نتيجة الاداء غير المقنع من السلطه التشريعية والتلكؤ الواضح بسبب الصراعات الكتلوية والمحاصصة الطائفية والمنافع الشخصية والغيابات المتكررة من قبل اعضاء البرلمان ورؤساء الكتل في الاوقات الضرورية ولتقديم المصلحة الشخصية على المصلحة العامة والتي كان من نتيجتها عدم البت بالتشريعات ذات المساس بحياة المواطن والتي تمخض عنها سيل من الاحتجاجات والتظاهرات في عموم العراق نتيجة سوء الاداء وعدم القدرة على تقدي
م الخدمات والحياة الافضل للمواطن العراقي وايمانا منا بالدور الكبير الذي من الممكن ان تقوم به منظمات المجتمع المدني وتجنيبا لبلادنا وشعبنا من الوقوع في فوضى الاضطرابات والازمات السياسية واعادة البلاد الى مربع الصفر ولقناعتنا المطلقة بقدرة منظمات المجتمع المدني من لعب دور كبير في مسألة تحريك الشارع والضغط على الحكومة ومن انها تمتلك قدره كبيره في المشاركة بصنع القرار كذلك قادره على وضع معايير خاصه لمراقبة اداء الحكومة قررنا ان نكون شريك اساسي وليس بديلا عن مجلس النواب نتشابه في الهيكلية والاطار العام ونختلف في المضمون ان كان يصب في صالح حياة الوطن والمواطن. Background: As a result of the unsatisfactory performance by the legislature authority and the apparent reluctance by its members because of the conflicts among the political leaders reflected and the sectarian and putting forward their personal benefits over those of the people; and the repeated absences by MPs and heads of the political parties in the times necessary to have the interest of the people in their first interest, this lead to action was taken in legislation with prejudice to the lives of citizens, and this resulted in protests and demonstrations throughout Iraq to the poor performance and inability to provide services and a better life for the Iraqi people, it is in our belief that the great role that can be played by the civil society organizations and to avoid the country and our people from falling into chaos, unrest and political crises and bringing the country back to square one and it is our convictions of the absolute ability of civil society organizations to play major role in the issue of influencing the street and to have pressure on the government, also it has a great ability to participate in the decision-making as well as having the ability to develop standards to monitor the performance of the government; we have decided to be a key partner and not a substitute for the House of Representatives, may be similar in the common structural and general framework but differs in the content which will be in favour of the nation and the life of its citizens.
