On this sacred occasion of Ratha Yatra, we reflect not just on the divine journey of Mahāprabhu Jagannātha but also on His deeper symbolic and cultural significance — especially through the lens of Sanātana Dharma, Inclusivity, and the Civilizational Wisdom of Bharatiya Darśana. The Curb Cut Effect — From Theory to Evidence (Design for the margins. Benefit the majority.)

Universal Design is often misunderstood as a specialised approach for persons with disabilities. In reality, it is normative design guidance — a principle that should inform how architecture, laws, policies, infrastructure, technologies, products, services, and public systems are conceived from the outset.

The curb cut effect provides empirical evidence that when we design for people facing the greatest barriers, the resulting benefits extend far beyond the originally intended users. Curb ramps, captions, screen readers, voice assistants, automatic doors, accessible websites, and countless other examples demonstrate the same pattern: accessibility improves usability, efficiency, safety, resilience, participation, and ultimately, influences the cost of living and quality of life for everyone.

In this sense, the curb cut effect transforms Universal Design from a normative aspiration into an evidence-based proposition. It demonstrates that accessibility is not merely compatible with good design — it is one of its strongest predictors. Universal Design tells us what we ought to design for; the curb cut effect demonstrates why that approach consistently produces better outcomes.

This distinction matters not only for architects, planners, engineers, technologists, and designers, but also for lawmakers, policymakers, governance institutions, businesses, researchers, and development practitioners. In an era increasingly shaped by a polycrisis and threat multiplier — where climate change, demographic transitions, public health, technological disruption, and widening inequalities intersect — accessibility is no longer a niche concern. It is a systems intervention, a public good, and a force multiplier for building more inclusive, equitable, sustainable, and resilient societies that leave no one behind.

Accessibility is therefore not an exception to good design; it is one of its clearest measures.

Online Certification Course on 'Technology, Disability and Technoableism'

📢 Enrolments are now open for the new NPTEL–NALSAR online course, "Technology, Disability and Techno-ableism", offered by the Centre for Disability Studies (CDS), NALSAR University of Law, in collaboration with NPTEL (National Programme on Technology Enhanced Learning) under the SWAYAM platform.

At a time when Artificial Intelligence, digital platforms, assistive technologies, smart cities, and data-driven governance are increasingly shaping our societies, an important question emerges: Whom are these technologies designed for, and whom do they continue to leave behind?

This four-week multidisciplinary course critically examines the relationship between disability, technology, accessibility, design, law, policy, climate change and disasters, AI, and lived experience. Moving beyond the assumption that technology is inherently progressive, the course explores how technologies can both enable inclusion and reproduce exclusion through design choices, governance structures, and societal attitudes.

The course explores themes including:
🔹 Disability studies and different models of understanding disability
🔹 Technology, design, lived experience, and techno-ableism
🔹 Assistive technologies and everyday experiences of use
🔹 Accessibility across physical and digital environments
🔹 Universal design, reasonable accommodation, and co-design
🔹 Disability rights, law, and policy
🔹 Artificial Intelligence and emerging technologies
🔹 Intersectional perspectives on disability, disaster, and climate change

The course is led by Dr Amita Dhanda, Professor Emerita and Head of the Centre for Disability Studies, and Nilesh Singit, Distinguished Research Fellow, with support from a diverse group of lawyers, practitioners, researchers, accessibility experts, technologists, and disability rights advocates.

I am elated to share that I had the opportunity to contribute to the course's module on "Climate Change, Disaster Management, and Techno-ableism." In this section, I reflect on questions such as:

🌍 How should we rethink early warning systems and disaster management when accessibility is not merely about receiving information, but also about understanding it, moving safely, and acting on it in time?
📊 Why is disability frequently absent from climate and disaster datasets, and what happens when risk models, adaptation plans, and relief systems fail to count disabled people properly?
♿ How can accessibility be understood as a core component of climate resilience rather than a specialist add-on addressed through retrofitting and afterthoughts?
🤝 What would climate governance look like if disabled people were not merely protected by technologies, but actively involved in shaping, designing, and governing the systems that claim to protect them?

The module draws upon perspectives from disability-inclusive climate action, Disability-inclusive Disaster Risk Reduction (DiDRR), Four-Order Framework, universal accessibility, intergenerational climate justice, and lived experience to examine how inaccessible systems can transform environmental hazards into disability-specific catastrophes.

My sincere gratitude to Dr Amita Dhanda, Nilesh Singit, and Afrah Asif, along with the entire Centre for Disability Studies team, for inviting me to contribute to this important initiative. I hope this course catalyses, nudges and triggers meaningful conversations and sustainable changes on universal accessibility, disability rights, inclusive technology, ethical AI, climate justice, and the urgent need to move from designing for disabled people to designing with disabled people.

Heatwaves Are Not a Weather Event. They Are a Systemic Risk Multiplier.

Multidimensional heatwave impact pathways trace how extreme heat events cascade through societal, economic, and environmental systems. These multi-order effects are highly interconnected, with rising temperatures not only causing direct physiological harm but also triggering cascading infrastructural failures, food crises, and capability deprivation.

When we think of a heatwave, we often imagine rising temperatures and personal discomfort. Yet extreme heat rarely acts alone. It triggers a chain reaction (domino effect) across interconnected systems—health, water, food, energy, transport, livelihoods, ecosystems, and the economy.

A heatwave overloads hospitals, reduces labour productivity, worsens air pollution, increases electricity demand, strains power grids, disrupts transport networks, intensifies water scarcity, reduces agricultural yields, accelerates food inflation, and deepens existing social inequalities. The burden falls disproportionately on those with heightened vulnerability (because of greater exposure, higher sensitivity, and lower adaptive capacity): persons with disabilities, older adults, children, outdoor workers, low-income communities, and other vulnerable populations.

This is the essence of a polycrisis—where a single hazard cascades through multiple sectors, creating compounding and reinforcing impacts. Climate change is therefore not merely an environmental challenge; it is a threat multiplier, a public health challenge, a development challenge, an economic challenge, and a social justice challenge.

Building resilience requires moving beyond reactive disaster response toward systems thinking—integrating climate adaptation, universal accessibility, sustainable urban planning, ecosystem restoration, resilient infrastructure, and inclusive governance.

Vatavaran means Environment, and Vaad denotes śāstrārtha — dialogue, debate, and discussion. Vatavaran Vaad is an endeavour to foster dialogue, debate, and discussion on the Environment, Climate Change, Weather, Pollution, Biodiversity Loss, and other interconnected challenges of intergenerational justice and equity.

This initiative's aim is to trigger, catalyse, and nudge inclusive and sustainable change by upholding the ‘tattva’ (principles) of Dharma (Righteous actions and Kartavya/Duties to preserve the Ṛta — cosmic order and rhythm), Nyāya (equity and justice), Nīti (policy and ethical governance), and Pancha Rnas (Five Fundamental Debts). This is pursued through cognisance, dissemination of knowledge, awareness creation, and the promotion of universally accessible and inclusive Śīkṣā (environmental education).

The Curb Cut Effect — Understanding Accessibility’s Hidden Dividend (Designing for the Margins, Benefiting the Majority)

The Curb Cut Effect is perhaps one of the most powerful yet underappreciated concepts in accessibility discourse.

The Curb Cut Effect refers to the broader social, economic, and systemic benefits that emerge when barriers are removed for those facing the greatest exclusion. What begins as an accessibility intervention for a specific group often improves usability, safety, convenience, participation, and quality of life for everyone.

The term originates from curb ramps introduced through disability rights advocacy to enable wheelchair users to navigate streets independently. While designed to address a specific accessibility barrier, these seemingly simple interventions soon proved beneficial for a much wider population, including parents with strollers, travellers with luggage, delivery workers, cyclists, older adults, and people with temporary injuries.

Similarly, closed captions help not only Deaf and Hard of Hearing persons, but also language learners, commuters, students, and anyone watching videos in noisy or silent environments. Voice assistants, originally developed to support accessibility, have become an everyday technology used by millions. Accessibility is therefore not a niche accommodation. It is a universal design principle that creates wider social value.

The curb cut effect demonstrates that investments made to remove barriers for persons with disabilities frequently generate benefits far beyond their originally intended beneficiaries (“spillover effect”). Accessibility interventions improve systems, not just individuals; they increase efficiency, usability, safety, resilience, and participation for society as a whole. In economic terms, accessibility creates positive externalities. In governance terms, it strengthens inclusion. In development terms, it functions as a force multiplier.

In an era increasingly shaped by intersecting social, economic, technological, environmental, and public health challenges — a polycrisis — the curb cut effect offers a powerful lens for rethinking architecture, design, policy, and development: a paradigm shift that recognises solutions designed for those facing the greatest barriers often create stronger, more inclusive, sustainable, and resilient systems for everyone.

Through this series on the ‘Curb Cut Effect’, we shall explore how accessibility interventions generate ripple effects across education, health, livelihood, mobility, technology, climate action, disaster risk reduction, governance, public infrastructure, and everyday life. We’re not merely explaining accessibility — we are exploring a lens through which accessibility can be understood as a public good, a systems intervention, and a pathway towards more inclusive, equitable, and sustainable futures.

Because when we design for those who face the greatest barriers, everyone moves forward. That is the power of the Curb Cut Effect.

Accessibility Is Climate Action: Without Universal Accessibility, Inclusive Climate Action and Disaster Risk Reduction Fail!

Abstract — This blog advances the proposition that accessibility is not peripheral to climate and environmental discourse, but foundational to meaningful climate action, disaster risk reduction, and resilience-building. Drawing upon emerging global research, disability-inclusive climate frameworks, and the author’s ongoing work on universally accessible and climate-resilient systems, the blog argues that inaccessible infrastructure, communication systems, mobility networks, and governance mechanisms significantly amplify vulnerability during climate-induced disasters and emergencies.

The blog conceptualises accessibility as a “force multiplier” that determines whether resilience investments translate into equitable survival, participation, and adaptive capacity for all sections of society, especially persons with disabilities, senior citizens, children, and other vulnerable populations. By merging the conventional silos between “social policy” and “environmental policy,” the article reframes accessibility as a systemic design principle central to sustainability and intergenerational justice.

Integrating the idea that “Accessibility is Climate Action” and “Without Universal Accessibility, Inclusive Climate Action and Disaster Risk Reduction Fail!”, the piece further demonstrates how universal accessibility strengthens evacuation systems, early warning communication, public infrastructure, healthcare access, education and digital ecosystems, and inclusive governance, thereby multiplying the effectiveness of climate adaptation itself.
