Dear All,

We are pleased to share the 21st edition of the IACN Quarterly. This edition focuses on the theme of “Family Strengthening and Family-Based Alternative Care,” bringing together insights, field experiences, and knowledge resources that advance child protection and strengthen families across India.

The issue highlights the continued shift from institutional care toward family-based, community-driven approaches, emphasizing prevention of family separation, psychosocial support, and collaborative action across systems. It underscores the importance of convergence between government departments, civil society, and community structures to ensure that every child grows up in a safe and nurturing family environment.

This edition features diverse perspectives on care leavers’ journeys, inclusive care practices, and adoption systems, along with case studies and field learnings that demonstrate how strengthening families leads to sustainable child protection outcomes.

Over the past year, the Leadership Dialogue Series, hosted by Miracle Foundation India and India Alternative Care Network, has brought together leaders from across the development ecosystem to explore how systems can better strengthen families and prevent unnecessary separation of children.

Policy frameworks play a critical role in setting direction, but it is their translation into everyday practice that determines real outcomes for children and families.

IACN Quarterly Issue 20 explores how convergence under Mission Vatsalya is being operationalised through district-level coordination, shared accountability mechanisms, and community engagement.

Through detailed case studies, the issue illustrates how aligning departments, civil society organisations, and local institutions can strengthen families and prevent unnecessary separation.

These experiences remind us that convergence is not an additional structure; it is a way of working that requires leadership, coordination, and sustained commitment.
