New York City is redesigning 11 blocks of Park Avenue to restore its original green character and add a protected bike lane. The plan from Mayor Mamdani and the NYC Department of Transportation covers 46th to 57th Street, expanding medians for seating, plantings and public art while converting one travel lane in each direction, including turning a southbound car lane into a two-way protected bike lane. Officials say the redesign responds directly to New Yorkers who asked for more green space and safer cycling infrastructure. The project coincides with a major rehabilitation of the Grand Central Terminal train shed beneath the avenue, letting the city pair infrastructure work below with public space improvements above. Local officials, including Congressman Jerrold Nadler and MTA construction president Jamie Torres-Springer, praised the project as a model for combining transit modernization with livable street design.

The Ruins on the Site Are Layered
Beneath the naval ruins on the site of the former Tsukiji Market lies “Yokuen,”
a garden where the people of Edo once played. Matsudaira Sadanobu, who created Yokuen, left behind
the records necessary for its restoration. The Navy also took great care to preserve it
so that it could be restored to its original state. “Yokuon-en,” which was state-of-the-art in its day, is a one-of-a-kind historical heritage site and a message
passed down from the people of Edo to the residents of Tokyo today.
Now is the time to pool the wisdom of Tokyo’s residents to restore “Yokuon-en” and create a “Future for Tsukiji” by the people of Tokyo and for the people of Tokyo—not just another run-of-the-mill high-rise shopping center.

The Tokyo Metropolitan Government is currently accepting public comments on the interim draft of the “Regional Greenery Plan (tentative name)” (deadline: August 5).
This is a crucial plan that will determine the direction for Tokyo over the coming decades as the city faces the twin crises of extreme heat and a rapid decline in tree canopy cover. I read the draft with high hopes, but frankly, I was left with a strong sense of alarm.

Research has shown that Tokyo’s 23 wards have lost approximately 20% of their tree canopy area over the past nine years. Yet, the term “tree canopy cover” does not appear even once in this plan, nor is there any analysis regarding its decline. There are no numerical targets—such as “by when and by how much” the canopy should be expanded—nor are there any concrete measures outlined to achieve such goals.
In contrast, cities around the world—including New York, Melbourne, London, and Vancouver—are measuring their tree canopy cover, setting numerical targets, and implementing specific strategies to achieve them.

These cherry trees, originating from those gifted from Japan, are regarded as one of the symbols of Japan-U.S. friendship.

Online Seminar, July 4th (Saturday)
In recent years, a major challenge in Japan has been how to reflect citizens’ voices in policy-making regarding large-scale redevelopment and the nature of public spaces.
Meanwhile, in Switzerland, there is a system in place that allows citizens to hold referendums (national votes) on architectural and urban development projects, budget expenditures, and legal amendments by collecting a certain number of signatures.
This mechanism of direct democracy has shaped building regulations and urban spaces through citizen participation.

In this seminar, we will welcome Mr. Hiroyuki Kimura, who has experience working at an architectural design firm in Switzerland and is knowledgeable about Swiss architectural and urban systems, to discuss the impact of the Swiss referendum system on cities and architecture.

On July 5th (Sunday) at 2:00pm, we will be holding a stand against the project in front of the Jingu Gaien’s picture gallery. The project plans to create a membership-based tennis club between the art gallery and the ginkgo tree. 10 tennis courts will be built in front of the art gallery for about 10 years. Let’s all oppose this outrageous proposal that was suddenly brought out by the Shinjuku Ward Landscape Development Council.
