Smart Social Strategy חדר המצב החברתי, Haifa (2026)

The Smart Social Strategy is a project in the Hadar neighbourhood in Haifa. It is a multi-disciplinary research lab which shapes and redefines the world of public policy in urban planning. The project is led by Dr. Meirav Aharon Gutman from the faculty of architecture and urban planning at the Technion. The lab connects between technological tools of the “smart city” and leading public participati

on practices. The idea is to develop innovative tools grounded in socio-economic principles which shape urban policy. The space is a room which is supported by advanced technology which enables a smart decision-making process. The integration of the idea and space allows the lab to develop tools to plan, manage and develop the city in an attempt to create social change. The project is in partnership with and supported by the National Insurance Institute of Israel and Shahaf foundation.

חדר המצב החברתי היא מעבדה מולטי-דיספלינרית למחקר יישומי של המסלול לתכנון ערים ואזור בטכניון. חדר המצב החברתי מעצב ומגדיר מחדש את עולם התוכן של מדיניות ציבורית בכלל ומדיניות חברתית-מרחבית בפרט.
המעבדה מציעה חיבור בין ארגז כלים המזוהה עם הפרדיגמה של "ערים חכמות", לבין פרקטיקות מתקדמות של השתתפות ציבור.

מעבדת החמ"ל החברתי היא מקום ורעיון.
הרעיון, הוא לפתח ארגז כלים חדשני לעיצוב מדיניות עירונית המגיבה ליעדים מהתחום החברתי-כלכלי.
המקום, הוא חדר מצב אשר נתמך ע"י טכנולוגיות מתקדמות ומאפשר תהליך קבלת החלטות חכם.
באמצעות אינטגרציה של שני מרחבי פעולה משולבים של מרחב וירטואלי ומרחב פיזי, מקדמת המעבדה שינוי בארגז הכלים לתכנן, לנהל, ולפתח את העיר.

הפרויקט הינו בתמיכה ושותפות עם קרנות הביטוח הלאומי וקרן שח"ף.

We are excited to introduce Noa Musih, a researcher at the 3S Lab, who brings a fascinating interdisciplinary perspective to the world of urban planning.

Noa combines a background in Industrial Design from Bezalel Academy with her Master’s studies in Urban and Regional Planning here at the Technion - Israel Institute of Technology. This unique combination allows her to examine complex planning issues through a "designer’s lens."

From the Field to Research: As part of her work in the lab, Noa is reviewing the recovery process of Kibbutz Manara, a project conducted in collaboration with Architect Yuval Yaski and the kibbutz members. Her research focuses on the use of design tools and visual literacy as key components in spatial recovery processes.

Why does it matter? By examining the case of Manara, Noa explores how visual tools and mapping can support community engagement and more efficient decision-making. The goal is for the process in Manara to promote the development of more participatory, accessible, and smart working methods for communities in recovery and reconstruction.

We are proud to have Noa as part of our team and look forward to the insights emerging from her important work in the field.

נועה משלבת בעבודתה רקע בעיצוב תעשייתי מבצלאל יחד עם לימודיה לתואר שני בתכנון ערים ואזורים אצלנו בטכניון. השילוב הזה מאפשר לה לבחון סוגיות תכנוניות דרך עיניים של מעצבת.

מהשטח אל המחקר: במסגרת עבודתה במעבדה, נועה סוקרת את תהליך השיקום של קיבוץ מנרה, פרויקט הנעשה בשיתוף פעולה עם האדריכל יובל יסקי וחברי הקיבוץ. המחקר שלה מתמקד בשימוש בכלים עיצוביים ובאוריינות ויזואלית כמרכיב מפתח בתהליכי שיקום מרחביים.

למה זה חשוב? באמצעות בחינת המקרה של מנרה, נועה בוחנת כיצד כלים חזותיים ומיפוי יכולים לתמוך בהשתתפות קהילתית ובקבלת החלטות יעילה יותר, מתוך כוונה שהתהליך של מנרה יוכל לקדם פיתוח שיטות עבודה משתפות, נגישות וחכמות יותר עבור קהילות הנמצאות בתהליכי התאוששות ושיקום.

אנחנו גאים שנועה חלק מהצוות שלנו ומחכים לראות את התובנות שיעלו מהעבודה שלה בשטח.

ברכות לחברת המעבדה שלנו, יעלה לוי גונדר אשר הציגה את המחקר שלה לתזה. תוצאות המחקר המרהיבות שלה הן תולדה של מפגש בין אדריכלות נוף ובין מדעי הרוח הדיגיטלים.
כך כותבת יעלה בפרק המתודולוגי של מחקרה: מטרת המחקר היא להעניק לנוף תרבות מטעי התמר מקום וקול בתוך מפת נופי התרבות של ישראל, ולהציבו לצד נופים חקלאיים מכוננים אחרים, כמו נוף הפרדסים ונוף הזיתים, כחלק מן הפנתאון הנופי, המגלם זיכרון, עמל וחזון של מפעל ההתיישבות. לאור הזיהוי כי קיים גוף מחקר מצומצם בנושא ייצוג נופי תרבות חקלאיים בישראל, אחת ממטרות המחקר היא להציע דרכי ייצוג לנוף תרבות חקלאי ברוח גישת מיפוי גדוש (Thick Mapping). גישה המשלבת בין נתונים איכותניים וכמותניים, בין שכבות היסטוריות, נרטיביות ומרחביות באמצעות מתודולוגיה איכותנית רחבה, המשולבת במודל מרחבי־דיגיטלי. בציר האיכותני נבחן גוף מגוון של מקורות: ספרי מסע, מפות היסטוריות, תצלומים, חומר ארכיוני, סיורי שדה וראיונות המשמשים כעדויות רב-ממדיות להתהוותם של נוף תרבות מטעי התמר. בציר הכמותי נבחן גוף מגוון של נתונים הנוגעים בהתפתחות המרחבית של הנוף ונוגעות בעשרות נושאים אשר מייצרת תמונת מאקרו של המרחב.

אם הייתם שואלים אותנו - במשפט אחד, על מה המעבדה שלכם? היינו אומרים - כרטוגרפיה ביקורתית. אנחנו מנסים לייצר ולצייר מחדש את פני השטח כך שסוגיות חברתיות יעמדו לדיון בצורה נראית לעין.
הטופוגרפיות החברתיות שלנו נועדו להרחיב את האופן שבו אנחנו יודעים את העולם.
המעבדה שלנו היא מרחב של נסיונות לחקור בו - כיתד אנשים יודעים את העולם וכיצד הם מקבלים החלטות לגביו, לכן בתכנון של המעבדה החלטנו להקרין מודלים מרחביים מבוססי נתונים, לא רק על קירות לבנים - אלא על חומר ועל צורה. החומר הוא מתכתב: הצורה היא משרביה שפיתחנו והרחבנו את הצורה שלה.
ההחלטה הזאת נבעה מהרצון שלנו לעושת מחווה לעיירות הפיתוח שהפכו בישראל להיות ערים בהם התקיימה "חזית חברתית". בסיור בירוחם, נחשפנו למשרביות עשויות מתכת כצורה של שיקום שכונות אשר הונהגה בישראל בשנות ה80' מתוך מחויבות חברתית.
הכנסנו את מסתורי הכביסה הללו לתוך המעבדה.
כך נוצר פרגוד אינטראקטיבי- משרביה מודרנית שמזמינה תנועה, אור וחומר להיפגש יחד.

If you were to ask us, in a single sentence, “What is your lab about?”, we would say: critical cartography.
We work to redraw and re-imagine the surface of our cities so that social issues can become visible, debatable, and open to interpretation.
Our social topographies are designed to expand the ways we know the world.
The lab is a space of experimentation, where we explore how people understand their environments and how they make decisions about them. For this reason, when designing the lab, we chose to project data-driven spatial models not only onto white walls, but also onto material and form.
The material is metal; the form is a mashrabiya that we developed and reinterpreted.
This choice emerged from our desire to pay tribute to Israel’s development towns- places that became, over decades, the country’s “social frontier.” During a field visit to Yeruham, we encountered metal mashrabiyas created as part of the 1980s Neighborhood Rehabilitation Project, an emblem of social commitment at the time.
We brought these “laundry screens” into the lab.
The result is an interactive partition- a contemporary mashrabiya that invites movement, light, and material to meet.
Soon you’ll see how it becomes part of our new spatial environment.

Just like the start of a new year, everything begins with a first step, a vision and a team that believes in creating something meaningful.

As we move forward, we wish for a year full of curiosity, collaboration, discovery
and hopeful new beginnings, in science, in life, and in the safe return of all hostages to their homes
