When her 80-year-old mother was admitted in a Bengaluru tertiary government hospital, an Akhila Karnataka Vayovruddara Okkuta (AIKYATA) member thought that she could finally rely on the public health system. Instead, she found herself paying at every step.

“In one day, we spent more than Rs 2000. They charged us Rs 400 for one e***a box. We spent Rs 800 for Ryle’s tube feeds. Whenever they gave her an e***a, they charged us Rs 50. After she passed away, they gave us Rs 1000 from Ayushman Bharat. I gave that money to the person who packed my mother’s body,” said Lakshmamma (name changed).

Her testimony, part of the AIKYATA Health Report 2025, is not an isolated case. Across Bengaluru’s hospitals and clinics, the elderly–most of them retired informal sector workers–are struggling against a health system that is fragmented, inaccessible, and often exploitative.

A recent study conducted by AIKYATA (Akhila Karnataka Vayovruddara Okkuta) has brought to light critical gaps in the healthcare system for senior citizens in Bengaluru. Despite multiple government schemes promising free and accessible healthcare, the reality for elderly citizens, particularly those from the informal sector, remains bleak. The report reveals that issues such as lack of medicines, early closure of hospitals, corruption in certificate issuance, and poor planning of clinics continue to deprive the elderly of their right to dignified healthcare.

Despite the city’s growing population, healthcare facilities for senior citizens remain inadequate, with many lacking essential services and staff, a survey by Akhila Karnataka Vayovruddara Okkuta (AIKYATA) has revealed.

The survey, covering 13 public health facilities (PHCs), found poor physical accessibility, cumbersome registration processes, and illogical operating hours as major stumbling blocks for elderly persons, especially those from the Below Poverty Line (BPL) category and retired informal workers.

The survey, conducted by Akhila Karnataka Vayovruddara Okkuta (AIKYATA), which represents senior citizens and retired informal sector workers’, assessed public health facilities across Bengaluru including Namma Clinics, Primary Health Centres (PHCs), and general hospitals, documenting accessibility, infrastructure, service delivery, and medicine availability.

The survey was supported by Sylvia Karpagam, public health doctor and Akhila Vasan, public health researcher, and the report was made public on Friday.

is observing the International Day of Older Persons 2025. This years theme “Older Persons Driving Local and Global Action: Our Aspirations, Our Well-Being and Our Rights”, highlights the transformative role older persons play in building resilient and equitable societies.

AIKYATA long standing demands of Decent pension, Health and Food security are yet not realised. We are going to release a report hilighting how accessable the public health system in Bengaluru is for the elderly people/Retired workers and what needs to be done for making the right to health a reality for the elderly.
