📢 PUBLIC INFORMATION UPDATE –
Gannow Ltd Windfarm,Enerco Energy
Killimordaly/Attymon, Co Galway
The proposed windfarm by Enerco Energy / Gannow Ltd is currently under appeal with An Coimisiún Pleanála, with a decision expected shortly.
This update is on Freedom of Information & Access to Information on the Environment requests
records and is shared in the public interest to support transparency.

🔍 KEY POINTS IDENTIFIED

1)Land consent access
● Land consent documents were not publicly available at initial stages
● Released only following FOI/AIE requests
● Records indicate Galway County Council is referenced as a landowner within and has
given consent to the project.

2) Prescribed body notification
● Transport Infrastructure Ireland (TII) became aware through its own procedures and
were not notified by Galway County Council leading the TII to miss the submission date.
● Records suggest conflicting views between bodies regarding notification responsibilities

3)Governance procedures
● FOI responses indicate no records identified of a formal conflict-of-interest declaration
within Galway County Council regarding the planning officer having previously worked,up until recently, for the company involved with the proposal.
● This raises questions around how ethical governance procedures are documented

4)Statutory status
● A claim regarding “Statutory Undertaker” status of Enerco Energy was accepted by Galway County Council even though this has proved false by the Commission for Regulation of Utilities

5) Land ownership
● Comparison with Tailte Ireland records suggests aspects of land ownership claims by Enerco are not valid currently

6)Planning status
● Application was validated and progressed by Galway County Council
● Subsequently, weakly refused by Galway County Council
● Now under appeal with An Coimisiún Pleanála
● All information was unavailable to the public to make submissions.

7)Charitable land
● Diocese of Clonfert has given consent for developments on their lands
● Available records suggest questions around regulatory notification requirements to Charities Regulator which was not notified in accordance with the land folio
burden.Charities Regulator now deny responsibility.

⚖️ Battle for Justice
● FOI/AIE findings raise broader concerns about transparency and oversight
● Elected representatives are prohibited to comment while a project is in the planning process
● Communities face significant financial barriers to representation with Judicial Review often the only option post-decision

📣 This concerns us all
This is about:
✔️ Transparency in planning
✔️ Accountability of public bodies
✔️ Public trust in decision-making

Infrasonic pulsation is a very real and well-documented feature of wind turbines. Yet its impact on health, and potential ecological consequences, are all too often dismissed as "nothing to see here."

Are you affected by wind turbine noise?

Now is the time to act.

Write to the responsible EU Commissioner Jessika Roswall.

Did you know that the EU noise directive does not cover wind turbines at all?

At a conference in the European Parliament in March 2026, it became clear:

Current national measurement and calculation methods underestimate wind turbine noise.

This is especially true for low-frequency noise and infrasound, but also for audible sound.

Calculations and measurements must be based on modern scientific methods, e.g., methods developed by Professor Ken Mattsson, Uppsala University.

Citizens are currently left without real protection.

At the same time, the EU Commission has been aware of the problem for decades – without taking action.

One thing is clear:
If we don’t speak up now, this will continue.

Write to EU Commissioner Jessika Roswall today:
[email protected]

You could write something like:

“I live in a rural area and am affected by wind turbine noise… (write YOUR story here).
I urge the EU Commission to include wind turbine noise in the Environmental Noise Directive and ensure that regulations are based on up-to-date science and validated real measurements – calculations may be used in the planning phase, but only using modern methods such as those developed by Professor Ken Mattsson.”
