More than eight months into the implementation of the so-called “ceasefire” agreement, Israel still officially bars fishermen from entering the sea. Despite the danger, they continue to go out in order to try to feed their families. In recent weeks, the Israeli navy killed two fishermen, including a child, wounded seven others and arrested 14.

With the economy shattered, historic global decline in foreign aid, more than 1.7 million Palestinians living in tents and the rubble of buildings, and all of Gaza's residents without adequate access to essential goods, including food, there is no excuse to keep the sea closed. As occupying power, Israel is obligated to provide for the needs of the civilian population. Instead, it even bars the protected population from feeding itself.

Israel must immediately lift the prohibition on entering the sea, completely stop attacks on civilians, and allow fishermen safe, consistent access to the sea and to the items and equipment needed to rebuild the sector. The war on local food production must end.

This morning, Israel again closed Gaza hermetically, sealing the Strip to all entry of aid and other goods through the only previously functioning crossing, and blocking evacuation of medical patients and their companions and return of people stranded in Egypt. Israel claims the move was in response to the regional escalation, but its own land, air, and seaports remain open. It also said that the closure won’t affect access to food or the humanitarian situation, while the Strip continues to face an unprecedented, man-made crisis.

Some 1.7 million residents remain displaced, sheltering in tents or in the rubble of destroyed buildings, and there has been a rise in skin infections, due in part to the spread of insects, rodents, and other pests in densely populated areas. The UN reports numerous cases of children being bitten by rodents while sleeping.

Israel’s attacks in Gaza continue. Since the “ceasefire” agreement came into effect, 877 people have been killed and 2,602 injured. Israel also continues to deepen its control over the Strip through its management of two demarcation lines, the Yellow and Orange lines which together account for 64 percent of the territory. The Israeli army continues to hold more than half of Gaza’s territory, using deadly force on anyone approaching or crossing its Yellow demarcation line and concentrating the population into the remaining areas under inhumane conditions. It recently issued an updated map designating the Orange Line, behind which international organizations must coordinate their movements in an additional 11 percent of the territory.

A new factsheet by Gisha provides information about the two demarcation lines, their impact on the civilian population and the humanitarian response, as well as a brief legal analysis.

Israel is seizing direct control over additional areas in the Strip via yet another demarcation line, and further harming the humanitarian response.
