A REMARKABLE DAY IN OUR COUNTRY IN DISABILITY INCLUSION
PRESIDENT WILLIAM RUTO HAS ASSENTED TO THE PERSONS WITH DISABILITIES BILL (2023)
In a landmark legislation, sponsored by Senator , repeals the outdated 2003 Act and establishes a robust, constitution-aligned framework for Persons with Disabilities (PWDs), at State House Nairobi today, President William Ruto has assented to the Persons with Disabilities Bill 2023.
A new progressive law that guarantees and affirms the rights of PWDs to education, employment, healthcare, political participation while mandating both National and County Governments and indeed the private sectors to fulfill their obligations.
Key provisions include:
✅Lifetime income tax exemption certificates for those with permanent disabilities,
✅Tax relief for parents and caregivers,
✅Monthly stipends for full-time caregivers, and
✅Strict penalties for rights violations.
The law also recognizes and protects the rights of the neurodiverse community and promotes gender balance in Parliament, marking a significant step toward a more inclusive Kenya
President commits to upholding the dignity and rights of persons with disabilities (PWDs) in our country. By strengthening legal frameworks, He is dismantling the systemic obstacles that have long excluded them from vital services and opportunities.
This is a great day for us and for me personally as an autistic person knowing that for the very first time our community is now being recognised in the Kenyan society
The bill aligns with article 54 of our constitution and the UN CRPD which Kenya ratified in 2008
