fully disclose the details of The Acacia Mining Deal.

The BBI steering committees should recommend an extra percentage from the national government to be allocated to import and export corridors like Busia County which has Malaba border.

This corridor contributes immensely to the development of this country and is therefore a shame that Busia County doesn’t benefit from this as evidenced by low development standards in the County .
The extra revenue shall be used to improve and develop the corridors.

2.Sharing of added parliamentary positions.

BBI proposes an addition of 70 MPs. The distribution of these MPs should be based on population density as informed by the 2019 census results. Densely populated constituencies are the under represented ones. The sharing formula should however be fair; one county should not be allocated more than one fifth of slots because under BBI, MPs will determine who becomes the prime minister and opposition leader. Their legislation role can also not be assumed.

3.nclusivity in sharing executive position

The BBI steering committee now needs to detail how the recommended and existing executive positions will be shared by each tribe using a formula to promote and comply with the inclusivity agenda.

Executive positions are many including but not limited to the Prime Minister and his Deputies Ministers Ambassadors, Parastatal CEOs, Members of Commission and Vice Chancellors of Universities

We have adequate positions for every community in Kenya. The culture of winner take it all is one of the reasons behind post-election violence and division in the country.
We are offering to give the steering committee a solution in this matter using a formula. In fact it is the core to the attainment of other proposals. The formula is:

Number of Executive Positions divide by
Number of Tribes in Kenya

After getting the average number of positions each tribe should get, we then use current population census to determine which tribe will get the highest number of positions. The most populous tribe will receive the highest number positions.

No region should be allocated more than two cabinet secretaries and permanent secretaries. No tribe should be allocated more than one seventh of higher weight positions like ambassadors.
This will always guide the president in his appointments. Hitherto, Presidents have continued to reward those communities that voted them most ,a factor you cannot ignore in the allocation matrix.

4.Revival of collapsed and collapsing industries.

The BBI steering committee should recommend that collapsed and collapsing industries should be revived for job creation and sustainable development. Western region is the most hit with its factories like Mumias Sugar Company on its knees.

5.Rotational Presidency

Only rotational presidency by each of the 8 regions will ensure inclusivity. Otherwise an open market election will always favour large ethnic groupings

We urge Kenyans to read and understand the BBI report because it will greatly affect their current and future.
We also request H.E the President to open a window for amendments of the report and further all-inclusive consultations on the contents of the report as one of the ways of building a united Kenya

WEA held a Press Conference in Nairobi to air views on the BBI Report.The Association advocated for a fair sharing formula that will ensure communities in Western Kenya benefit from the gold in Kakamega the way it was done for the Turkana oil, a fair sharing formula of the 70 added Parliamentary seats ,inclusivity in sharing of Government Executive positions, revival of collapsed and collapsing industries, rotational presidency ,addition of revenue to counties with borders like Busia for development because they largely contribute to the development of Kenya through imports and Exports.Present were :the Chairman of WEA Mr.Liyala Omulisya ,Ambassador David Kikaya, Wycliffe Alutalala and Boniface Shimwati .
