We warmly welcome the announcement that the VAT Compensation Scheme for charities will be increased from €10 million to €15 million in Budget 2027.

In our Pre-Budget submission, we recommended this €5 million increase, and we engaged positively with the Tánaiste and key Department officials to advance it.🤝

The Government introduced the VAT Compensation Scheme in 2018. Capped at €10 million since Budget 2024, the annual fund rebates only approximately one quarter of total charity VAT expenditure.

How will Budget 2027 affect Ireland’s charities, community and voluntary organisations, and the people they serve?

Our team will be providing comment and analysis today, and our Director of Policy and Advocacy, Dónall Geoghegan, is available for media interviews.
The community and voluntary, charity and social enterprise sector is a vital pillar of Irish society, contributing significantly to our economy and communities. Its scale is substantial:

🔹 Almost 35,000 organisations
🔹 More than 280,000 people employed in charities alone
🔹 Approximately 76,500 dedicated volunteer trustees
🔹 1.12 million volunteers involved in charities and community organisations

If each volunteer gave just two hours a week, their economic value would range from €1.2 billion to €2.6 billion.

According to the most recent analysis by the Charities Regulator, the sector manages €25 billion in annual income, generating nearly half of this through fundraising and thereby significantly subsidising the cost of essential public services.

💫 We had another fantastic Training Links Shared Learning Event at the National College of Ireland, supported by the National Training Fund.

We had brilliant conversations in the room about the upskilling landscape in the Irish nonprofit sector, including policy, funding, and programme implementation. We discussed why charities, community groups, and social enterprises must prioritise ongoing upskilling opportunities for their teams.

Thank you to all our Network Coordinators and our speakers for sharing your ideas, recommendations and experiences!
