HENNET, together with the Ministry of Health – Department of Public Health, convened a high-level consultative meeting bringing together development partners, civil society, and community organizations to reflect on practical pathways to strengthen Kenya’s public health sector and accelerate progress toward Universal Health Coverage.

Discussions emphasized the need to align collective efforts with national priorities, enhance coordination, and invest in community-driven solutions that reinforce primary healthcare, disease prevention, and health promotion.

There was a shared recognition that sustainable impact will only be achieved through strong, results-oriented partnerships grounded in accountability, transparency, and a common purpose.

The meeting also mobilized support for the upcoming Kenya Public Health International Conference (KEPHIC 2026), inviting partners to actively engage in planning and resource mobilization. The conference presents a strategic platform to position Kenya as a regional leader in public health, climate action, and health security.

The Every Woman Every Newborn Acceleration Plan, a critical framework intended to drive county-level prioritization, coordination and accelerated implementation of maternal, newborn and child health (MNCH) interventions was a strategic outcome discussion in today's meeting. It provides strategic direction aligned to national commitments on reducing maternal and neonatal mortality and advancing RMNCAH outcomes.

HENNET and the Ministry of Health reaffirm their commitment to deepening collaboration with all stakeholders to build a responsive, inclusive health system that delivers improved health outcomes for all Kenyans.

HENNET participated in a stakeholder engagement convened by the Social Health Authority (SHA) bringing together contracted mental healthcare providers to advance discussions on mental health coverage under the Social Health Insurance framework.

The session was officially opened by Mercy Mwangangi, CEO of the Social Health Authority, who set a clear and urgent tone on the need to strengthen mental health services across the country. She emphasized SHA’s commitment to ensuring that all health facilities operate under SHA contracts that explicitly include mental health services.

A key milestone highlighted was the introduction of temporary identifiers for patients under 18, an important step towards improving equitable access to mental health care for children and adolescents.

To enhance accountability and quality of care, SHA is prioritizing the development of comprehensive mental health benefit packages alongside standardized treatment protocols. The CEO underscored that mental health remains a critical public health priority and clarified that the use of Ketamine for treatment is not approved in Kenya.

With over KES 156 billion mobilized since inception, SHA continues to drive progress towards sustainable healthcare financing. Stakeholders were urged to amplify public awareness and accelerate registration to ensure no one is left behind in accessing essential health services.

HENNET reaffirms its commitment to supporting inclusive, equitable, and well-financed mental health systems as part of Kenya’s broader journey toward Universal Health Coverage.

‎Members of Parliament (MPs) in Kenya have played a pivotal role in advancing sustainable immunization financing following the Istanbul Call to Action. Through continued engagement and advocacy led by HENNET, MPs signed commitments to champion increased and timely allocation of resources for immunization, translating political pledges into concrete budgetary and oversight action.

‎In FY 2025/2026, the Government of Kenya allocated KSh 4.6 billion to the national immunization programme, reflecting a strengthened commitment to domestic resource mobilization and co-financing. Approximately 62% of Gavi co-financing obligations have been met and released in a timely manner, significantly reducing procurement delays and ensuring continuity in vaccine supply.

‎Improved coordination between the Ministry of Health and the National Treasury has further enhanced the efficiency of fund disbursement, enabling earlier releases and better alignment with programme implementation timelines.

‎Result: These gains signal a transition from fragmented and delayed funding toward a more predictable, timely, and domestically driven immunization financing framework, demonstrating the impact of sustained civil society engagement and parliamentary leadership in strengthening health systems.

Following the Istanbul Call to Action on Immunization Financing (April 2025), Kenya has accelerated its transition toward a sustainable, domestically financed immunization system. With Gavi transition anticipated by 2029, the country is prioritizing predictable financing, strengthened political leadership, and enhanced system coordination to safeguard and expand immunization gains.

On 12th March 2026, the Parliamentary Caucus on Immunization Financing was formally established, marking a significant milestone in elevating immunization as a national policy and financing priority. The formation of the caucus reflects growing political commitment to sustainable immunization financing and provides a structured platform for legislative oversight, advocacy, and cross-party collaboration in support of Kenya’s transition from external support.

Establishment of the Parliamentary Caucus on Immunization Financing:

1. Increased parliamentary engagement in budget advocacy, oversight, and policy support
2. Elevation of immunization financing as a national legislative priority

Caucus Leadership Structure:

The caucus leadership was proposed and agreed upon by members as follows:
1. Chairperson: Hon. (CPA) Kuria Kimani – Member of Parliament
Co-Chairs:
2. Hon. Irene Mayaka – National Assembly
3. Hon. Consolata Wakhabubi – Senate
Whips:
4. Hon. Bishop Emeritus Dr. Jackson Kosgei, CBS
5. Hon. Dorice Aburi Donya

It was further agreed that additional leadership roles would include committee representatives drawn from the Finance, Health, and Budget Committees of both Houses of Parliament, strengthening coordination between the caucus and key parliamentary oversight structures.

The caucus reflects stronger political ownership, structured parliamentary leadership, and enhanced accountability for immunization financing.
