📢 ختام مؤتمر أسبوع العمل العالمي للتعليم 2026
في ختام أعمال المؤتمر، أكّدت الشبكة الأردنية للتعليم للجميع، من خلال البيان الختامي والتوصيات التي ألقتها الأستاذة نوال زيناتية ، أن هذه الفعالية تمثّل خطوة محورية نحو تعزيز الحوار الوطني حول تمويل التعليم، والدفع باتجاه تبنّي سياسات أكثر عدالة واستدامة.
🔹 وشدّد البيان على أهمية ضمان إعمال الحق في التعليم للجميع دون استثناء، من خلال تحسين كفاءة توزيع الموارد وتعزيز الشفافية والمساءلة.
🔹 كما أكّد على ضرورة مواصلة الجهود المشتركة بين مختلف الجهات المعنية لبناء نظام تعليمي أكثر قدرة على الاستجابة للتحديات المستقبلية وتحقيق تعليم نوعي وشامل.

📢 Closing of the Global Action Week for Education 2026 Conference
At the conclusion of the conference, the Jordan Network for Education for All affirmed—through the closing statement and recommendations delivered by Ms. Nawal Zainatiyeh—that this event represents a key step toward strengthening national dialogue on education financing and advancing the adoption of more equitable and sustainable policies.
🔹 The statement emphasized the importance of ensuring the realization of the right to education for all without exception, through improving the efficiency of resource allocation and enhancing transparency and accountability.
🔹 It also highlighted the need to continue joint efforts among all stakeholders to build an education system that is more responsive to future challenges and capable of delivering quality and inclusive education.

👥✨ صوت الشباب في صدارة المشهد
ضمن مؤتمر أسبوع العمل العالمي للتعليم 2026

شهد المؤتمر عرض بيان الشباب حول تمويل التعليم في الأردن، والذي قدّمته كل من الاستاذة لمى سمارة و الاستاذة نور عوامرة، كجزء من اللجنة الشبابية ضمن مشروع الشباب يتعاونون من أجل موازنات مفتوحة وخاضعة للمساءلة.

🔹 أكّد البيان على ضرورة زيادة التمويل الحكومي لقطاع التعليم بما يتماشى مع حجم الاحتياجات والتحديات القائمة.
🔹 شدّد على أهمية تعزيز شفافية الموازنة من خلال إتاحة بيانات مفتوحة ومبسطة تمكّن المواطنين، خاصة الشباب، من فهم وتتبع الإنفاق العام.
🔹 دعا إلى مأسسة مشاركة الشباب في مختلف مراحل دورة الموازنة، وتعزيز آليات المساءلة المجتمعية لضمان كفاءة الإنفاق وتحقيق أثر حقيقي على جودة وعدالة التعليم.

👥✨ Youth Voices at the Forefront
As part of the Global Action Week for Education 2026 conference
The conference featured the presentation of the Youth Statement on Education Financing in Jordan, delivered by Lama Samara and Noor Awamreh, as part of the youth committee under the project Youth Collaborate for Open and Accountable Budgets.
🔹 The statement emphasized the need to increase government funding for the education sector in line with existing needs and challenges.
🔹 It stressed the importance of enhancing budget transparency by providing open and simplified data that enables citizens, especially youth, to understand and track public spending.
🔹 It called for institutionalizing youth participation across all stages of the budget cycle, and strengthening social accountability mechanisms to ensure efficient spending and real impact on the quality and equity of education.
💬 From the voice of youth:
"We believe that engaging youth in budget analysis and decision-making is not a choice, but a necessity to ensure that resources are directed toward real priorities that reflect community needs and achieve equitable and inclusive education for all."

شارك السيد/ عماد إمام المنسق الإقليمي لمنطقة الشرق الأوسط وشمال افريقيا لمنظمة شراكة الموزانة الدولية في فعاليات مؤتمر اسبوع العمل للتعليم 2026 وجاء على لسانه من خلال مداخلته في الجلسة الختامية حول دور الشباب في تحليل الموازنات ان "العمل على تحويل الميزانية من وثائق تقنية إلى صيغ وأشكال مبسطة ومفهومة يزيد من فرص المشاركة الفعالة للمواطنين في إدارة المال العام. كما من شأنه أن يسهم في مواءمة أولويات الإنفاق مع رؤاهم، مما يعزز الثقة بالحكومة ويرفع مستوى الرضا عن الخدمات العامة".

Mr. Imad Emam, Regional Coordinator for the Middle East and North Africa at the International Budget Partnership (IBP), participated in the Global Action Week for Education 2026 conference.

In his remarks during the closing session on the role of youth in budget analysis, he stated:

"Transforming the budget from technical documents into simplified and understandable formats increases opportunities for meaningful citizen participation in public financial management. It also helps align spending priorities with citizens’ perspectives, which strengthens trust in government and enhances satisfaction with public services."

أكدت المنسقة الوطنية للشبكة الأردنية للتعليم للجميع، السيدة عبير دروزه، من خلال مداخلتها "أن ضمان الحق في التعليم المنصف والدامج لا يتحقق فقط من خلال السياسات، بل عبر جهود مناصرة مستمرة تقودها مؤسسات المجتمع المدني على المستويين المحلي والدولي، ترتكز على الأدلة، وتعكس أصوات المجتمعات، وتدفع باتجاه تمويل عادل ومستدام يضع احتياجات الفئات الأكثر تهميشًا في صميم الأولويات.”
Ms. Abeer Darwazeh, National Coordinator of the Jordan Network for Education for All, emphasized in her intervention that:
"Ensuring the right to inclusive and equitable education is not achieved through policies alone, but through sustained advocacy efforts led by civil society organizations at both the local and international levels—efforts that are evidence-based, reflect the voices of communities, and push toward fair and sustainable financing that places the needs of the most marginalized at the center of priorities."

قدّم الأستاذ مشهور الجازي مداخلة بعنوان:
"التعليم الدامج في الأردن: بين الإطار الحقوقي والمساءلة وعدالة التمويل"

🔹 استعرضت المداخلة الدور المحوري للأكاديمية الملكية للتعليم الدامج كنقلة نوعية في تعزيز حق الأشخاص ذوي الإعاقة في تعليم شامل ومنصف، من خلال توفير بيئة تعليمية متكاملة، وتطبيق خطط تربوية فردية، وتقديم خدمات مساندة وتقنيات مساعدة تدعم الدمج الفعّال في المدارس.

🔹 كما سلّطت الضوء على جهود تنفيذ الاستراتيجية العشرية للتعليم الدامج (2019–2029)، والتي تسعى إلى رفع نسبة التحاق الطلبة ذوي الإعاقة إلى 10% بحلول عام 2030، بما يعادل نحو 40 ألف طالب وطالبة.

🔹 وناقشت المداخلة العلاقة الجوهرية بين تحقيق شمولية التعليم وعدالة التمويل، مؤكدة أن الوصول إلى الفئات الأكثر احتياجًا، وخاصة الأشخاص ذوي الإعاقة، يتطلب استثمارات كافية، وتخطيطًا قائمًا على الحقوق، وآليات مساءلة تضمن الاستدامة والأثر.

Mr. Mashhour Al Jazi delivered a presentation titled:
“Inclusive Education in Jordan: Between the Rights Framework, Accountability, and Financing Equity”
🔹 The intervention highlighted the pivotal role of the Royal Academy for Inclusive Education as a transformative step toward ensuring the right of persons with disabilities to inclusive, equitable, and comprehensive education. This includes providing an integrated learning environment, implementing individualized education plans, and offering support services and assistive technologies to strengthen inclusion in schools.
🔹 It also shed light on the implementation of the Ten-Year Inclusive Education Strategy (2019–2029), which aims to increase the enrollment rate of students with disabilities to 10% by 2030—reaching approximately 40,000 students by the end of the strategy period.
🔹 The intervention further explored the critical link between inclusive education and equitable financing, emphasizing that reaching the most vulnerable groups—especially persons with disabilities—requires adequate investment, rights-based planning, and strong accountability mechanisms to ensure sustainability and impact.
📌 A powerful intervention reaffirming that inclusive education is not a choice, but a fundamental right that requires real commitment in both policy and financing to ensure that no student is left behind.

ضمن مؤتمر أسبوع العمل العالمي للتعليم 2026 قدّم الأستاذ محمد الجابري رئيس قسم نفقات المشاريع الدولية مداخلة تحليلية معمّقة حول فجوات تمويل التعليم وأثرها المباشر على جودة الخدمات التعليمية وعدالتها، وقدرتها على الاستجابة لاحتياجات الفئات الأكثر هشاشة.
🔹 استعرضت المداخلة تقديرات تكلفة الخطة الاستراتيجية للتعليم (2026–2030)، وتحليل فجوة التمويل القائمة، وسبل سدّها من خلال تعزيز الموارد المحلية وتطوير آليات التمويل.
🔹 ناقشت كيفية مواءمة التمويل مع أولويات الإصلاح التربوي، وضمان تحقيق أجندة التعليم 2030 في ظل التحديات المالية القائمة.
🔹 كما سلّطت الضوء على إدارة الحيّز المالي المتاح بين النفقات الجارية لضمان استدامة الخدمات، والنفقات الرأسمالية لدعم التوسع والتحديث في النظام التعليمي.
🔹 وتطرّقت إلى آليات تغطية المشاريع غير المرصودة ضمن الموازنة العامة، وأهمية التخطيط المالي المرن والقائم على الأدلة.

As part of the Global Action Week for Education 2026 conference, Mr. Mohammad Al Jabri, Head of the International Projects Expenditure Department, delivered an in-depth analytical presentation on education financing gaps and their direct impact on the quality, equity, and responsiveness of education services to the needs of the most vulnerable groups.
🔹 The presentation reviewed the estimated cost of the Education Strategic Plan (2026–2030), analyzed the existing financing gap, and explored ways to bridge it through strengthening domestic resources and developing financing mechanisms.
🔹 It discussed how to align financing with education reform priorities and ensure the achievement of the Education 2030 agenda despite existing financial constraints.
🔹 It also highlighted the management of the available fiscal space between current expenditures to ensure service sustainability, and capital expenditures to support system expansion and modernization.
🔹 The presentation addressed mechanisms for covering projects not allocated within the general budget, emphasizing the importance of flexible, evidence-based financial planning.
🔹 It stressed the need for cost estimations to reflect the needs of the most vulnerable groups to ensure equitable resource distribution and comprehensive impact.

Dr. Faisal Al Hawari, Director of the Planning and Educational Research Directorate at the Jordanian Ministry of Education, delivered an in-depth presentation on the Ministry’s vision to strengthen domestic financing resources for education, ensuring the achievement of the Education 2030 agenda and national commitments in light of the Transforming Education Summit and the new Strategic Plan (2026–2030).

🔹 The presentation outlined the key features of the education transformation and reform journey, as well as the cross-cutting strategic pillars driving sector development.
🔹 It discussed mechanisms for attracting investments, implementing national reforms, and ensuring the sustainability of education services, particularly in system support and institutional performance.

المركز الوطني لحقوق الإنسان يشارك في أسبوع العمل العالمي للتعليم 2026 ويؤكد أهمية التعليم الدامج

عمان - شارك المركز الوطني لحقوق الإنسان في فعاليات أسبوع العمل العالمي للتعليم 2026، الذي عُقد في المملكة الأردنية الهاشمية، بمشاركة واسعة من الجهات الرسمية والدولية ومنظمات المجتمع المدني، بهدف تعزيز الحق في التعليم الجيد والمنصف والشامل للجميع.

وألقى المفوض العام للمركز كلمة أكد فيها أن التعليم الدامج يشكّل حجر الأساس في بناء مجتمعات عادلة ومتماسكة، لما يتيحه من فرص تعليم متكافئة لجميع الأفراد دون تمييز، مشيراً إلى أن هذا النهج لا يقتصر على دمج الطلبة في البيئة الصفية فحسب، بل يمتد إلى بناء منظومة تعليمية مرنة تستجيب لاحتياجات الجميع وتحتفي بالتنوع بوصفه قيمة مضافة.

وفي هذا السياق، شدد المفوض العام على الدور المحوري الذي تضطلع به المؤسسات الوطنية لحقوق الإنسان، وفي مقدمتها المركز، في رصد السياسات التعليمية وتقييم مدى توافقها مع المعايير الدولية لحقوق الإنسان، إضافة إلى الدفع نحو تبني ممارسات تعليمية دامجة، مؤكداً استمرار المركز في تنفيذ زيارات رصدية ميدانية للمدارس في مختلف أنحاء المملكة.

كما سلط الضوء على الاهتمام الكبير الذي يوليه جلالة الملك عبد الله الثاني ابن الحسين حفظه الله، بملف التعليم الدامج، مشيراً إلى القمة العالمية للإعاقة 2025 (عمان–برلين) التي انعقدت برئاسة جلالته، وما صدر عنها من التزامات دولية لتعزيز دمج الأشخاص ذوي الإعاقة في برامج التنمية، وتخصيص الموارد اللازمة لتحقيق ذلك.

وتأتي مشاركة المركز في هذه الفعاليات في إطار التزامه المستمر بتعزيز وحماية الحق في التعليم، ودعم الجهود الوطنية الرامية إلى بناء نظام تعليمي شامل يراعي حقوق الجميع دون استثناء.
