North East Development Foundation North East Development Foundation is making small efforts to contribute towards an enabling development and good governance environment in the region .

NEDF vision is to see that its continuous efforts in development interventions in the region in areas like education, livelihood, ‘technology for development’ (T4D), sustainable development and the like enables the rise of empowered youths, women, groups and communities in North East India. The vision of NEDF is to see that local communities carry on their livelihood interventions on a sustainable and qualitative basis through assistance and able guidance from external sources.

30 october 2025: The North East Development Foundation (NEDEF) and Council for Social and Digital Development (CSDD) organized an Awareness-cum-Hands-on Training Programme on the Benefits of the Assam Tea Plantations Provident Fund (ATPFF) — its Acts, Schemes, and Online Services — in collaboration with the Assam Tea Employees Provident Fund Organisation (ATEPFO), Zonal Office, Jorhat, and the Office of the Assistant Labour Commissioner, Jorhat, focusing also on the Building and Other Construction Workers’ (BOCW) Welfare Act, 1996, and eShram Card details.
Stakeholders present — the Labour Commissioner, Jorhat; the Labour Inspector; the Assistant Fund Controller Officer, ATEPFO Office; and Mr. Nogen Kurmi, Secretary of ACMS — attended our programme and graciously accepted our invitation.
In the first session, officials from the Assistant Fund Controller Office, ATEPFO (Zonal Office, Jorhat) briefed our fellows on the Assam Tea Plantations Provident Fund (ATPFF), its Acts, Schemes, and Online Services.
During the second session, the Labour Commissioner, Jorhat, gave a comprehensive briefing on the Building and Other Construction Workers’ (BOCW) Welfare Act, 1996, the Nirman Sakhi Portal, and the eShram Portal. The session aimed to create awareness about the coverage, benefits, and eligibility criteria of these initiatives designed for the welfare and social security of unorganised workers, especially those engaged in the construction sector.

As part of creating Bagan Mitra from our survey fellows, today, along with our survey fellow Narayan Bhuyan, we conducted a door-to-door survey at Dholi Samoguri Tea Estate in Titabor Sub-district, Jorhat, Assam. The purpose was to identify individuals who lack Aadhaar, Voter ID, PAN, Caste Certificate, and PRC, as well as those who have not availed various major government schemes. During the survey, we prepared a list of such individuals. After listing the names of the people lacking identity documents, Narayan Bhuyan forwarded the details to our Digital ONE Centre service provider, Sanju Muda, for applying for the required identity documents.

With the theme 'Building and Enabling Sustainable Rural Entrepreneurship Ecosystem', the 2nd edition of the Rural Udyamita (Rural Women Entrepreneurship) Summit 2025 (being held on December 12, 2025 in Guwahati, NEDFi Campus), organised by the North East Development Foundation (NEDF), the Council for Social and Digital Development (CSDD), and the Udyamini Collaborative, along with institutional support from the United Nations Development Programme (UNDP) and supporting partners.

The subject and importance of Rural Entrepreneurship / Rural Women Entrepreneurship is gaining credence and importance for very core reasons - Post Covid resilience of our rural communities; Sustainable development of Rural India; Climate Change, Mitigation and Action in rural areas; Rural Women Empowerment; Resilient Rural Economy; Mitigating Rural Migration; Addressing key UN SDG Goals (Goal 1, 2, 5, 8, 10-12, & 13, especially). In all these, the core is addressing the 'Livelihood to Entrepreneurship Transition' Gap, in Assam and the North East Region, with an enabling ecosystem wherein rural entrepreneurship can thrive and succeed well with the assistive support of policies, credit, skills, training, market, and digital integration support.

Rising Cyber Crimes Against Women in Assam in North East India

According to the National Crime Records Bureau (NCRB) data, Ministry of Home Affairs, Govt of India, 2022, the State of Assam stood third in cyber crimes against women, behind Karnataka and Telangana. Unlike the rest of the country, where cybercrimes were primarily committed with the motive of fraud, Assam’s cybercriminals held ‘revenge’ as the primary motive. Most of the cases pertained to the leaking of intimate pictures online and sexual exploitation.
Of the total cybercrimes committed in the state, about 18.5 per cent (654) were committed for personal revenge. Five per cent cases in the state were committed with the motive of fraud.

Towards building an enabling and inclusive Corporate Social Responsibility (CSR) and Philanthropic ecosystem in the North East Region of India (NER), the 2nd edition of the North East CSR Forum (NECSRF) 2024 was held successfully on December 6, 2024 at the Tata Institute of Social Sciences (TISS) Guwahati Campus.
The 2nd North East CSR Forum (NECSRF) 2024 was organised by the Council for Social and Digital Development (CSDD), the Tata Institute of Social Sciences (TISS) Guwahati Campus; the North East Development Foundation (NEDF), and Co-organised by the Digital Empowerment Foundation (DEF) as Principal Partner, Unifiers Social Ventures as Associate Partner, the United Nations Development Programme (UNDP) as the institutional partner and East Mojo as outreach partner. The day long programme was designed with – an inaugural plenary; three Jury technical sessions to evaluate and assess shortlisted CSR projects of North East for the North East CSR Award 2024; two plenary sessions; and the final Award evening.

The theme for the 2nd NECSRF 2024 was “Collaborative CSR for Sustainable Development in North East Region”, and the inaugural plenary was addressed by – Ms. Naghma Mulla, CEO, EdelGive Foundation; Mr. John Borgoyary, Regional Head, UNDP; Dr. Bibhav Talukdar, Secretary General and CEO, Aaranyak; Mr. Ansuman Samantaray, SVP and Circle Head, Axis Bank, NER Circle; Mr. Devang Pandya, Deputy Vice President & Lead – CSR & Ethics, TATA AIG General Insurance. Dr. Syed S Kazi, Convener, NECSRF & Director, Council for Social and Digital Development (CSDD), and Prof. Jagannath Ambagudia, Co-Convener, NECSRF & Campus Director, TISS Guwahati, hosted this session.
