In 2020, the Government of India, demonstrating its anti-worker position once again, introduced four labour codes that include the Code on Wages Act, 2019, the Industrial Relations Code Bill, 2020, the Occupational Safety, Health and Working Conditions Code Bill, 2020, and the Social Security Code Bill, 2020. The government did not enforce these laws immediately amidst protests from the working class then. However, last week the new labour codes have been formally implemented.

According to the 2025 Global Rights Index report by the International Trade Union Confederation (ITUC), India occupies the second-worst position, with a rating of 5 on a scale ranging from 1 to 5+, where 1 indicates the best conditions for workers and 5+ the worst. In such a country, the government is further trying to worsen the working conditions and curtail their rights by introducing these codes.

The Occupational Safety, Health and Working Conditions Code permits firms to assign women to potentially unsafe jobs and makes accessing maternity leave difficult. Workers are eligible for paid leave only after 80 days in the job, allowing private employers to dismiss them beforehand and avoid payment. The Code also raises the threshold for its applicability—from 10 to 20 workers in firms with power supply, and from 20 to 40 in those without. Since most workers are employed in smaller firms, this change excludes them from protection. Additionally, the Code lacks a judicial process for resolving labour disputes, further weakening workers’ rights.

The Industrial Relations Code permits companies employing up to 300 workers to hire and dismiss employees without seeking prior approval from the government. Earlier, this exemption applied only to firms with up to 100 workers. In addition, it places restrictions on the right to strike. It mandates that trade unions must provide a 14-day advance notice before initiating a strike, and this notice remains valid for only 60 days. Strikes are also prohibited during the seven days set aside for conciliation efforts and for a period of up to 60 days following the conclusion of tribunal proceedings.

The Wage Code 2019 contains several provisions that shift power in favour of employers. It allows employers to deduct wages for losses caused by workers’ neglect or default, enabling wage cuts that could reduce demand and employment. It expands exemptions from bonus payments, letting more firms deny workers these benefits. These provisions imply that profits benefit employers, while losses are passed on to workers. The Code does not specify minimum wage rates within the legislation, leaving this to the appropriate government. While it includes informal workers within its scope, it does not provide strong mechanisms for wage enforcement across all sectors.

The Code on Social Security fails to extend universal social security benefits to informal sector workers. Rather than strengthening protections, it limits the authority of labour officers to assess the amount of provident fund and state insurance owed to workers by employers. The Code also prevents the reopening of older cases, leaving many workers who were previously underpaid or denied benefits without any legal remedy. Additionally, it weakens the role of labour inspectors responsible for ensuring compliance, shifting instead to a system where employers self-certify their adherence to labour laws.

The Progressive Students' Federation of India vehemently opposes the newly implemented labour codes and supports the nationwide protests by the Indian working masses.

𝐓𝐇𝐄 𝐏𝐒𝐅𝐈 𝐃𝐄𝐑𝐄𝐂𝐎𝐆𝐍𝐈𝐒𝐄𝐒 𝐈𝐓𝐒 𝐀𝐍𝐃𝐇𝐑𝐀 𝐏𝐑𝐀𝐃𝐄𝐒𝐇 𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄

The Federal Coordination Committee of the Progressive Students’ Federation of India (PSFI) derecognises the State Committee of the PSFI in Andhra Pradesh.

In May 2025, two elected leaders of the Andhra Pradesh Committee—the Secretary, Comrade Abdul Alam, and the Assistant Secretary, Comrade Prathibha Bharati—were unjustly expelled by other members of the committee under external influence. In the newly formed committee, their positions were shamelessly usurped by D. Arun Kumar and P. Prasanna Kumar, respectively. The expelled comrades were neither given notice nor invited to the meeting at which the decision to expel them was taken. They were given no opportunity to know of the allegations made against them or to defend themselves. The FCC of the PSFI is ashamed of such an unjust incident. This event is not only contrary to the principle of democratic centralism but also a blatant violation of the standing constitution of the PSFI.

Despite our attempts to contact the newly formed (and illegitimate) committee, we received no response. We have also learned that more than five state and district committee leaders of PSFI Andhra Pradesh resigned in protest against the unjust expulsion of Comrades Abdul and Prathibha. Therefore, we declare that we do not wish to maintain any ties with the PSFI Andhra Pradesh Committee.

We are not an executive body but a joint platform of the different state units of the organisation. Hence, while we do not dissolve the committee—it may continue under any other name—we announce that we no longer recognise it. The federation in Andhra Pradesh has been subjugated by external influences. The perpetrators, we suspect, are acting as agents of the ruling elites, hiding within the ranks of the socialist movement. They cannot tolerate the autonomy and sovereignty of the PSFI, an emerging organisation that holds high the banner of world socialism.

World Environment Day, 2025

Today, people from the entire globe are observing World Environment Day in various ways. Some are planting trees, some are performing cultural outreach, some are organising campaigns. With sympathy and solidarity to their work, we find it necessary to remember that the ecological danger facing us is more severe than we often care to realise. Rituals have been an important part of humanity since the dawn of time. They exemplify our social nature through shared activities. However, during a Tree Plantation Drive, we should inform ourselves and others that such activities can compensate for a very little portion of the enormous damage on the environment, inflicted by massive deforestation, millions of tons of industrial wastes, wars and so on - all that occurs for the sake of profit of the few capitalists. The corporate and state attacks on natural resources, the exploitation and oppression of indigenous people living in harmony with the Jungles for millennia, the unregulated industrial complex suffocating the planet must be addressed, opposed and checked—by a strong, politically driven climate action. And, students as the fore-bearers of knowledge, determination and enthusiasm, as the vanguard of the coming generations must take a firm stand today. The Climate Crisis is a collective problem, and must be dealt with collectively. We, the Progressive Students’ Federation of India, appeal to the students to raise their voice and join the movement to save the environment, save ourselves, and save the only planet we call home, among billions.

On the eight foundation day of the Progressive Students’ Federation of India, we extend our revolutionary greetings to all comrades working relentlessly to build a progressive students’ movement. Today, amidst the environment of jingoism, reactionary uprising, and corporate attack on education, we appreciate all the students who have shown unwavering courage and perseverance towards the struggle for progressive, scientific, inclusive education accessible to everyone.

In the last year, the PSFI has built a strong organisation in Andhra Pradesh. The first state conference of the PSFI was held there last December. The PSFI has also strengthened its organisation in Assam and West Bengal and is active in organising students in Uttar Pradesh, Kerala, and other states.

The PSFI believes that a successful struggle can be built only on the shoulders of a strong theoretical and political commitment. The PSFI has been active in educating students on political philosophy, economics, science, and technology so that seasoned activists may rise organically from among them.

The PSFI, strongly committed to an anticapitalist movement, has always extended its support to various movements of workers, peasants, and other exploited strata of society. The PSFI has been vocal against all kinds of oppression based on gender, caste, language, religion, sexuality, and so on.

We appeal to students and people of progressive attitude to support the PSFI in its pursuit and help build an even stronger organised movement to save education from the ruling corporate-RSS nexus and every other regressive force active in this country.

PSFI Condemns the Terrorist Attack in Pahalgam
22/04/2025
Terrorists from an off-shoot of the islamist group Lashkar-e-Taiba open-fired on tourists, killing
26 and injuring more in Pahalgam, Kashmir. Progressive Students’ Federation of India strongly
condemns this attack and extends condolence to the families.
The BJP-ruled central government retracted Article 370 and converted Jammu and Kashmir into
a union territory promising that it will stop terrorist upsurge in the valley. Now the central
government must take responsibility for such a horrific security breach.
Religious fundamentalism remains to be one of the greatest threats to humanity and a weapon
in the hands of imperialism. Only democratic values and class consciousness among the
Kashmiri masses can set the path for concrete action against Islamism and terrorism.
We demand :
★ The central government must take responsibility for the security breach and take action
against terrorism.
★ The victims and their families must be fairly compensated and the administration must
ensure that similar breaches do not occur any further.
★ Democracy and complete statehood must be restored in Jammu and Kashmir.
★ Progressive, Democratic, Secular forces must express solidarity with the working masses of
Kashmir and propagate against religious fundamentalism and imperialism.

HCU Land Auction Must be Stopped
The government is trying to destroy biodiversity by abandoning protected land and offering that to the real estate market. The authorities is trying to
auction 400 acres of land belonging to Hyderabad Central University in Hyderabad, Telangana state and hand it over to corporate companies.
PSFI strongly condemns this.

When the students protested against these auctions, the police detained them. Female students were man-handled in absence of any women police personnels. Dozens of students were injured, even when their clothes were torn and they were bleeding from their wounds, the students were dragged
away mercilessly, women were pulled by their hair. Since many students in the central university were from other states, they did not speak Telugu. The police abused them with racial cursing. The youths who tried to resist were held by their legs and hands and thrown into the van. Some students who were standing aside were also detained without cause.

PSFI strongly condemns this action. We demand that he environment and biodiversity of the forest in 400 acres land belonging to the University should be protected. For the last two decades, the government has been alienating the lands of the Central University citing various reasons. PSFI demands,
★The auction process of the lands belonging to the Central University
must be stopped.
★The arrested students must be immediately released.
