📘 New Best Practice Spotlight: First 1540 Peer Review in Southeast Asia
In May and September 2024, the Philippines and Singapore jointly conducted the first-ever UNSCR 1540 Peer Review Exercise in Southeast Asia, with the Government of Japan as an observer and supporter. This landmark initiative focused on enforcement, dual-use technologies, and outreach efforts.

The Peer Review produced a set of effective practices and joint recommendations, ranging from public-private partnerships to robust enforcement and technical expertise. It also emphasized the value of up-to-date control lists — a theme echoed in our Issue 3 interview with Director Janice Sacedon-Dimayacyac of the Philippines’ Strategic Trade Management Office (STMO).

With just five years remaining to achieve the 2030 Agenda for Sustainable Development, it is crucial that the international community finds innovative ways to drive meaningful progress and meet the Agenda’s goals. The Stimson Center’s policy memo in the most recent issue of the highlights how exploring synergies between 1540 (2004) and the United Nations can enhance both implementation and optimize resources.

As elaborated by Christina McAllister in her Letter-to-the-Editor, “The Stimson Center has a long history of challenging the “zero-sum” view of resolution 1540 implementation, which holds that the resolution’s obligations are an additional burden or even an obstacle as resource-constrained governments seek to achieve higher priority development, health, and safety goals.”
