KHIPC Urges Government of India to Abrogate Ceasefire Agreement with NSCN-IM

The Kuki History & Identity Protection Committee (KHIPC) strongly urges the Government of India to immediately abrogate the Ceasefire Agreement with the NSCN-IM. The continued protection provided under the ceasefire has enabled NSCN-IM cadres to perpetrate systematic violence against innocent Kuki civilians across the Northeast and the Indo-Myanmar border districts.

KHIPC condemns the NSCN-IM as a militant outfit whose record mirrors that of the Middle East terrorist group ISIS, which is notorious for killing civilians and targeting Christians. Since the 1990s, the NSCN-IM has been responsible for the killing of over 1,100 Kuki civilians, including documented cases of r**e, torture of women, and the murder of month-old infants. Such atrocities constitute crimes against humanity and cannot be ignored under the guise of a peace process.

The NSCN-IM continues to attack and kill civilians in Nagaland, Manipur, Assam, Arunachal Pradesh, and other border districts. NSCN-IM militants continue to attack Kuki and Zeliangrong civilians in Ukhrul, Kamjong, Tamenglong, and Noney districts, which have faced repeated raids, arson, and targeted killings. KHIPC holds the NSCN-IM as the main perpetrator in the May 13, 2026, killing of three Kuki church leaders—Rev. V. Sitlhou, Rev. Kaigoulen, and Pastor Paogoulen—between Kotzim and Kotlen in Kangpokpi district.

Further, NSCN-IM cadres continue to operate an illegal taxation regime across Nagaland, Arunachal Pradesh, and Manipur, extorting money from traders, transporters, and ordinary citizens. The ceasefire has been misused to consolidate armed camps, expand territorial claims, and intimidate indigenous communities that do not subscribe to its agenda.

KHIPC appeals to the Government of India to prioritize the lives and security of its citizens over a failed ceasefire. We demand:
1. Immediate abrogation of the Ceasefire Agreement with the NSCN-IM.
2. An NIA investigation into the NSCN-IM’s role in the killing of Kuki civilians and church leaders, and prosecution under the UAPA.
3. The immediate arrest of NSCN-IM leader Th. Muivah and other senior NSCN-IM leaders, followed by prosecution to the fullest extent of the law, including the death penalty as provided under Indian law.
4. Action against illegal taxation and armed extortion by the NSCN-IM in all affected states.

The Government must not allow a militant group accused of mass killings, r**e, and targeted attacks on clergy—acting like ISIS in its brutality against civilians and Christians—to function under state protection. Justice for over 1,100 Kuki victims and the recently slain pastors demands decisive action now.

KHIPC Urges Government of India, PM Modi and HM Amit Shah to Strictly Enforce NSCN-IM Ceasefire Ground Rules; Demands Action for Attacks and Killing of Zeliangrong and Kuki Civilians

The Kuki History & Identity Protection Committee (KHIPC) expresses grave concern over the deteriorating security situation in Manipur and urges the Government of India, Hon’ble Prime Minister Shri Narendra Modi and Hon’ble Union Home Minister Shri Amit Shah to immediately and strictly enforce the ceasefire ground rules with the NSCN-IM.

The ceasefire agreement was entered into to find a peaceful political solution through dialogue. However, its continuous violation by NSCN-IM cadres has become a serious threat to peace and the lives of innocent civilians. Unauthorised movement of armed cadres outside designated camps, setting up of illegal taxation points, and intimidation of civilians in Tamenglong, Noney, Ukhrul and adjoining areas are direct breaches of the ground rules.

KHIPC strongly condemns the repeated attacks and killing of Zeliangrong civilians in Tamenglong District and Kuki civilians in Ukhrul District by NSCN-IM. These acts have caused loss of innocent lives, displacement of families, and fear among indigenous communities.

KHIPC calls upon the Hon’ble Prime Minister and the Union Home Minister to:
1. Ensure immediate enforcement of all ceasefire ground rules, including confinement of NSCN-IM cadres to designated camps and dismantling of all unauthorised outposts.
2. Initiate firm action against NSCN-IM for its role in the attacks and killing of Zeliangrong and Kuki civilians.
3. Order an impartial inquiry into all incidents of violence and killing of civilians and provide compensation and security to victims’ families.
4. Guarantee protection of life and property of all communities in the state as per the Constitution of India.

The ceasefire must not be used as a license to target other communities. The Government of India must hold NSCN-IM accountable and uphold the sanctity of the ceasefire agreement. KHIPC appeals to the Hon’ble Prime Minister and the Union Home Minister for urgent intervention to stop further loss of life and violence in the region.

KHIPC stands for peace, justice, and the protection of Kuki history and identity, along with the safety and rights of all indigenous communities.

Public and Media Advisory: Beware of Self-Styled ‘Thadou Inpi Manipur’ and ‘Thadou Human Rights Advocacy’

The Kuki History & Identity Protection Committee (KHIPC) urges all media houses, civil society organisations, and the general public to exercise caution regarding statements and activities issued by the so-called Thadou Inpi Manipur (TIM) and Thadou Human Rights Advocacy (THRA), including Thadou Community International (TCI), Thadou Youth Union (TYU), and Thadou Student Association (TSA).

These self-styled organisations are run by Mr. Michael Lamjathang Haokip Thadou and Mr. James Haokip Thadou. They do not represent the collective voice, history, or political aspirations of the Kuki people.

KHIPC has received information that these entities are sponsored and backed by former Manipur Chief Minister Mr. N. Biren Singh with the intent to create confusion, divide the Kuki community, and misrepresent Kuki identity and history before national and international forums.

We appeal to all responsible media platforms to verify the credentials and mandate of any organisation claiming to speak for the Kuki community before publishing their releases. The public is advised not to be misled by propaganda issued under these banners.

The Kuki people have legitimate apex bodies and traditional institutions that represent their social, cultural, and political interests. No individual-run, politically sponsored group can override the community’s collective position.

To clarify the identities of Lamjathang and James, both belong to the Haokip clan and are not of the Thadou clan. The 1956 recognition of the Thadou clan as a separate tribe in Manipur was a mistake, and this needs to be rectified.

Demanding District, Union Territory, or State in the Name of Zo and Zomi Is Unconstitutional; Kuki Demand Is Constitutionally Valid

Introduction: The Constitutional Distinction Between Recognised Tribes and Unrecognised Nomenclatures:

India’s democratic framework permits communities to seek administrative safeguards, but any such claim must be anchored in constitutional recognition and citizenship. The distinction is therefore legal, not political: it separates communities recognised by the Indian state from nomenclatures that have no standing in law. The term Zo is derived from Mizo, and the Mizo community already constitutes the state of Mizoram within the Union of India. Zomi is widely used to denote illegal immigrants from Myanmar who possess no Indian citizenship or legal status under the Citizenship Act, 1955. The Kuki, by contrast, are a Scheduled Tribe listed in the Constitution (Scheduled Tribes) Order, 1950, with a long-documented presence in the hill areas of Manipur. Because the Constitution confers rights and protections only upon citizens and legally defined communities, the validity of any demand for territorial reorganisation must be judged against these distinctions. The persistent demands for a separate district, Union Territory, or state in the name of Zo and Zomi thus raise a question of law before politics.

Why Demands in the Name of Zo and Zomi Lack Constitutional Basis:

The Constitution provides an explicit framework for equality and recognition that applies to citizens and to communities defined by law. Article 14 guarantees equality before the law, and Article 15 prohibits discrimination on grounds of religion, race, caste, s*x, or place of birth. Zo is not notified as a separate Scheduled Tribe, Scheduled Caste, or any other constitutionally recognised community by the Government of India; it remains a linguistic and cultural derivative of Mizo, which already enjoys statehood. To seek a new state or Union Territory on the basis of a derivative term lacking independent legal status is to demand constitutional recognition for an identity that the law does not define — a proposition without precedent in the constitutional scheme. Zomi raises a graver legal infirmity, as the term is associated with illegal immigrants from Myanmar who entered India without valid documentation. Granting territorial and political rights to foreign nationals would contravene the Foreigners Act, 1946, and offend the basic structure of the Constitution. Such demands undermine the principles of equality, justice, and territorial integrity upon which the Republic rests.

Citizenship and Tribal Recognition Are Determined by Statute, Not Self-Declaration:

Citizenship and tribal status in India are conferred by statute and presidential orders, not by self-declaration. The Citizenship Act, 1955 defines Indian citizenship by birth, descent, registration, or naturalisation and excludes illegal migrants from acquiring citizenship through mere entry. The Constitution (Scheduled Tribes) Order, 1950 specifies the tribes recognised in each state, and the Kuki are expressly listed as a Scheduled Tribe in Manipur. That recognition extends to the Kuki the protections of Articles 244(1), 244(2), and the Fifth and Sixth Schedules, which were enacted to safeguard tribal land, identity, and self-governance. Advancing territorial demands in the name of Zo, a term without separate legal recognition, or Zomi, a term linked to illegal immigrants, conflates citizens with non-citizens and dilutes the sanctity of constitutional recognition. Indian law does not permit undefined identities or foreign nationals to be placed on par with Scheduled Tribes.

Unrecognised Claims Threaten National Integration; Constitutional Mechanisms Provide the Lawful Path:

Demands for administrative units based on unrecognised nomenclatures or for non-citizens endanger national integration and internal security. They incentivise illegal migration, encourage the invention of new group identities to claim territory, and establish a precedent that could fragment the Union by allowing any label to become the basis for a district or state. The violent contestation over land and resources in Manipur since May 2023 illustrates the social cost of such ambiguity. The constitutional way forward is well established: the Government of India has historically employed state reorganisation and autonomous councils to address the aspirations of recognised Scheduled Tribes, thereby strengthening the federal structure. Those mechanisms should be applied where legal status and historical habitation exist. Concurrently, immigration laws must be enforced, and the meaning of “indigenous” must not be stretched to include recent illegal entrants. Equal opportunity and dignity must be guaranteed to all constitutionally recognised communities, while demands advanced in the name of unrecognised terms or for non-citizens must be rejected.

The Constitutional Grounds for a Kuki State or Union Territory:

The Kuki demand for a separate state or Union Territory is founded on three constitutional grounds that do not apply to Zo or Zomi. First, the Kuki are full citizens and a Scheduled Tribe, which renders them eligible for the protective discrimination and self-governance frameworks the Constitution envisages. Second, they occupy a compact, contiguous hill territory with distinct administrative and landholding systems that have collapsed under the present state structure, particularly after the complete breakdown of trust following May 2023. Third, the Indian Union has a consistent record of granting statehood or Union Territory status to distinct tribal communities to ensure their security and development, as demonstrated by Nagaland, Mizoram, Arunachal Pradesh, and Meghalaya. The Kuki demand is therefore a call for reorganisation within the Union, not secession, invoking the same constitutional instruments that have preserved India’s unity in diversity. When an existing framework fails to protect the life, property, and political representation of a recognised tribe, the Constitution permits structural correction.

Conclusion: Upholding Legal Distinctions to Preserve Constitutional Order:

The distinction between the legal status of the Kuki and the claims made in the name of Zo and Zomi is constitutional, not ethnic. Zo has no separate legal recognition and derives from Mizo, which already has Mizoram. Zomi denotes illegal immigrants from Myanmar with no citizenship or territorial rights under Indian law. Demands for a district, UT, or state in either name are legally untenable and inimical to national integration and immigration enforcement. The Kuki are a constitutionally recognised Scheduled Tribe and Indian citizens. The Government of India must enforce the law against illegal immigration and unrecognised nomenclatures, while addressing constitutional claims through lawful dialogue and reorganisation. Only this distinction will restore stability, uphold equality before the law, and preserve the constitutional order.

The Kuki History & Identity Protection Committee (KHIPC) reaffirms its unwavering stand to protect the Kuki boundary, history, identity, and the existing buffer zone. We declare that safeguarding the ancestral land, cultural heritage, and political rights of the Kuki people is our foremost commitment, and we shall make no compromise on these fundamental issues.

We state clearly that no Meitei individual or organisation, including the Chief Minister of Manipur, Y. Khemchand Singh, shall enter Kuki land or Kuki areas, which include Churachandpur, Pherzawl, Chandel, Tengnoupal, and Kangpokpi districts, until the Government of India grants a separate Kuki State or Union Territory. The buffer zone must be strictly maintained to prevent further conflict and to protect Kuki lives, property, and identity. We urge all Kuki people and CSOs to stand strong, remain united, and defend our ancestral land.

We call upon all authorities and communities to respect this position in the interest of peace and justice. The KHIPC will continue to defend the rights and territory of the Kuki people through all democratic and constitutional means until the legitimate political aspirations of the Kuki people are fulfilled.

Condemnation on MLA Nemcha Kipgen and KNF Leader Semtinthang Kipgen for Dictatorial Rule in Kangpokpi

The Kuki History & Identity Protection Committee (KHIPC) today unequivocally condemns MLA Nemcha Kipgen and her husband, KNF leader Semtinthang Kipgen, for subjecting the public to threats and enforcing dictatorial control over Kangpokpi district. Their actions constitute a flagrant violation of democratic principles, an assault on the collective voice of our community, and an infringement of the Kuki people’s inalienable right to live free from fear and coercion. Public office and political influence exist to serve the people, not to be weaponised against them.

Multiple credible reports from across Kangpokpi document a consistent pattern of intimidation, arbitrary decrees, and abuse of authority by Nemcha Kipgen and Semtinthang Kipgen. Their unilateral interference in community affairs and their administration of the district as a personal fiefdom contravene the foundations of representative governance and undermine the customary authority of village chiefs and traditional institutions. No individual or family possesses the mandate to override the collective will of the people or to dismantle the community structures that have safeguarded Kuki identity, ancestral land, and history for generations.

Kangpokpi belongs to its people, not to any single household or political interest. Attempts to consolidate power through threats and to secure compliance by undermining local chiefs, civil society organisations, and public opinion are acts of dictatorship with no place in a free society. Such conduct erodes public trust, fractures social unity, and sets a dangerous precedent whereby personal dominance replaces the rule of law, customary governance, and accountability to the community.

KHIPC demands the immediate cessation of all threats and coercive interference by Nemcha Kipgen and Semtinthang Kipgen in the affairs of Kangpokpi district. We urge both individuals to respect the sentiments, dignity, and democratic will of the people. The citizens of Kangpokpi must be free to exercise their rights without hindrance, and village authorities and community bodies must function without fear of reprisal. We call upon all democratic institutions, civil society organisations, and citizens to reject this culture of intimidation and to stand united in defence of Kangpokpi’s autonomy, our shared heritage, and the democratic values of the Kuki nation.

Condemnation on Thomas Hmar's Meeting with Manipur Chief Minister

The Kuki History & Identity Protection Committee strongly condemns the meeting between Thomas Hmar, President of Hmar Supreme House, Barak Valley, Assam, and Manipur Chief Minister Y Khemchand. We view this meeting as a betrayal of the Kuki people's trust and a disregard for the ongoing struggles of our community.

The Hmar tribe, along with the entire Kuki community, should not forget the brutal beheading of David Thiek Hmar on July 2, 2023, and the heinous r**e, torture, burning to death of Zosangkim on November 7, 2024, and the killing and r**e of over 250 innocent Kuki by the Meitei community. These atrocities were perpetrated with the tacit approval of the Manipur state government, and yet, Thomas Hmar chooses to meet with the Chief Minister? We demand an explanation for this treacherous act.

We urge Thomas Hmar and any Kuki individual or organisation not to engage in talks or meetings, including peace programmes, without a clear commitment to a separate administration. We must not fall prey to the divisive tactics of the central and state governments. Our demand for justice and self-determination must be united and unwavering. The struggle for a Kuki state or Union Territory is not a petty demand, but a necessity for our survival and dignity.

We will continue to fight for our rights, and we will not be deterred by such divisive tactics. The Kuki History & Identity Protection Committee stands in solidarity with the Kuki people, and we will take all necessary steps to protect our community's interests. We demand that Thomas Hmar clarify his position and assure us that his meeting with the Chief Minister does not undermine our collective struggle.

Recognition of Thadou, Mate as Tribes is a Mistake: Manipur Govt's Divide-and-Rule Tactics within Kuki Community

The 1956 tribe modification of the Thadou clan as a tribe and the recent recognition of the Mate clan as a tribe in Manipur are being questioned by the Kuki community. The issue is that Thadou and Mate are not tribes, but rather clans within a group with similar dialects and traditions.

The Thadou clan comprises six sub-clans, including Singson, Lhouvum, Lhoujem, Singsit, Thomsong, and Sitlhou, just like other clans have different sub-clans. The recognition of Thadou and Mate clans as separate tribes is seen as a divide-and-rule tactic by the Manipur government, aimed at splitting the Kuki community's unity and distorting its history, lineage, and identity.

The Kuki community shares a group of similar dialects and traditions, with over 25 clans falling under the Shongthu lineage, they are: Lotjem, Guite, Haokip, Doungel, Hangshing, Lupheng, Lhungdim, Misao, Lamhao, Saum, Dimngel, Chongloi, Lupho, Changsan, Kilong, Kipgen, Touthang, and others, including Lenthang, Lunkim, Mate, and Lhanghal.

Instead of recognizing individual clans as tribes, it's argued that a new tribe name should be found for an umbrella tribe that encompasses all these clans. This would accurately reflect the clans and identity for unity. The current recognition is seen as a mistake and misleading, which could have long-term consequences for the community's cohesion and rights.

The Kuki community is urging the Government of India to reconsider the incorrect and controversial recognition of Thadou clan and Mate clan as tribes. We urge the government to delete the 1956 Manipur tribe modification of Thadou tribe and the recent recognition of Mate, seen as a step towards finding a more inclusive and accurate representation for a better society and unity.

We Can't Forget and Forgive Without Separate Administration

The Kuki History and Identity Protection Committee (KHIPC) strongly condemns the recent statement made by Manipur Chief Minister Y Yumnam Khemchand, urging the Kuki people to "forgive and forget the past" during a meeting with some Kuki leaders in Guwahati on 21st March 2026, without addressing the fundamental issue of a separate administration.

We, the KHIPC, categorically reject this approach and assert that the Kuki people cannot forget and forgive the atrocities committed against us by the Meitei community without a separate administration. The people, land, and boundary of Kuki and Meitei communities are irreversibly separated, and no amount of peace talks can change this reality. The only way to achieve peace is through a separate administration.

The Modi government's insistence on keeping Kuki and Meitei under the same administration is a blatant violation of human rights and an affront to the dignity of the Kuki people. We demand that the Government of India respect our rights and take concrete steps towards establishing a separate Kuki administration.

The leaders may meet, and the government may initiate peace talks, but peace talks without a separate administration are futile and will only lead to further violence and bloodshed. We urge the government to understand that the Kuki people will not settle for anything less than their right to self-governance and dignity.

We, the Kuki people, will continue to fight for our rights and identity, and we will not be silenced or intimidated. We demand a separate administration, and we will not rest until it is achieved.

The Kuki History & Identity Protection Committee (KHIPC) strongly condemns the brazen collusion between the Manipur state government and the Modi BJP-led central government to instigate conflict between the Kuki and Tangkhul Kacha-Naga communities, allegedly to preserve Manipur's integrity. We see through this ruse, as the Kuki people have already endured unrelenting violence and hardship at the hands of Meitei extremists for nearly three years.

The recent spate of violence instigated by armed Kacha-Naga groups in Ukhrul's Litan Sareikhong, Tingpibung, Songphal Mulam, and Dongsum is a stark reminder of the Modi BJP Govt and state Govt's failure to protect Kuki people and its willingness to manipulate communal tensions for political gain. The Kukis have, in fact, been subjected to unspeakable atrocities, forced displacement, and cultural genocide, with no justice or meaningful political solution in sight.

We question the morality and legitimacy of a government that prioritizes territorial ambitions over human lives and dignity. The Kuki community will not be swayed by such divisive tactics. We demand:

- Immediate cessation of state-sponsored violence against Kukis
- Unconditional accountability for perpetrators of violence
- Meaningful dialogue to address Kuki grievances and aspirations
- India should grant Kuki state or Union Territory immediately for protection of their lives, lands, and identity

Is the Modi government so bereft of solutions that it thinks the only way forward is to pit the Kuki community against the Tangkhul Kacha-Nagas, further exacerbating the existing conflict with the Meiteis?

This is a grave human rights violation against the Kuki community in India, and we request the UN Human Rights Council to intervene and take cognizance of the situation. We also urge the international community, human rights organizations, and all right-thinking individuals to stand with us in this critical moment, as we fight for our right to exist, our right to dignity, and our right to self-determination.

The Kuki people will not be pawns in the Indian government's game of ethnic chess. We will resist any attempt to erase our history, culture, and identity.

We will not be silenced. We will not be defeated.
