ONAGI COMRADES & YOUTHS ALLIANCE (OCYA)
OFFICIAL MEMORANDUM
Date:30th June 2026
Subject: Justice for Cecil Odhiambo Ouma
The Onagi Comrades & Youths Alliance (OCYA) expresses its deepest sorrow and strongest condemnation following the tragic death of our fellow member, Cecil Odhiambo Ouma, a Civil Engineering student at the Technical University of Kenya, who reportedly lost his life after being shot by a reckless bodyguard at Kariokor
A meeting intended to foster peace should never end in bloodshed. The loss of a young life under such circumstances is heartbreaking and raises serious concerns that must not be ignored.
We categorically state that if any offence had been committed, the law provides clear procedures for arrest, investigation, and prosecution. No one should be deprived of life where lawful alternatives exist. Every life matters, and every public officer or security personnel entrusted with authority must exercise it responsibly and within the law.
We therefore demand:
✍️An immediate, independent, and transparent investigation into the circumstances surrounding Cecil Odhiambo Ouma's death.
✍️The suspension and prosecution of any individual found responsible, without fear, favour, or political interference.
✍️A public release of the investigation findings and full accountability before the law.
✍️Justice for the family, fellow students, comrades, and every Kenyan youth who now fears for their safety.
We send a clear message to the relevant authorities: the youth of this country will not accept a culture of impunity. We will continue to pursue justice through every lawful and constitutional avenue available until the truth is established and those responsible are held accountable.
Silence in the face of injustice only breeds more injustice. Accountability is not optional—it is a constitutional duty. The government must demonstrate that no person is above the law and that the life of every Kenyan, especially every young person, is protected equally.
We stand united with Cecil Odhiambo Ouma's family in prayer, solidarity, and unwavering support. His memory strengthens our resolve to continue advocating for justice, accountability, and respect for the sanctity of human life.
Justice for Cecil Odhiambo Ouma. Justice for every Kenyan youth. Justice must not only be promised—it must be delivered.
