عقد المكتب التنفيذي لشبكة الانتخابات في العالم العربي اجتماعه الأول في أربيل
يوم الاثنين 10 نوفمبر 2025، على هامش انتخابات مجلس النواب العراقي، وتم خلاله مناقشة وإقرار خطة عمل الشبكة لعام 2026 لتطوير العمل المؤسسي، وتأمين التمويل، وتفعيل دور الأعضاء.واستضافت شبكة شمس الاجتماع، بحضور رئيس الشبكة د. نظام عساف وترؤسه المدير التنفيذي هوكر جيتو، بالإضافة إلى أعضاء المكتب التنفيذي: د. غولشان صلغام، أحمد علوش، سالم قبيلات، عاصم شيا، ماجد داوي وأكرم حسو.وتأسست الشبكة عام 2006 بمبادرة من مركز عمان لدراسات حقوق الإنسان، وتضم 16 منظمة وشبكة مجتمع مدني متخصصة بالانتخابات، وقد نفذت 33 مراقبة انتخابية في 12 دولة عربية، بمشاركة قرابة 70 مراقباً دولياً وآلاف المراقبين المحليين.

The Executive Office of the Arab World Elections Network held its first meeting in Erbil on Monday, November 10, 2025, on the sidelines of the Iraqi parliamentary elections. During the meeting, the network’s 2026 work plan was discussed and approved, focusing on institutional development, securing funding, and activating the role of members.Shams Network hosted the meeting, attended by the network’s President, Dr. Nizam Assaf, and chaired by Executive Director Hawkar Jito, along with Executive Office members: Dr. Gulshan Salgham, Ahmed Aloush, Salem Qubailat, Asim Shia, Majid Dawe, and Akram Haso.Founded in 2006 by the Amman Center for Human Rights Studies, the network includes 16 organizations and civil society networks concerned wholly or partly with elections. Since its establishment, it has conducted 33 election observation missions in 12 Arab countries, involving around 70 international observers and thousands of trained local observers.

تحالف الشبكات والمنظمات الوطنية يعلن نتائج مراقبة انتخابات مجلس النواب العراقي 2025
أقام تحالف الشبكات والمنظمات الوطنية اليوم، الأحد الموافق 12 تشرين الأول 2025، مؤتمراً إعلامياً في بغداد وأربيل للإعلان عن نتائج مراقبة انتخابات مجلس النواب العراقي.
وخلال المؤتمر، استعرض التحالف أبرز الملاحظات والتوصيات التي رافقت عملية الاقتراع، مشيداً بدور المراقبين المحليين في توثيق سير العملية الانتخابية وضمان شفافيتها. كما دعا التحالف المفوضية العليا المستقلة للانتخابات إلى الأخذ بالملاحظات المقدمة من منظمات المراقبة من أجل تطوير العملية الانتخابية وتعزيز الثقة الشعبية بنتائجها.

National Networks and Organizations Alliance Announces Results of Parliamentary Election Monitoring in Iraq

The Alliance of National Networks and Organizations held a press conference on October 12, 2025, in Baghdad and Erbil to announce the results of its monitoring of the Iraqi parliamentary elections.

During the conference, the alliance presented key observations and recommendations regarding the electoral process, commending the efforts of local observers in documenting and ensuring the transparency of the elections. The alliance also urged the Independent High Electoral Commission (IHEC) to consider the feedback provided by monitoring organizations in order to improve future elections and strengthen public trust in the results.

مناظرة حول مكافحة خطاب الكراهية في الانتخابات نُظِّمت لمرشحات الانتخابات، من قِبل شبكة شمس لمراقبة الانتخابات بالتعاون مع المعهد الدولي للديموقراطية و مساعدات الانتخابية IDEA في محافظة أربيل.
خلال المناظرة، تحدثت المرشحات عن أهمية دور المرأة في مراكز صنع القرار والمجال السياسي، وقدمن رؤيتهن وخططهن المستقبلية داخل مجلس النواب العراقي، مؤكدات على أهمية تمكين المرأة وتعزيز مشاركتها الفاعلة
في العملية الديمقراطية

Debate on Countering Hate Speech in Elections was organized for female candidates by the Shams Network for Election Monitoring, in cooperation with IDEA international , in Erbil.
During the debate, the candidates discussed the importance of women’s participation in decision-making and the political sphere, and presented their plans and initiatives for the Iraqi Parliament. They also emphasized the need to empower women and strengthen their role in the democratic process.

يوم الاربعاء 22 تشرين الاول 2025
قامت شبكة شمس لمراقبة الانتخابات بزيارةٍ إلى المفوضية العليا المستقلة
للانتخابات، ضمن وفد تحالف شبكات المراقبة الانتخابية، برئاسة السيد هوكر جتو رئيس شبكة شمس، وبمشاركة ممثلين عن كل من (منظمة تموز، شبكة عين، مؤسسة النور، والسلام الأخضر).
وخلال اللقاء، استقبل السيد رئيس مجلس المفوضين القاضي عمر أحمد محمد الوفد في مقر المفوضية، مؤكدًا أن روح الشراكة بين المفوضية ومنظمات المجتمع المدني، لاسيما شبكات المراقبة، تُعد ركيزة أساسية لنجاح العملية الانتخابية، لما لها من دور مهم في تعزيز الشفافية والمصداقية، مشيرًا إلى أن المفوضية تأخذ ملاحظات هذه الشبكات بعين الاعتبار.
من جانبهم، أشاد وفد تحالف شبكات المراقبة بالاستعدادات الفنية واللوجستية التي تعمل عليها المفوضية استعدادًا للانتخابات المقبلة، مؤكدين التزامهم بتقديم تقارير مهنية وموضوعية تغطي جميع مراحل العملية الانتخابية، ومقدمين عددًا من المقترحات والاستفسارات التي تسهم في تطوير العملية الانتخابية.
كما أكد رئيس الإدارة الانتخابية القاضي عامر الحسيني أن نجاح العملية الانتخابية يعتمد على مشاركة منظمات المراقبة في دعم عمل المفوضية، مبينًا أن الأخيرة ماضية في تنفيذ القوانين وردع مخالفات الحملات الانتخابية، مع نبذ خطاب الكراهية والالتزام بحسن السيرة والسلوك خلال فترة الدعاية الانتخابية.
وأشار السادة أعضاء مجلس المفوضين إلى أن المفوضية توفّر التسهيلات اللازمة لتمكين جميع فرق المراقبة المحلية والدولية من أداء مهامها بحرية تامة، بما يضمن سير العملية الانتخابية وفق المعايير الدولية، وصون الحق الدستوري للناخبين في اختيار ممثليهم في البرلمان المقبل.
وتأتي هذه الزيارة في إطار حرص شبكة شمس على تعزيز التنسيق والتعاون مع المفوضية العليا المستقلة للانتخابات، وبحث سبل دعم الجهود المشتركة لضمان عملية انتخابية نزيهة وشفافة تعكس الإرادة الحرة للناخبين.

نفذ تحالف النساء للعراق الديمقراطي في 9 تشرين الأول 2025 بمدينة أربيل تدريبًا خاصًا للجنة تطوير وحماية النساء المرشحات للانتخابات البرلمانية العراقية، وذلك ضمن مشروع "الديمقراطية والشفافية: تعزيز المشاركة المدنية وحرية الإعلام"، الممول من الاتحاد الأوروبي، وبمساعدة شبكة شمس لمراقبة الانتخابات، وبالتعاون مع المساعدة الشعبية النرويجية (NPA).

The Iraqi Women’s Democratic Alliance conducted on October 9, 2025, in Erbil, a special training for the Committee for the Development and Protection of Women Candidates for the Iraqi Parliamentary Elections, within the framework of the project “Democracy and Transparency: Promoting Civic Participation and Media Freedom”, funded by the European Union, with the support of Al-Shams Network for Election Monitoring, and in cooperation with the Norwegian People’s Aid (NPA).

شاركت شبكة شمس لمراقبة الانتخابات من خلال منسقيها في الندوة الحوارية الموسعة التي أقامتها رئاسة الجمهورية بعنوان
"مراقبة الانتخابات.. ضمان نزاهتها"
وذلك يوم الأربعاء الموافق 8 تشرين الأول 2025 في قصر السلام – بغداد، بمشاركة فخامة رئيس الجمهورية الدكتور عبد اللطيف جمال رشيد، وعدد من ممثلي شبكات المراقبة الوطنية ومنظمات المجتمع المدني والمفوضية العليا المستقلة للانتخابات وبعثة الأمم المتحدة في العراق (UNAMI) وأساتذة الجامعات والمهتمين بالشأن الانتخابي.
وخلال الندوة، أكد فخامة رئيس الجمهورية على أهمية المراقبة الوطنية بوصفها وسيلة ضرورية لضمان نزاهة الانتخابات وتعزيز ثقة المواطن بالعملية الانتخابية، مشيراً إلى أن رئاسة الجمهورية قدمت توصيات مشتركة من الرئاسات الأربع لضمان نزاهة الانتخابات والحفاظ على أصوات الناخبين.

Al-Shams Network for Election Monitoring, through its coordinators, participated in the national dialogue forum organized by the Presidency of the Republic titled
“Election Monitoring: Guaranteeing Integrity”
held on Wednesday, October 8, 2025, at Al-Salam Palace – Baghdad, with the participation of H.E. the President of the Republic, Dr. Abdul Latif Jamal Rashid, representatives of national election monitoring networks, civil society organizations, the Independent High Electoral Commission (IHEC), UNAMI, university professors, legal experts, and election observers.
During the forum, H.E. the President emphasized the importance of national election monitoring as a vital tool to ensure the integrity of elections and to strengthen citizens’ trust in the electoral process. He also noted that the Presidency had submitted a set of joint recommendations, signed by the four presidencies, to safeguard electoral transparency and protect voters’ voices, which were later adopted by the IHEC.

As part of the project “Democracy and Transparency: Promoting Participation and Media Freedom,” implemented by the Shams Network with funding from the Norwegian People’s Aid (NPA) and the European Union, the Network held the second meeting of the National Steering Committee for the Electoral Awareness Forum, under the title “Democracy and Transparency: Enhancing Participation and Freedom of the Media.”

The meeting was attended by Judge Amer Al-Husseini, Head of the Electoral Administration; Mr. Waleed Khalid, Director of the Operations Department; Mr. Hawri Tawfeeq Mohammed, Director General of Organizations and International Relations at the Presidency of the Republic; as well as representatives from the United Nations Assistance Mission for Iraq (UNAMI).

The event took place at the headquarters of the Independent High Electoral Commission (IHEC) on the morning of Wednesday, October 1, 2025, and focused on the latest developments in the electoral process. Judge Al-Husseini presented a detailed overview of the Commission’s final preparations, emphasizing that it is now more ready than ever to conduct the elections.

On behalf of the Shams Network, Mr. Hawkar Gato highlighted that the main objective of the Network’s participation is to promote an enabling environment for political participation, noting that the partnership between civil society organizations and the IHEC continues through a series of joint awareness workshops aimed at training and engaging various target groups #شبكةالشمس

ضمن أنشطة مشروع (الديمقراطية والشفافية: تعزيز المشاركة وحرية الإعلام)، الذي تنفّذه شبكة شمس بتمويل من منظمة المساعدة الشعبية النرويجية (NPA) والاتحاد الأوروبي، عقدت الشبكة الاجتماع الثاني للجنة الوطنية التوجيهية لمنتدى التوعية الانتخابية، تحت عنوان “الديمقراطية والشفافية: تعزيز المشاركة وحرية الإعلام”.
حضر الاجتماع كلٌّ من السيد القاضي عامر الحسيني رئيس الإدارة الانتخابية، والسيد وليد خالد مدير دائرة العمليات، والسيد هاوري توفيق محمد المدير العام للمنظمات والعلاقات الدولية في رئاسة الجمهورية، إضافة إلى ممثلين عن بعثة الأمم المتحدة لمساعدة العراق (يونامي).
أُقيم الاجتماع في مقر المفوضية العليا المستقلة للانتخابات صباح يوم الأربعاء الموافق 1 تشرين الأول 2025، وجرى خلاله مناقشة آخر المستجدات المتعلقة بالعملية الانتخابية. وقد قدّم السيد الحسيني شرحًا مفصلًا حول الاستعدادات الأخيرة للمفوضية، مؤكدًا أنها باتت جاهزة أكثر من أي وقت مضى لإجراء الانتخابات.
من جانبه، تحدّث ممثل شبكة شمس السيد هوكر جتو، مؤكدًا أن الهدف العام من المشاركة هو تعزيز بيئة مواتية للمشاركة السياسية، مشيرًا إلى أن العلاقة بين المنظمات المدنية والمفوضية مستمرة من خلال تنفيذ العديد من الورش التثقيفية
المشتركة لتدريب مختلف الفئات المستهدفة.
