Let us take this great opportunity to comment on the New Disability Act, which was recently signed into law by His Excellency Dr. William Samoei Ruto.
First, we say congratulations and also express our deep gratitude to Your Excellency for recognizing the rights of persons with disabilities (PWDs) in Kenya.
However, as much as the new Disability Law clearly outlines the right to education, right to employment, and the right to assistive devices, we urge the government to ensure this law is fully implemented in practice.
We specifically request:
Access to quality and inclusive education for learners with disabilities.
Provision of the learning materials and a supportive environment they need to succeed.
Availability of high-quality assistive devices for people with physical disabilities.
We are raising these concerns because we have received complaints from PWDs that:
They are not receiving proper learning materials, and
Some assistive devices, particularly prosthetic limbs, are of poor quality.
While we recognize the effort made by organizations like APDK in distributing assistive devices, we have heard serious concerns from users that some prosthetic limbs ("claps") are uncomfortable, cause pain, and even lead to wounds due to substandard materials or poor fitting.
Therefore, we humbly request:
The National Council for Persons with Disabilities (NCPWD),
APDK, and
All other stakeholders in disability mainstreaming
To come together and develop a clear national framework to ensure that persons with disabilities have access to:
High-quality assistive devices,
Inclusive learning materials, and
Everything needed to live with dignity, comfort, and full participation in society.
