The Module 3 Covid Inquiry report lays bare the reality frontline workers faced: an NHS on the brink, severe staff shortages, and “hellish scenes” across wards.
But despite this, thousands of key workers living with occupational Long Covid are still waiting for answers and meaningful support.
KWPC is urging the Government to act now:
• Create a Long Covid compensation and pension scheme
• Strengthen protections for all frontline workers
• Implement the Inquiry recommendations without delay

Keyworker Petition Campaign Responds to Findings of the UK Covid Inquiry Module 3 Report

The Keyworker Petition Campaign (KWPC), a grassroots movement advocating for key workers living with occupational Long Covid, today issues its formal response to the newly released findings of the UK Covid Inquiry’s Module 3 Report. The publication, long awaited by frontline workers and their families, has been met with deep concern and disappointment from the campaign, which warns that the report fails to deliver the transparency, answers, and accountability urgently required.

Module 3: A Failure to Provide Answers
KWPC members — many former healthcare professionals who became ill after workplace Covid exposure — note that the report contains significant gaps, missing critical detail on decision making, workplace protections, and systemic failures that left frontline staff exposed.
“Tens of thousands of health and social care workers with occupational Long Covid remain without answers as to why this was allowed to happen to them,” the campaign states.

The report’s limitations confirm longstanding fears within the campaign that the Inquiry would “not dig deep enough for answers,” delaying justice while allowing essential lessons to remain unlearned.

Long Covid: Continued Hardship, No Path to Justice
More than six years after the first national lockdown, thousands of essential workers — including supermarket staff, communications workers, transport staff, defence personnel, and health and social care professionals — continue to live with life-altering illness, loss of income, and uncertain futures due to Long Covid.

Despite this, the Module 3 findings fail to outline meaningful steps to ensure improved protections or better support for those already harmed, leaving workers “forced to fight on” for recognition, care, and compensation.

Frontline Workers Still Waiting for Accountability
KWPC emphasises that even after six years, “we still lack answers as to why what happened to us was allowed to.”

Persistent gaps in clinical support and inadequate workplace protections remain in place today, raising concerns that future allied health and social care professionals may face the same risks, with “unlikely” improvements in readiness for future pandemics.

Statements from the Campaign
Cass Macdonald, KWPC Co-founder, said:
“Frontline workers took extraordinary risks. Many now live with life changing illness. Delays, omissions, and weak findings prolong suffering and erode public trust. We needed full transparency — not just for justice, but to prevent these failures from ever happening again.
While the report does go some way to providing some answers, it failed to recognise or adequately represent the experiences of Keyworkers who lived and worked in this sector, let alone those who were permanently disabled by Long Covid, who still live with the life-changing effects of Long Covid. We were disappointed by this and the lack of recommendations for treating and supporting long Covid patients of all ages generally.”

A Call for Immediate Government Action
KWPC is urging UK Governments to act without delay on the findings, stressing that further inaction “perpetuates uncertainty and prolongs suffering for thousands who gave everything to keep the country running.”

The campaign reiterates its demand for:
• A full compensation and pension scheme for key workers with occupational Long Covid
• Improved workplace protections for all frontline staff
• Transparent action and follow through on all Inquiry recommendations
• Immediate reinforcement of Long Covid healthcare and support pathways

Keyworker Petition Campaign Awaits Release of UK Covid Inquiry Module 3 Report

UK, March 2026 — The Keyworker Petition Campaign (KWPC), a grassroots organisation advocating for compensation and pensions for key workers living with occupational Long Covid, is awaiting the release of the long awaited Module 3 Report from the UK Covid Inquiry.

At the sixth anniversary of the first national lockdown, thousands of key workers — including supermarket staff, communications workers, transport staff, defence personnel, health and social care professionals, and other essential frontline workers — remain without meaningful support, recognition, or answers. Many continue to endure severe health impacts, loss of income, and prolonged illness associated with Long Covid.

Ongoing Lack of Answers
KWPC members, many of them former healthcare workers themselves, have been awaiting the Module 3 findings with significant concern. The report is expected to address critical questions surrounding workplace protections, decision making, and failures that left frontline workers exposed during the pandemic.

KWPC expressed that after six years, “we still lack answers as to why what happened to us was allowed to.” The organisation also reiterates its worry that insufficient measures are in place today to protect current and future allied health and social care professionals from Covid related harm. Patients similarly continue to face inadequate access to appropriate care, treatment, and support.

Call for Immediate Action
KWPC urges the UK Governments to prioritise action following publication of the Module 3 Report, emphasising that the delays perpetuate uncertainty and prolong suffering for thousands who gave everything to keep the country running at its most critical moment.

Good people, doing good and often exhausting work against an incompetent Scottish government that hasn’t listened for five years to the voices of patients literally begging for help in Scotland.

Questions should be asked about how ALL the funding was spent and whether it was value for money. Keyworkers with occupational in Scotland have told of lack of services, lack of specialists, medical gaslighting then being sacked by employers because support and treatment was lacking even below England.

Services that DID exist often not fit for purpose, unable to recruit or retain staff due to uncertainty over funding and job security.

Where does this leave hundreds of thousands of Scots who are falling through the cracks, lacking care, support and treatment while an incompetent government pretends they don’t exist? A government, who failed to lead properly or oversee this, who has ignored multiple reports of failures and continues not to provide public health messaging on what is an incurable condition with limited treatments. A government that seems to ignore the good work being done in research, failing to educate new specialist healthcare professionals - ultimately failing the very public sector staff it disabled in the first place.

The UK government is proposing changes to welfare benefits that could have a serious impact on people living with Long Covid and ME/CFS.

If you receive PIP, UC or ESA benefits, or care for someone who does, we want to hear from you.

This survey has been created by Long Covid Support, Action for ME, ME Local Network and , in collaboration with the All-Party Parliamentary Groups (APPGs) on Long Covid and ME.

📍It’s open to residents of England, Wales, and Northern Ireland. (Scotland has a separate system and will require a different survey.)

Your responses will support our advocacy to the government for benefits that better support people living with these conditions. No identifying information will be shared.
