*A Fragile Thaw: Reflections on the Talks Between the Government of Manipur and the Kuki-Zo Council*

Dr.Chinkholal Thangsing

The recent talks between the Government of Manipur under the new Chief Minister and the Kuki-Zo Council mark a significant and long-awaited development. After nearly three years of deep division, mistrust, and violence, the very act of sitting across the table is, in itself, a positive and encouraging step. It reflects a willingness—however tentative—to engage, to listen, and to explore pathways toward peace. The initiative taken by the new Chief Minister to facilitate this dialogue deserves acknowledgment, as such efforts are essential in breaking prolonged deadlocks.

At the same time, while the government may articulate its position in a manner it deems appropriate, it is equally important to recognize the clarity and firmness with which the Kuki-Zo Council has represented the sentiments of its people. Their stance is not merely political rhetoric; it reflects a deeply rooted aspiration for a political solution, constitutional protection, self-governance, and security under the rule of law—specifically through the demand for a Union Territory. In this regard, the Council’s consistency underscores the collective voice, pain, and determination of a community that seeks dignity and assurance for its future.

Equally critical at this juncture is the imperative to prevent any further violence. Peace cannot be built in an atmosphere of fear and insecurity. The continued presence of central forces, along with the maintenance of buffer zones, remains essential to ensure stability on the ground. These mechanisms, though temporary, serve as necessary safeguards to prevent escalation and to create the conditions required for meaningful dialogue.

However, there remains a fundamental divergence in positions. The Chief Minister’s emphasis on restoring peace, preserving the territorial integrity of Manipur, and removing buffer zones reflects one vision of resolution. In contrast, the Kuki-Zo Council continues to assert its demand for separate administration—a position it is unlikely to relinquish without substantive assurance and intervention. These two positions, as they stand, appear irreconcilable through state-level engagement alone.

This is where the role of the Government of India becomes crucial. Like a parent entrusted with the care of all its citizens, it must step in with wisdom, impartiality, and urgency. The current situation cannot be allowed to drift indefinitely. While the recent meeting may be seen as a thaw, it is not, by itself, a solution. Without decisive and compassionate intervention at the national level, the crisis risks becoming protracted, with continued suffering and instability.

From the standpoint of peace and long-term stability, there is a growing recognition that a structured and immediate approach is required. The persistence of violence, allegations of targeted atrocities, and deep communal divides indicate that conventional reconciliation will not suffice. A durable solution—one that ensures safety, justice, and coexistence—as an Indian citizen with its own identity and coexisting as Indian must be pursued with sincerity and resolve.

In conclusion, the dialogue initiated is a welcome beginning, but it must lead to tangible and courageous outcomes. Peace cannot remain an aspiration; it must be translated into a practical and sustainable reality through decisive action, constitutional safeguards, and an unwavering commitment to protect every citizen.

In the present circumstances, there is a compelling need to recognize that a structured political separation—anchored in constitutional provisions—may offer the most viable path toward lasting peace and stability. Such a step, though difficult, should be viewed not as a division, but as a pragmatic solution aimed at preventing further conflict, restoring dignity, and ensuring security for all communities.

For the greater good of the region and in the interest of a stable and peaceful India, the time has come for bold, compassionate, and forward-looking decisions. Only then can the cycle of violence be broken, the wounds of the past begin to heal, and a just and enduring peace be secured.
