Power Foundation of India (PFI) participated in the IPPAI Legal & Regulatory Summit, organised by the Independent Power Producers Association of India (IPPAI), on July 10–11, 2026, in New Delhi, contributing to two key technical sessions.
Dr. R.K. Tyagi, Director General, PFI, addressed "Latest Issues in Renewable Energy Integration," noting that India's renewable energy transition has entered a new phase — shifting focus from simply adding capacity to building a smarter, more resilient power system. He remarked that emphasis must move from "Renewable Energy in MW" to "Renewable Energy in MU," ensuring clean energy is delivered efficiently, reliably and affordably.
Citing system studies, he noted India's target of 500 GW non-fossil fuel capacity by 2030, backed by an expanding transmission network to enable large-scale RE integration, strengthen grid resilience, and reduce curtailment. He linked this to the One Sun, One World, One Grid (OSOWOG) vision for cross-border clean energy trade, and stressed coordinated planning across renewable energy, transmission and storage — highlighting the roles of BESS, Pumped Storage Projects, advanced forecasting, and deeper electricity markets.
In the session on "Cost Reflective Tariff," Shri Himanshu Chawla, Head – Regulatory, PFI, highlighted the need for clarity in determining electricity's true cost, noting that DISCOMs' parallel Audited and Regulatory Accounts often yield differing cost/revenue assessments — raising the question of which should underpin a cost-reflective tariff. The session featured case studies on deregulating consumers above 1 MW load in Andhra Pradesh, and separate DISCOMs for agricultural consumers in Punjab and Telangana.
Both sessions saw engaging discussions with former Power Secretaries, former ERC Chairpersons, Hon'ble High Court judges, policymakers and industry leaders, reaffirming the value of collaborative dialogue in shaping a resilient, future-ready power sector.
