During the British rule, there were a lot of cobras in Delhi. To reduce them, the government devised a scheme—

Initially, many cobras were killed. But some people cleverly started breeding cobras and making it look like they killed them to claim the reward.
When the government discovered the deception, they canceled the scheme. As a result, those who had bred cobras released them.
