Our program officer attended the Tisa Kenya Bi-Annual Agenda Setting Meeting. The meeting aimed to strengthen local CSOs' capacity to fight corruption, in partnership with Transparency International Kenya and Konrad Adenauer Stiftung Kenya, co-funded by the European Union in Kenya.
The session covered the accountability framework local CSOs can use: the Ethics and Anti-Corruption Commission, the Anti-Corruption and Economic Crimes Act, the Leadership and Integrity Act, the Office of the Controller of Budget, the Auditor General, and the Commission on Administrative Justice. Participants also unpacked the Access to Information Act and the Data Protection Act, and discussed how public agencies sometimes use the Access to Information Act itself as a reason to withhold information rather than share it.

Our program officer attended an ODSS review meeting, organized by a network supported by Amref, this past Monday, and it was a good one. We went through what it really takes to hold an organization together: constitutional requirements, human resource policy and guiding principles, project management, and finance management. A lot of the discussion centered on resource mobilization, moving toward building the capacity to generate resources from within rather than relying so heavily on donations.
A few gaps came up too, particularly around reinforcing policy and tightening budget tracking. But there's a clear path forward, with a constituted board, approved policies, a defined resource strategy, and a stronger financial structure all part of what's ahead. Great accountability and transparency is required for Isukha central fish hatchery. Out of the 34.2 million allocated only 5.6 million was accounted for. This project has to be completed the community needs to take ownership of it and government actors should follow up till it's completed and beneficial. How can communities take ownership of development projects within their wards?! The isukha central fish hatchery has been facing various challenges;
√ The fingerlings provided were supposed to be given at ksh. 1 but they were later sold at ksh.12
√ The officials selected to be in charge of the project dropped out
√ Some of the feeds provided were maintained for self gain and some even began selling them.

Today we get to hear from the community benefiting from the project.
The Fish Hatchery represents a significant public investment that has yet to benefit the community it was designed to serve. This community engagement forum offers a valuable opportunity to bring stakeholders together, surface community priorities, and chart a practical path toward reviving the project for the benefit of fish farmers in Isukha Central Ward and the wider Shinyalu Sub-County.

Despite this major infrastructural investment, Isukha central fish hatchery has remained completely non-functional and largely unused since 2023, yielding zero economic or development benefit to the community. This directly impacts and affects livelihoods of the local ward fish farming groups, and approximately 1,500 fish farmers across the wider Shinyalu Sub-County who rely on external, expensive sources for fingerlings and feed. In the Financial Year 2019/2020, approximately KSh 34.2 million was allocated by the county government for the establishment of the Isukha Central Fish Hatchery. Completed in 2023, this significant public asset features a main storage area for fingerlings, offices for management staff, dug-out fish maturation ponds, a dedicated land site, and installed fish feed preparation equipment.
