President William Ruto said Monday that his ruling United Democratic Alliance and the Orange Democratic Movement had agreed to establish two joint committees, a move that signals an effort to turn Kenya’s broad-based governing arrangement into a more formal political alliance ahead of the August 2027 general election.

The two parties will each appoint five members to a committee tasked with drafting a joint manifesto and another five-member team to develop a framework for a coalition agreement, according to Mr. Ruto.

The announcement followed a three-day retreat in Naivasha, Nakuru County, attended by 312 members of Parliament, 48 senators, 24 governors and 24 deputy governors from the two political formations.

Mr. Ruto described the committees as a way of formalizing the partnership between his administration and the party led by Oburu Oginga, the elder brother of the late opposition leader Raila Odinga. He said the alliance would seek to consolidate the government's record, complete reforms already underway and develop a common political program for the next phase of Kenya's development.

But the formation of the committees also gives the partnership a distinctly electoral dimension. With the 2027 election approaching, the two parties are moving from an arrangement forged in Parliament to a structure that could eventually determine how they campaign, share power and present themselves to voters.

Mr. Ruto framed the process as an effort to build on the mandate Kenyans gave his government, while acknowledging that some of its promises remain unfinished. The language appeared designed to present the emerging alliance not as a new political bargain, but as a continuation of the administration's existing agenda.

The next test will be whether the two parties can translate their cooperation into a coherent manifesto and coalition agreement — and persuade voters that the partnership offers more than an electoral strategy for retaining political power in 2027.

President William Ruto is expected to convene a three-day political retreat in Naivasha beginning Sunday, bringing together senior leaders from his United Democratic Alliance and the Orange Democratic Movement as the governing coalition seeks to solidify its alliance ahead of Kenya’s 2027 elections.

The retreat will be attended by governors, deputy governors and members of Parliament affiliated with the two parties, alongside ODM leader Oburu Odinga and other senior figures.

The meeting is expected to provide a forum for the two camps to assess the progress of their political partnership, address differences within the coalition and consider how the broad-based administration should be organized as the next election approaches.

The leaders are also expected to revisit proposals emerging from the National Dialogue Committee, or Nadco, whose recommendations became part of the political understanding between Mr. Ruto and the late former Prime Minister Raila Odinga.

Among the proposals were the establishment of the offices of Official Leader of the Opposition and Prime Minister, changes that could require constitutional or legislative action. Their inclusion in the retreat’s discussions would underscore the extent to which the alliance is seeking to turn an initially pragmatic arrangement into a more durable political partnership.

The Naivasha meeting comes as both parties confront the political realities of an alliance that has reshaped Kenya’s governing landscape since Mr. Ruto and Mr. Odinga reached an understanding. With the 2027 election approaching, the partnership is increasingly being tested by competing ambitions within its ranks.

One of the most closely watched issues is the selection of Mr. Ruto’s running mate.

Several ODM leaders have publicly promoted Wycliffe Oparanya, the Cabinet secretary for cooperatives, as a potential candidate for the position. The proposal has generated unease among politicians aligned with Deputy President Kithure Kindiki, whose supporters are also expected to have a stake in the succession and coalition negotiations.

The running-mate question is likely to form part of broader calculations over regional representation, political influence and the balance of power within the alliance.

For Mr. Ruto and the leaders around him, the retreat offers an opportunity to impose greater political discipline on a coalition that remains dependent on competing parties and personalities. For ODM, it could provide a clearer indication of how much influence the party can exercise within the administration — and what it can secure from the partnership before the 2027 campaign begins in earnest.

Kenya’s Ethics and Anti-Corruption Commission (EACC) is expanding its partnership with the Federal Bureau of Investigation (FBI), with plans to use artificial intelligence, digital forensics and other advanced investigative tools to tackle increasingly complex corruption and economic crime.
