SUNDAY UPDATE

Its been a while since our last update and still we wait for planning to be lodged. CycleO have alot on their plate at the moment with three appeals to be lodged with An Coimisiun Pleanala.
They were refused planning in Kildare, Limerick and Galway so are putting all their efforts into convincing An Coimisiun Pleanala to overturn the refusals.
When they have lodged their appeals they will be ready to lodge their planning with Cavan Co Council.

Are we ready ? Well YES and NO.
On the YES side

We have raised the awareness about what a Biogas plant in an urban setting will mean for residents and the town in general.
We have raised some money to help us get the expertise to challenge the planning application.
We have alot of people willing to put in objections.
We have the National Biogas Concern Group On our side with all their experience and expertise .
We have now got the Cootehill Area Development Group withdrawing their support for the development .
(Hopefully they will be lodging an objection when planning is lodged)

We feel we have alot of positives going into this battle but as always their is an elephant in the room and that is our local politicians.

We have a very major development proposed that will change Cootehill for the next 40 years and the vast majority of our local representatives do not think it worthwhile to answer our emails or even contact us to see if they can help in any way.
With the exception of Stiofán Conaty and Carmel Brady , the concern has been muted. Yes Brendan Smith has asked some questions on our behalf and we are very grateful for that. Yes we had a meeting with Niamh Smyth and again we thank her for that.
At our PUBLIC meeting we had Sarah O'Reilly, Adrian Rogers , Clifford Kelly, Niall Smith, Brendan Smith, Carmel Brady and we thank them for showing up and listening but we are asking for more from our elected representatives.

We need you all to come out publicly on your social media platforms saying that " You are totally against the building of A BIOGAS PLANT in the Town of Cootehill " .
Apart from Brendan Smith we have not heard from any TD .
Apart from Sarah O'Reilly we have not heard from any local Senator.
Apart from Stiofán Conaty, Carmel Brady , Adrian Rogers, Niall Smith and Clifford Kelly we have had no other councillors making an effort to come and talk to us.

Today we are asking all our local representatives to state on their public platforms that they stand with the people of Cootehill and the surrounding areas in OPPOSITION to the building of a BIOGAS PLANT in OUR town.

Now is the time to stand up for the people who elected you and to look after our interests and not the interests of some Hedge Fund from Texas.
These people look at what is said on social media and if all our local representatives come out PUBLICALLY AGAINST putting a Biogas Plant IN the town of Cootehill it will maybe make them think it is not the right location.

More than 160 objections as council deems Tipperary biogas plant application invalid

Plans for an anaerobic digestion (AD) plant outside Tipperary town have been deemed invalid by the local authority.
Andrew Kiely and Nephin Renewable Gas applied to Tipperary County Council for planning permission to develop the plant on a site at Ballynilard, outside Tipperary town.

The proposed plant would have three digesters, two digestate storage structures, and a liquid feed tank, and would produce biomethane, carbon dioxide and a bio-based fertiliser.

Tipperary County Council has now deemed the application invalid on several grounds, including that one of the landowners where the development is proposed has withdrawn her permission for her land to be used.

The council also raised concerns about increased traffic as a result of the development, with an “insufficient analysis” of how traffic will be impacted on the local roads around the proposed plant.

"The road safety audit focuses primarily on the internal access road and site layout, with insufficient analysis of the R‑662 interface, which is the critical risk point,” the council said.

Council planners also raised concerns about the impact that the plant would have on the environment, particularly on water quality in the area.

"The proposal should be assessed against Article 4 of the Water Framework Directive (WFD) to determine whether the project may cause a deterioration of the status of a surface or ground water body.”

Article 4 of the Water Framework Directive prohibits projects that would cause further deterioration of water bodies.

"WFD data states that currently the Ara is at risk and at poor status with ammonia trending downwards and elevated concentrations of ortho-phosphorus,” council planners said.

The council also added that the applicant’s “emissions limit values would not be acceptable to discharge into the Ara river," and that “revised lower emission levels are required”.

Mr Kiely and Nephin Renewable Gas are now required to address the issues raised by the council before any further decisions can be made on the plans.

The proposed AD plant received over 160 objections from locals, including from the owners of a local stud farm who feel that the AD plant, if it goes ahead, will cause their clients to look elsewhere.

"Should our clients, both current and future, feel that this industrial development will have an impact on the peaceful setting that they require, and value they are currently getting, they may decide to look elsewhere,” they said.

"The impact of this on us and our son’s future livelihood cannot be underestimated,” they added.

Cashel Golden Tipperary Trout Anglers Association and the Clonmel and District Salmon and Trout Anglers Association submitted objections to the plans, saying that the facility will have a “detrimental effect” on aquatic life in the River Ara.

Both angling associations raised concerns about ammonia, phosphorus and nitrate levels, arguing that any additional discharge into the River Ara would be “unacceptable” given its current poor ecological status.

"Given that the River Ara in Tipperary town was found to be in poor ecological quality, the further addition of more pollutants from the proposed development will further compound the poor ecological quality of the River Ara,” one objection said.

We are still waiting for CycleO to lodge their planning application with Cavan Co Council. We were told it would be before Christmas, then it was the end of January but alas no planning lodged yet. Maybe they have decided to abandon the idea altogether!!!
More that likely , with three refusals already in the bag, they are been extra careful to provide Cavan Co Council with all the information required.
It doesn't make any difference when they lodge it as we are ready and the extra few months have really helped us in getting the people of Cootehill and the surrounding areas on board in objecting to this MADNESS.

All communities and individuals need to be very vigilant when it comes to large projects and proposals that may be coming to their locality which may have an impact on them.
Take for example the 26 acre Solar farm in Drumman & Errigal and the associated Battery Energy Storage System that is supporting it. There were NO third party submissions or objections lodged with Cavan Co Council which is not the norm around the country. Was it a lack of consultation with the community or a lack of interest?
These Battery Energy Storage Systems face critical callanges, primarily centered on fire safety,which are difficult to extinguish and release toxic gasses. These large scale installations can lead to noise pollution and reduced property prices.

We are all for the green agenda and sustainability but not at any cost.
Residents and communities need to be kept in the loop and companies need to hold public meetings to answer any questions concerned people may have. As of today no public meetings have been held.
The only public meeting that was held, was by our Concern Group last December.

We would just like to thank everyone for supporting our table quiz last night. There was a fantastic turn out which we are very grateful for. Thank you to Nulty's Bar for their hospitality, Sidestreet-cafe for the food, Gerry Arrowsmith for being quiz master and Patrick Cochrane for the speaker and microphone. Thank you also to anyone who donated a spot prize and to anyone who helped out on the night. The total raised was €1,020.
The winning team were Brendan Flynn, Brian Crosson, Kelan McCarney and Cian Igoe. The runners up were Alan McDermott, Ciaran Lennon and Bob McDermott.
