Keyworker Petition Campaign Responds to Findings of the UK Covid Inquiry Module 3 Report

The Keyworker Petition Campaign (KWPC), a grassroots movement advocating for key workers living with occupational Long Covid, today issues its formal response to the newly released findings of the UK Covid Inquiry’s Module 3 Report. The publication, long awaited by frontline workers and their families, has been met with deep concern and disappointment from the campaign, which warns that the report fails to deliver the transparency, answers, and accountability urgently required.
Module 3: A Failure to Provide Answers
KWPC members — many former healthcare professionals who became ill after workplace Covid exposure — note that the report contains significant gaps, missing critical detail on decision making, workplace protections, and systemic failures that left frontline staff exposed.
“Tens of thousands of health and social care workers with occupational Long Covid remain without answers as to why this was allowed to happen to them,” the campaign states.
The report’s limitations confirm longstanding fears within the campaign that the Inquiry would “not dig deep enough for answers,” delaying justice while allowing essential lessons to remain unlearned.
Long Covid: Continued Hardship, No Path to Justice
More than six years after the first national lockdown, thousands of essential workers — including supermarket staff, communications workers, transport staff, defence personnel, and health and social care professionals — continue to live with life-altering illness, loss of income, and uncertain futures due to Long Covid.
Despite this, the Module 3 findings fail to outline meaningful steps to ensure improved protections or better support for those already harmed, leaving workers “forced to fight on” for recognition, care, and compensation.
Frontline Workers Still Waiting for Accountability
KWPC emphasises that even after six years, “we still lack answers as to why what happened to us was allowed to.”
Persistent gaps in clinical support and inadequate workplace protections remain in place today, raising concerns that future allied health and social care professionals may face the same risks, with “unlikely” improvements in readiness for future pandemics.

“Frontline workers took extraordinary risks. Many now live with life changing illness. Delays, omissions, and weak findings prolong suffering and erode public trust. We needed full transparency — not just for justice, but to prevent these failures from ever happening again.
While the report does go some way to providing some answers, it failed to recognise or adequately represent the experiences of Keyworkers who lived and worked in this sector, let alone those who were permanently disabled by Long Covid, who still live with the life-changing effects of Long Covid. We were disappointed by this and the lack of recommendations for treating and supporting long Covid patients of all ages generally.”
A Call for Immediate Government Action
KWPC is urging UK Governments to act without delay on the findings, stressing that further inaction “perpetuates uncertainty and prolongs suffering for thousands who gave everything to keep the country running.”
The campaign reiterates its demand for:
• A full compensation and pension scheme for key workers with occupational Long Covid
• Improved workplace protections for all frontline staff
• Transparent action and follow through on all Inquiry recommendations
• Immediate reinforcement of Long Covid healthcare and support pathways
