بمناسبة اليوم العالمي للسلامة والصحة المهنية الذي يصادف 28 نيسان من كل عام، تُطلق تمكين حملة رقمية بعنوان "بين النص والحماية"، تستند إلى ورقة تحليلية متخصصة تقرأ واقع السلامة والصحة المهنية في الأردن استنادًا إلى البيانات والإطار التشريعي الناظم. وتنطلق الحملة من فرضية مفادها أن المنظومة التشريعية شهدت تطورًا ملحوظًا خلال السنوات الأخيرة، إلا أن مستوى الحماية الفعلية داخل بيئات العمل لا يزال دون المستوى المتوقع.
وتشير المعطيات إلى وجود فجوة بين الإطار التنظيمي ومستوى التطبيق، تتجلى في تفاوت الالتزام بين القطاعات، ومحدودية استدامة إجراءات الوقاية، إضافة إلى تحديات تتعلق بجاهزية البيانات وشمولية أنظمة التبليغ والتوثيق، لا سيما في القطاع غير المنظم. كما تبرز تحديات في تكامل أدوار الجهات المعنية، وفي فعالية آليات الرقابة والتفتيش، بما يحدّ من قدرة المنظومة على تحقيق أثر وقائي ملموس.
في هذا السياق، تسعى الحملة إلى تسليط الضوء على هذه الفجوة من خلال قراءة تحليلية تربط بين النص والتطبيق، وطرح تساؤلات تتعلق بمدى فاعلية السياسات الحالية، وقدرتها على الاستجابة للتحديات المستجدة، بما في ذلك المخاطر المهنية الحديثة. وتهدف الحملة إلى الإسهام في دعم نقاش مبني على الأدلة، وتعزيز التوجه نحو تطوير سياسات وإجراءات أكثر فاعلية لضمان بيئة عمل آمنة وصحية.

On the occasion of the International Day for Occupational Safety and Health, observed annually on April 28, Tamkeen is launching a digital campaign titled “Between Law and Protection.” The campaign is informed by a specialized analytical paper that examines the current state of occupational safety and health in Jordan, drawing on available data and the relevant legislative framework.
The campaign is grounded in the understanding that, despite notable progress in the legislative framework in recent years, the level of actual protection within workplaces remains below expectations.
Evidence points to a clear gap between regulation and practice. This gap is reflected in uneven compliance across sectors, the limited sustainability of preventive measures, and challenges related to data availability, as well as the comprehensiveness of reporting and documentation systems—particularly in the informal sector. Additional constraints include weak coordination among relevant stakeholders and limitations in the effectiveness of inspection and enforcement mechanisms, which together reduce the system’s ability to deliver meaningful preventive outcomes.
Against this backdrop, the campaign aims to shed light on this gap through an analytical perspective that links legal provisions with real-world implementation. It also raises critical questions about the effectiveness of current policies and their capacity to respond to emerging challenges, including new and evolving occupational risks. Ultimately, the campaign seeks to foster evidence-based dialogue and promote the development of more effective policies and practices to ensure safer and healthier working environments.
